Abel Danger (AD) claims that James "Mad Dog" Mattis could use a Qui tam lawsuit to expose Serco's alleged use of the Marriott hotel chain to bypass the U.S. National Command Authority with the Defense Red Switch Network (DRSN) and direct 8(a) company "guests" or hotel staff to launch a "digital fire" attack in Zulu time on the Sukhoi Superjet 100 which crashed into Mount Salak in Indonesia on 9 May 2012.
AD claims that in 1994, Serco positioned Kristine Marcy as director of the Justice Prisoner and Alien Transportation System (JPATS – a.k.a."Con Air") to transport felons including blackmailers, saboteurs and assassins between prisons and, on release or parole, embed them as 8(a) guests in Marriott hotels.
AD claims that in 1996, Serco positioned Maureen Baginski as National Security Agency (NSA) Signals Intelligence Director to bypass the Red Switch with Marriott security systems and modify a Boeing E4B to transmit Zulu timing signals allegedly used by 8(a) guests to synchronize news injects and media plays for the Boeing hijacks of 9/11 through to the crash of the Sukhoi Superjet 100 – jointly designed with Boeing – in 2012.
AD claims that in 1997, Serco equipped pay-to-play donors to the Clinton Foundation with access to the Federal Bridge Certification Authority so they could coordinate 8(a) attacks from their hotel rooms on assets in the custody of mentors such as Boeing, Lockheed Martin, Northrop Grumman and Raytheon.
AD claims that in 1998, Serco shareholders positioned Ms. Marcy as Chief Operating Officer of the Small Business Administration where she structured the Office of SBIC Liquidation with BNY Mellon as trustee and Goldman Sachs, Credit Suisse and JPMorgan as underwriters to finance the 9/11 attacks.
AD claims that Serco operatives can rapidly deploy Con Air blackmailers including pedophile entrapment experts, to any of the Marriott hotels and appears to have framed Donald Trump with the 'dodgy dossier' claim that he frolicked with prostitutes in his Moscow hotel suite (Ritz Carlton) in 2013.
AD has prioritized possible qui tam suits against Serco and its shareholders for procurement frauds on government agencies and programs overseen by Marcy, Baginski and Clinton Foundation donors.
1. Defense Red Switch Network – Hotels bypass National Command Authority
2. E-4B NAOC "Doomsday" Fleet – Boeing/Sukhoi tracking and telemetry in Zulu time
3. DoD Mentor Protégé Program – Serco 8(a) attacks on Boeing, Lockheed Martin, Northrop Grumman and Raytheon through Federal Bridge Certification Authority
4. FAA Contract Towers – Serco 9/11 ad hoc waypoints ITT Sheraton / Marriott
5. Joint Automated Booking System – 8(a) snuff crews in nearby hotels before hit
6. U.S. Patent And Trademark Office – Navy onion router, Pentagon rocket bomb
7. National Visa Center – Serco 8(a) aliens with dark-web alibis for 9/11
8. Office of SBIC Liquidation – Goldman Sachs, Credit Suisse, JPMorgan, BNY Mellon
9. Pentagon Renovation Project – Capt. Gerald DeConto's team liquidated – no autopsies!
10. Justice Prisoner and Alien Transportation System (JPATS) – 8(a) vets on Con Air meds
11. Federal Bridge Certification Authority – 8(a) Red Switch sovereign state extortion
After private conversations with his sister Kristine Marcy, United States Marine Field McConnell – Global Operations Director of Abel Danger – has become an original source relator for any Qui tam lawsuit in respect of Serco procurement frauds.
McConnell is now asking to meet with President-elect Trump, his pick for Administrator for the Small Business Administration Linda McMahon and his pick for U.S. Secretary of Defense James N. Mattis to explain how they might use the qui tam remedies – suggested by Marcy! – to fund a Marine Corps war on terror and stop Serco shareholders – including the UK and Saudi Arabian governments – from bypassing the National Command Authority and directing 8(a) digital fire attacks on civil aircraft in Zulu time.

"Development of the Sukhoi Superjet 100 began in 2000.[11] On 19 December 2002, Sukhoi Civil Aircraft and Boeing Commercial Airplanes signed a medium-term Cooperation Agreement to work together on the design. Boeing consultants had already been advising Sukhoi for a year.[12] On 10 October 2003, the technical board of the project selected the suppliers of major subsystems … On 9 May 2012 a Russian Sukhoi Superjet 100 airliner, on a demonstration flight with 37 passengers and eight Russian crew members on board, crashed after it took off from the Halim Perdanakusuma Airport in Jakarta, Indonesia, killing everyone on board. About twenty minutes after the take-off, the crew requested permission to descend to 1,800 metres (5,900 ft), which was granted. This was the last contact that Air Traffic Control had with the aircraft, which was then about 139 kilometres (75 nmi) south of Jakarta, in the vicinity of the 2,211-metre-high (7,254 ft) Mount Salak, a mountain higher than the requested flight level.[175] After an extensive search, rescuers concluded, based on the widespread debris field on the side of a ridge, that the aircraft directly struck the rocky side of Mount Salak and there was "no chance of survival".[176][177] An official inquiry into the crash found that the plane's automatic collision avoidance system was working, but had been ignored by the pilot, who was possibly distracted by his conversation with a potential customer for the aircraft.[178][179]"

"Capita, Serco, G4S, government and the rise and rise of electronic tagging
by KATE BELGRAVE / June 29, 2015 at 8:36 PM 855 views
I rarely use the words "fascinating" and "press release" in the same sentence, but: This fascinating press release appeared on the Capita website recently: "Capita [is the] preferred bidder for electronic monitoring contract." So. It seems that Capita has positioned itself (with three other companies) to take over the dire electronic tagging system run by Serco and G4S for the Ministry of Justice. By "dire," I mean "very likely fraudulent": Serco and G4S were recently slammed by PriceWaterhouseCoopers for charging the taxpayer tens of millions of pounds for people they claimed to have tagged, but who turned out to be dead or incarcerated. Serco will participate in an independent "forensic audit" as a result. G4S won't: according to the MOJ, they told Grayling No and were referred to the SFO. G4S, amazingly, told Robert Peston that it opted to call in the SFO itself."
"From 1951 to 1975, The Ritz-Carlton Boston had been one of only two Ritz-Carlton hotels in the US. The other was the independently owned Ritz-Carlton Atlantic City which had since been converted to condominiums. Johnson's company paid the Atlantic City establishment to abandon its name and rename itself The Ritz Condominiums.[10]
Johnson would later enlarge the company from just the Boston property to 30 hotels worldwide in just 10 years. He obtained financing to do so from Manufacturers Hanover Trust of New York in 1983 in the amount of $85 million secured by The Ritz-Carlton Boston. This loan was refinanced in 1989 by Manhattan Tops USA of New York for $136.5 million and again in 1994 by Sumitomo Bank of Japan. By 1996, this mortgage was in default and the interest and penalties brought the total debt to $214.8 million.[citation needed]
By splitting this mortgage note into three parts, Sumitomo Bank was able to unbundle The Ritz-Carlton Boston from the trademark rights to The Ritz-Carlton brand worldwide. Blackstone Real Estate Acquisitions of New York bought The Ritz-Carlton Boston at auction for $75 million in February 1998.
A month later, Marriott International of Bethesda, Maryland, acquired the hotel from Blackstone for $100 million. Marriott, which franchises and manages Marriott's 325,000 rooms, bought The Ritz-Carlton Hotel Co. and rights to The Ritz-Carlton name worldwide from W.B. Johnson for $290 million in a two-part transaction completed in 1998."

"Author of 'Golden Showers' Dossier Goes Into Hiding
Christopher Steele is reportedly "terrified for his and his family's safety"
Tim Molloy | January 12, 2017 @ 9:56 AM
The author of the unverified, now infamous "golden showers" memo alleging Russia has plenty of blackmail material on Donald Trump has gone into hiding and is "terrified," the U.K.'s Telegraph newspaper reports.
Trump has derided the memo as "fake news" and a political hit job, and belittled BuzzFeed for publishing it earlier this week. Christopher Steele, 52, the former officer of the British intelligence unit M16, has disappeared himself for fear of retribution from Russia, the Telegraph said.
The newspaper said that when Steele, the co-founder of London-based Orbis Business Intelligence Ltd, realized his name was going to become public, he quickly packed up and fled his home in Surrey.
The paper quoted a person close to Steele saying he was "terrified for his and his family's safety."
Trump mocked the findings of the report in a news conference Wednesday, especially the most explosive allegation — which is, again, totally unsubstantiated. The claim is that "TRUMP's (perverted) conduct in Moscow included hiring the presidential suite of the Ritz Carlton Hotel, where he knew President and Mrs OBAMA (whom he hated) had stayed on one of their official trips to Russia, and defiling the bed where they had slept by employing a number of prostitutes to perform a ‘golden showers’ (urination) in front of him."
Trump said he is much too conscious of cameras in foreign hotel rooms to ever do such a thing, adding, "I'm also very much of a germaphobe, by the way. Believe me.""

SERCO – The Biggest Company You've Never Heard Of From Australian television [2:49] If one single company had to be chosen as the exemplar of the military/industrial complex, esnl's pick would be Serco, a British company created in 1929 as a local branch of Radio Corporation of America.
Today the firm runs air traffic control towers in the U.S., immigration detention centers in Australia, schools and the anti-missile defense system in Britain, and much, much more.
Of special interest to us is the company's growing role in the espionage world and intelligence world, especially here in the U.S., where it is based in Reston, Virginia, the nation's capital of corporate spookery.
According to Crocodyl, the company holds contracts with an alphabet soup of three- and four-letter agencies, including the National Security Agency [NSA], National Geospatial-Intelligence Agency [NGA], the Defense Information Systems Agency (DISA), Office of Naval Intelligence, the Air Force Information Warfare Center, and the Department of Defense.
Here's an example of the folks who work for Serco, from a new hire announcement posted by the company two years ago:
Serco Inc., a provider of professional, technology, and management services to the federal government, announced today that Maureen Baginski has been named Vice President of the intelligence business and National Security Advisor at Serco. … From 2003 to 2005, Ms. Baginski served as the FBI's Executive Assistant Director for Intelligence where she was responsible for establishing and managing the FBI's first-ever intelligence program. Her mission was to adapt FBI intelligence capabilities with information technologies to create an intelligence-sharing operation that could identify threats before they became attacks.
From 1979 to 2003, Ms. Baginski served at the National Security Agency (NSA), where she held a variety of positions, including Signals Intelligence (SIGINT) Director, Senior Operations Officer in the National Security Operations Center; Executive Assistant to the Director of NSA/Central Security Service, Chief Officer of the Director; Assistant Deputy Director of Technology and Systems; and lead analyst for the Soviet Union. As SIGINT Director, Ms. Baginski successfully established and directed a unified program to exploit encrypted or denied information on global networks. Leading the NSA's Signals Intelligence Directorate, the Nation's high technology cryptology organization, she managed a complex and geographically dispersed distributed information production enterprise.
The company's CEO is an India-born pentecostal Christian [shades of Dinesh D'Souza], and is profiled here by The Guardian's Janice Martinson in 2006."
"SERCO: 'The biggest company you've never heard of'
JULY 7, 2013 BY 21WIRE
As politicians asset-strip the public's portfolio of properties, infrastructure and services, one multinational corporation has grown as a result – and its scope and reach may shock many people who have not been paying attention.
All around the globe, our governments are busy outsourcing public-sector services like health, education, police, prisons, money delivery and military – to the esteemed private sector. It’s sold to the public as a solution to avoiding higher taxes, while retaining better services. But it's simply an accountancy shell game, where the government kicks the can down the road by spreading the bill to the taxpayer over a longer period of time, in order to avoid any large upfront payments – all the while, allowing a private corporation to extend its influence over society. This, by definition, is fascism. They are called SERCO, and they run countries…

"Ms. Kristine M. Marcy retired from federal service in 2001 [after 9/11] as the Chief Operating Officer of the U.S. Small Business Administration. In that role, she ensured that major initiatives of the Administrator were accomplished in a timely manner and in compliance with congressional standards. She also led the agency's Modernization Initiative-a multiyear, multiprogram effort to reform SBA's service delivery mechanisms to meet changes in the private financial sector.
Prior to SBA, Ms. Marcy served in several roles at the Department of Justice, including Senior Counsel for Detention and Deportation at the Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program. Prior to her position at INS, Ms. Marcy served for five years as the Associate Director for Operations Support of the Department of Justice, U.S. Marshals Service (USMS). There, she directed DOJ's detention program for more than 23,000 prisoners (the nation's largest). In 1995, she was assigned responsibility by the Attorney General for developing a DOJ-wide transportation system known as the Justice Prisoner and Alien Transportation System, or JPATS-a nationwide network of leased commercial and government-owned aircraft and ground vehicles. While at the USMS, she also developed a prisoner medical services program and directed the agency's $1.6 billion seized assets program that redirected proceeds forfeited by criminals and crime organizations to local and Federal law enforcement. Prior to the USMS, she was the Associate Deputy Attorney General for the Department of Justice, where she served as a lawyer who prepared the Deputy Attorney General for duties related to budget and appropriations, executive personnel, and other management areas. She also oversaw activities of the Justice Management Division, Bureau of Prisons, Office of Justice Programs, the Inspector General, and the U.S. Trustees (bankruptcy program)."

"The Justice Prisoner and Alien Transportation System (JPATS), nicknamed "Con Air",[1] is an agency of the federal government of the United States charged with the transportation of persons in legal custody between prisons, detention centers, courthouses, and other locations. It is the largest prison transport network in the world.[2] Though primarily used by the Federal Bureau of Prisons or U.S. Immigration and Customs Enforcement, JPATS also assists military and state law enforcement.
The agency is managed by the United States Marshals Service out of the JPATS headquarters in Kansas City, Missouri.[2] JPATS was formed in 1995 from the merger of the Marshals Service air fleet with that of the Immigration and Naturalization Service. JPATS completes over 350,000 prisoner/alien movements per year.[3] Air fleet operations are located in Oklahoma City, Oklahoma, with hubs in Anchorage, Alaska; Mesa, Arizona; Alexandria, Louisiana; and the Virgin Islands. Additionally, the Federal Transfer Center at Oklahoma City's Will Rogers World Airport was built especially to facilitate prisoner transport on JPATS.
Usually, the airline employs Boeing 737 aircraft to transport convicts and illegal residents of the United States for extradition. Smaller jets and turboprops are also used to transport individual prisoners who are considered particularly dangerous.
According to the Boeing Jetliner Databook, JPATS operates three Boeing 737s. JPATS also operates an additional four McDonnell Douglas MD-80 aircraft, as well as two Boeing 737-400s.[4]
JPATS aircraft use the ICAO designator DOJ with the callsign JUSTICE.
Immediately after the September 11, 2001 attacks, when the Federal Aviation Administration grounded all civilian air service, JPATS was the only civilian passenger-carrying air service allowed to continue flying in U.S. airspace."
"Serco Unit Processes 1,000,000th Patent Application for U.S. Patent & Trademark Office May 19, 2010
RESTON, VIRGINIA – May 20, 2010 – Serco Inc., a leading provider of professional, technology, and management services to the federal government, today announced that its Pre-Grant Publication (PGPubs) Classification Services team recently processed the 1,000,000th application for its customer, the U.S. Patent & Trademark Office (USPTO). Since being awarded the USPTO contract to analyze the claims made in patent applications and assign the appropriate U.S. and international classifications to key aspects of proposed inventions, the Serco PGPubs team has processed an average of 350,000 applications annually – or about 1,350 applications on a typical day.
After being awarded the contract in 2006, Serco built a virtually paperless classification operation. The operation included establishing a secure facility and IT infrastructure, recruiting and training highly skilled staff, and implementing a set of automated tools that streamlined the classification process while minimizing errors. The contract mandates that PGPubs Patent Classifiers choose from more than 150,000 possible U.S. classifications and more than 70,000 international classifications, while maintaining an accuracy rate of better than 95% and completing its work within strict time limits. The Serco facility – located in Harrisonburg, VA -- employs more than 100 Serco and subcontractor employees and has received numerous performance incentives for exceeding the USPTO contract’s requirements for accurate assignment of application classifications, achieving a 96% accuracy rate over the most recent 12 months."

ABSTRACT
The onion routing network is used to protect Internet initiators and responders against both eavesdropping and traffic analysis from other users of the Internet. In the onion routing of the invention, instead of making connections directly to a responding machine, users make connections through onion routers. The onion routing network allows the connection between the initiator and responder to remain anonymous. Anonymous connections hide who is connected to whom and for what purpose from outside eavesdroppers."

SBA modernizes to help feed its growing programs [Field McConnell's sister Kristine Marcy introduced the 8(a) electronic accelerated loan guarantee program at SBA to ensure funding for the Serco protégés' participating in the 9/11 carbon cap]
BY PATRICIA DAUKANTAS | GCN STAFF
Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks.
By the time SBA celebrates its 50th anniversary in 2003, agency officials want all their programs up and running around the clock, chief financial officer Joseph Loddo said.
In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.
SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.
The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.
'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.
Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.
'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour."
"The 8(a) Business Development Program assists in the development of small businesses owned and operated by individuals who are socially and economically disadvantaged, such as women and minorities. The following ethnic groups are classified as eligible: Black Americans; Hispanic Americans; Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians); Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China (including Hong Kong), Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal). In 2011, the SBA, along with the FBI and the IRS, uncovered a massive scheme to defraud this program. Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"

The Administrator of SBA, its Deputy Administrator, its Chief Counsel for Advocacy, and its Inspector General are appointed by the President of the United States with the advice and consent of the Senate. The major small business assistance programs of SBA and the general administration of SBA are managed by officials appointed by the Administrator [In 2001, the Chief Operating Officer of the SBA was Field McConnell's sister Kristine Marcy]. The Presidential appointees together with the major program managers establish SBA policy with respect to operations under the Small Business Act and the Act and applicable regulations. Career personnel at various levels constitute the middle management of SBA and make the preponderance of program operations decisions in conformance with the applicable laws, regulations, and policies. Additionally, the Office of Management and Budget guides SBA’s policies directly through the senior management officials and through circulars issued from time to time. The SBA Inspector General audits both the management of SBICs participating in the Program and administration of the Program within SBA."
