The Sarposa prison break in June 2008 was a set back for Afghan and Canadian officials in their efforts to bring that facility up to international standards, and for the perception of security in Kandahar city. However, Afghan and Canadian officials have rallied from the incident and moved forward. In recognition of Canada’s contribution in supporting training, mentoring and infrastructure development at the prison the Ministry of Justice presented members of the Kandahar Provincial Construction Team (KPRT) with an award.
“Building the capacity of the corrections sector is important for Afghans. We want to thank the Canadians from the KPRT for everything they have done to support us,” said Colonel Abdullah Balwar, Director of Sarpoza Prison. “The prison staff is eager to learn and want to improve their skills. Through training and mentoring delivered by Canadian officials, I have seen a significant increase in professionalism.”
Colonel Balwar presented awards on November 27, 2008 to four members of the Correctional Service of Canada (CSC), two members from the Department of Foreign Affairs and International Trade (DFAIT), and two members from the Canadian Forces (CF).
“After the prison break we re-grouped and moved quickly to re-build damaged infrastructure, address security requirements, strengthen training for Afghan staff and develop contingency planning,” said Elissa Golberg, Representative of Canada in Kandahar. Since the incident, focussed efforts have resulted in significant progress. I am very proud of what our team has accomplished.”
In June 2008, the Government of Canada announced an additional $4 million dollars in support for reconstruction of Sarposa prison. Up to $2 million directly supported urgently needed repairs resulting from the attack, including the reconstruction of the facility's gates, walls and towers. The remaining funds were allocated to a variety of initiatives including upgrades to the infirmary, electrical installations and flooring, purchase of uniforms and training supplies, the delivery of training and mentoring in human rights, basic security measures, and funding for operations and maintenance.

Few institutions in Afghanistan have enjoyed as much Canadian largesse as this stone-walled prison in Kandahar city.
In the aftermath of the last jailbreak three years ago, there was a $2-million building program that improved Sarpoza's gates, walls and towers. And those were only the visible upgrades. In total, Ottawa committed $5-million to a complete overhaul of the facility and its staffing.

Three officials from Correctional Service Canada made regular visits. They were sent to train guards and teach them about human rights, a concept that didn't exist within the walls of the Afghan penal system. Canadian military engineers helped oversee the building projects.
Foreign Affairs Minister Lawrence Cannon visited the centre in 2009 to highlight the Canadian government's focus on improving "police, courts and corrections." Those three aspects of the Afghan state are notoriously inept and corrupt, but within the walls of Sarpoza, the minister could point to visible progress.
Canadians gave the jail new septic systems, solar-powered lighting, a staff training room, an infirmary, an armoury, a carpentry workshop and other facilities. Painted walls replaced the raw stone surfaces; pieces of masonry used to fall on prisoners as they slept, but Canadian money had paid for smooth new ceilings.
More recent projects had included a 12-day "security self-awareness" course for female guards, and renovations to the medical unit.
Despite the deaths and damage the jailbreak three years ago inflicted, Canadian officials said the incident gave them a chance to renovate.
"It provided the opportunity to do more systematic and advanced training with Sarpoza senior management and the prison guards," Elissa Golberg, who served as Canada's top diplomat in Kandahar, said in a statement on a government website.
Roland Paris, an international affairs professor at the University of Ottawa, said the government presented the millions of dollars spent - and Canadian efforts in the field - as the continuing contribution to a model facility.
"It certainly raises serious questions about all of the money the government put into making this a model prison - and that's how it was presented," Prof. Paris said.
Even some prison officials bemoan the wasted effort, as they contemplated the empty cells in their national-security wing.
"We had good weapons, and many police, and foreign troops were nearby every night," said a senior prison official, speaking on condition of anonymity. "Last night all these things were present, all our forces, we had enough preparation for fighting. But we did not fight. Why? That is a big question."”

Myself. Having had the opportunity to be a manager in Her Majesties Prisons in the UK for 8 1/2 years. I have witnessed first hand the stresses and abilities of Prison Officers. In Canada I have worked casual at Sleepy Hollow in PEI. The officers who work in Canada's primary penitentiaries and facilities, have a dfficult job at best. However a group of dedicated correctional officers also work in Afghanistan and Haiti. Again I must say having lived and worked in Algeria, Azerbaijan and Kazakstan the prisons there are disgraceful to any form of humanity. So I can imagine the Culture Shock when a Canadian Correctional Officer sees the prisons in Afghanistan. These men and women volunteer for up to a year at a time to instruct Afghan Corrections staff and to show them the proper humane way to operate a prison facility. Along with the daily threat of IED's as they travel between camps and prisons, the knowledge that the Afghan Correctional Officers, are for the most part illiterate and not as healthy as the job requires. Since June 2003, Canada has seconded a senior CSC manager as the Corrections Advisor to the United Nations Assistance Mission in Afghanistan (UNAMA) to advise on the development of corrections in Afghanistan, coordinate UNAMA correctional affairs, and support the Government of Afghanistan in its efforts to cultivate a modern correctional system. This function continues to be renewed on a yearly basis.
In February 2007, two correctional experts were assigned to the Provincial Reconstruction Team in Kandahar to train and provide mentoring to front-line staff and prison administrators in order to build long-term capacity for humane prison administration that is responsive to the rule of law and respects international standards.
These activities are supported and funded by the Department of Foreign Affairs and International Trade (DFAIT).

Kevin Cluett. He's one of four Canadian corrections officers in all of Afghanistan: one works with the national government in Kabul, one is a senior leadership mentor for the local prison warden and supervisor of the crew at the KPRT, and two are mentors and trainers to the guards at Sarposa prison. Kevin is a trainer.
With twelve years as a Corrections Officer, he had to undergo a competitive process to earn his one-year slot here at the KPRT. He's been on the ground since May of 2008, but was also involved in the Roto's training at CFB Wainwright prior to deployment. Correctional Service of Canada's ultimate objective in the mission is to work with the Afghans to get their prison system up to international standards. Not to Canadian standards, mind you, Kevin's careful to stress, to international standards.
What he's teaching is a six-week Basic Officer Training Program. It's broken into three phases. Phase 1 is a mix of mostly classroom lectures: communication skills, human rights standards, the Afghan constitution, first aid, etc. Phase 2 is what we were watching: control techniques and practical situations. A CF instructor also provides basic weapons training to the guards as well. Phase 3 deals with more complex problems: cell extractions, aggressive prisoners, riot control, and the like.
The course is being taught to all the guards at Sarposa. That's right, Basic Training comes after they're already working. Welcome to Afghanistan, where letting the perfect be the enemy of the good would mean nothing ever got done.

A CONVICTED paedophile who is one of America’s most wanted criminals is living secretly in London.
The Sun tracked down vile Shawn Sullivan and watched as he went for an hour-long bike ride.
American Sullivan, 42, has been wanted in the US since 1994 for allegedly molesting two 11-year-old girls and unlawful sex with a girl of 14.
Authorities in Minnesota want him extradited to face charges. If found guilty, he could face 25 years in jail on each count.
Sullivan had gone years without being flagged as a fugitive by the US government — during which time he was given a suspended jail sentence in Ireland for sexually assaulting two 12-year-old girls.
It was not until 2007 that worldwide police force Interpol added him to its most wanted list.
Sullivan, who married an Irish woman in 1996, was finally picked up by the Met Police last year after moving to England from Ireland.”

FRAC solutions provide emergency response officials with critical information in times of crisis
DALLAS, May 21 /PRNewswire-FirstCall/ -- Facilitated by digital identities and public key infrastructure from Entrust, Inc. (NASDAQ: ENTU), the Illinois Terrorism Task Force (ITTF) and their First Responder Authentication Credential (FRAC) application successfully participated in the nationwide Federal Emergency Management Agency (FEMA), Office of National Capital Region Coordination (NCRC), "Spring Ahead" event this week.
The Illinois Terrorism Task Force joined local, public, private, state and federal agencies and organizations in this multi-jurisdictional electronic validation demonstration leveraging Federal Information Processing Standard (FIPS) 201-compliant and FIPS 201-interoperable credentials.
"The interoperability of seamlessly authenticating credentials from different local, state and federal agencies is a tremendous asset during times of unfortunate emergency or tragedy," said Entrust President and Chief Executive Officer Bill Conner. "Standards-based credentialing projects are critical to the safety and security of this country, and we're eager to see how Entrust PKI and digital certificates can help better prepare our states and country for unforeseen disasters or tragedy. Although Spring Ahead featured eight separate scenarios throughout the week, the interoperability of the State of Illinois FRAC solution was on display during a three-hour session Thursday. The credentials of up to 25 emergency response officials and other individuals were authenticated as part of Illinois' participation in FEMA NCRC's nationwide demonstration.
Fifteen were specific emergency response official credentials, but others included U.S. Department of Defense Common Access Cards (CAC) and basic state-issued driver's licenses -- all of which helped prove the program's interoperability to authenticate credentials from various agencies.
More than 30 organizations, in 20 locations across the United States, simultaneously authenticated and uploaded digital certificates to a repository. Participants and observers viewed a Web-enabled mapping application that provided local, regional and national emergency operation centers with near-real-time situational awareness of on-scene personnel during simulated emergencies.
This repository provides the capability to electronically validate emergency response officials' digital identities and attributes -- including qualifications, authorizations, certifications, or privileges -- to strengthen the decision-making process for granting access to the incident scene, and provide secure electronic manifests of those who respond.
Including digital identities provided by PKI technology, the FRAC solution enables local, state and federal agencies to confidently make access decisions at any incident by quickly authenticating and validating -- via a smart credential and certified handheld credential reader -- the identities and roles of individuals wishing to enter or exit a secure or restricted area. Verified knowledge of roles, identities and privileges enables agencies to manage emergency response officials and allows incident command to adjust quickly to emergencies by distributing personnel where they're needed most.
Entrust's First Responder Authentication Credential solution is FIPS 201-compatible and interoperable with numerous smart credentials issued by various government entities. Further interoperability comes through cross-certification with the U.S. Federal Bridge Certification Authority (FBCA) so credentials can be verified across federal, state and local agencies, and among jurisdictions.
Entrust's hosted Non-Federal Shared Service Provider PKI solution is also cross-certified to the Federal Bridge Certification Authority (FBCA) and is appropriate for various non-Federal entities, organizations and agencies.
