At that time, Presbyterianism was seen as the solidifying force of empires. It is no coincidence that the empires that flourished after the Reformation were predominantly Protestant while the empires that didn't flourish well were predominantly Catholic. Presbyterian church government was ensured in Scotland by the Acts of Union in 1707 that created the Kingdom of Great Britain.

After being captured, Fawkes and his co-conspirators were first beaten and tortured, hung after which they were drawn and quartered. A few were ripped apart by horses as a "death unfit for heaven or hell." This was a public butchery in front of the people of England to show them what would happen to them if they went against the Presbyterians running England. Fawkes himself was lucky. He was so badly beaten and tortured in the Star Chamber (torture was forbidden unless approved by the Privy Council or the Star Chamber) he fell and allegedly broke his neck.

The NIH and CDC are not public institutions. They are "federal" in the same sense as Federal Express or the Federal Reserve. They are private incorporated organizations in the business of making, evaluating, and selling vaccines. They also perform under some "government" contracts to do research, collect and analyze statistical data, etc., so that they are subcontractors of our Subcontractors of our Subcontractors.
