“The mystery man in the Lockerbie case Did a rouge CIA agent help plant the bombing? On a bright, clear day in Washington in the spring of 1990, just weeks after investigators established that Libyan agents had planted the bomb that blew up Pan Am Flight 103 over Scotland, a well-dressed woman [Crown Sister Eliza Manningham Buller’s limited hangout] sat down in a secure government office with a handful of high- ranking U.S. officials and raised a subject her hosts wanted absolutely nothing to do with. Today, with the United Nations Security Council prepared to impose sanctions on Libya unless Col. Muammar Qadhafi turns over the two agents who have been indicted for the bombing, there are more questions than answers about the possibility of Frank Terpil's involvement in the Lockerbie murders. British and American officials have told U.S. News that there is circumstantial evidence that could link Terpil to the Pan Am bombing, but Terpil is not currently a target of the investigation. A low-level courier and communications expert with the Central Intelligence Agency from 1965 to 1972, Terpil was charged in 1980 along with Edwin Wilson, a freewheeling CIA undercover agent, with selling thousands of pounds of C-4 plastic explosive to Libya. Malleable, C-4 has long been a favorite of terrorists. The Wilson-Terpil affair was one of the CIA's blackest scandals. Frank Terpil had developed the Libya connection through Ahmed Gaddaf Addam, Muammar Qadhafi's first cousin who is now the Libyan ambassador to Egypt. Though Terpil had fallen out of favor in Libya in the mid- 1980s, he is believed to have traveled there since then, and some U.S. officials say that the self-taught explosives expert may have helped Qadhafi's agents, not known for their great technical expertise, confect the complex bomb that blew up the Pan Am jet. “LONDON (Reuters) - Scottish authorities said on Thursday they wanted to interview defecting Libyan foreign minister Moussa Koussa over the 1988 Lockerbie bombing, pleasing victims' relatives. Koussa, also the former spy chief for Muammar Gaddafi, fled to Britain on Wednesday, parting ways with the Libyan leader over what a friend of Koussa called Gaddafi's attacks on civilians in his conflict with rebels. Families representing some of the 270 people killed when Pan Am Flight 103 exploded over the Scottish town of Lockerbie said no deals should be done to protect Koussa. "This could be all the evidence that we wanted given to us on a silver platter," Frank Duggan, president of the Victims of Pan Am 103 group in the United States, told Reuters.
While British officials are hoping that he will provide vital military and diplomatic intelligence, campaigners want him to shed light on the bombing which killed 259 people, mostly Americans, on the plane and 11 on the ground. "He was the head of the Libyan intelligence services so if Libya is responsible for the bombing of Pan Am 103 then Mr Koussa is too," Pamela Dix, whose brother was one of those killed, told Reuters. "He should not be a free man in this country." Noman Benotman, a senior analyst at Britain's Quilliam think tank, said his friend Koussa was "very positive to cooperate not just with the UK government, but Europe as well." When asked by Channel 4 News if Koussa was ready to face justice, Benotman replied: "Of course, without a doubt, trust me on that.
"But the point is there is no official case against him -- there's a lot of rumors and a lot of loose talk in the media here and there, but as far as I am concerned there is no legal issue, he is not being attached to any terrorist act." NO IMMUNITY Abdel Basset al-Megrahi, a former Libyan agent, was sentenced to life in prison in 2001 for his part in blowing up the airliner but was released by the Scottish government in 2009 when he was judged by doctors to be terminally ill with prostate cancer. Koussa played a key role in the release of Megrahi, who is still alive. British Foreign Secretary William Hague said Koussa would not be given immunity from prosecution. Prime Minister David Cameron said police and prosecutors would be free to pursue any evidence. Cameron has repeatedly condemned Megrahi's release and criticized the policy of Britain's former Labour government to restore diplomatic ties and business links in return for Gaddafi ending his attempts to obtain banned weapons. "(Former Prime Minister) Tony Blair ... chose British business interests effectively over uncovering the truth around Lockerbie," Dix said. "So David Cameron is going to have to deliver. “Dame Eliza Manningham-Buller "was heavily involved in the Lockerbie investigation" behind the bombing of Pan Am Flight 103 above a small town in Scotland .. Pan Am Flight 103 was blown up as it flew through Lockerbie Scotland on December 21 1988 when 12-16 oz of plastic explosive was detonated in its forward cargo hold triggering a sequence of events that led to the rapid destruction of the aircraft. Winds of 100 knots scattered passengers and debris along an 88-mile corridor over an area of 845 square miles. Two hundred and seventy people from 21 countries died including 11 people on the ground .. Recently a former Scottish police chief gave lawyers a signed statement stating that key evidence in the Lockerbie bombing trial was fabricated. "The officer who was a member of the Association of Chief Police Officers Scotland supports earlier claims by a former CIA agent that his CIA bosses "wrote the script" to incriminate Libya." So we can study from this that Manningham-Buller had heavy involvement in an investigation into a devastating terrorist offensive in the UK and that she didn't manage to expose that a key piece of evidence had been manufactured by the CIA .. While you're pondering that one consider also the small thing of Dame Eliza Manningham-Buller's position as a senior liaison to the US intelligence community working out of Washington over the times of the first Persian Gulf War when the Bush klan first tried to rid the world apparently of Saddam Hussein .. To understand anything about Iraq it is essential to understand that Iraq was described by Britain in 1947 as a "stupendous source of strategic power and one of the greatest material prizes in world history" and "a vital prize for any power interested in world influence or domination." It is also essential to understand that this "stupendous source of strategic power" passed from Ottoman rule to British hands during World War I and was then led by a British-appointed monarch whose job description was "A king who will be content to reign except not govern." This all worked very well until the British appointed monarch was overthrown by the restless locals in 1958 and replaced with a republic under Brigadier Abd al Karim Qasim. Monarchy has never taken kindly to anyone that dares challenge their self-appointed divine right to rule and being overthrown anywhere tends to stick in the craw of monarchy just a little. Senate Democrats say their outrage over Megrahi's freedom has grown in the wake of new reports from Libya that the bomber released from a Scottish prison since he was supposedly only weeks from dying from prostate cancer is far from dead -- and may in fact survive for 10 years .. Mr. Cameron is also expected next week to reiterate that BP's Libyan oil contracts were not behind the release of Megrahi. However the influential Senate foreign affairs commission is likely to be interested in the role played by Sir Mark Allen a former official with MI6 the British secret service who is now a special advisor to BP. The oil company has admitted that Sir Mark had two conversations and wrote to Jack Straw the then-Justice Secretary about a prisoner transfer contract between Libya and Britain. Sir Mark is also understood to have travelled to Libya to broker oil deals on behalf of BP with Libyan leader Muammar Gaddafi. It was not plain whether Sir Mark would be called to appear before the senators. The Daily Beast news web-site yesterday quoted an anonymous Senate aide as saying "Allen seems to be at the heart of this story. If we get the opportunity to call in some of the BP officials to testify about Megrahi Allen will be on the top of our list for testimony. Certainly some of us think subpoenas are in order."”
