3. 8(a) Debenture – a network of SBA underwriters allegedly directed by Serco shareholders Goldman Sachs, JPMorgan and Credit Suisse to share proceeds of claims by Office of SBIC Liquidation with 8(a) protégé-company assassination teams which produced the "first live-broadcast mass snuff film in human history" on 9/11.

4. "Website Raising Money To Fund Assassinations Of Trump, Pence Uncovered On "Dark Web"

A website hosted on the Dark Web claims to be asking for Bitcoin donations and "expert advice" to help fund the assassinations of President-elect Donald Trump and Vice President-elect Mike Pence.

According to CSO, which first uncovered the "murder-for-hire" site, the darknet portal went live last week and calls for assistance to fund an assassination attempt against Trump, and features an image of the president-elect in crosshairs. The website is located on the Dark Web, and can be accessed only using the Tor browser, which masks IP addresses.

"As you are all well aware, the consequences of having Donald Trump and Mike Pence as the leaders of the free world is extremely dangerous," reads a statement on the "murder-for-hire" website. "The political, environmental and social consequences will change the United States for the worst."

Pointing to the "rise of several white supremacist movements like the KKK and the neo-nazis," the site promoting assassination says "trying to eliminate other Americans of different origins cannot be tolerated." It adds that "we, as a society have come too far to go back to this."

The site’s administrators claim they are part of a “well-known organization that has always defended and protected the rights of all people against crooked governments and regimes using different cyber attacks." It adds that it now needs to go further, "as it will require much more than cyber attack to defend ourselves to avoid civil war or another world war."

"We have several assets in different branches of government, security and even some working in secret services," it claims.

That's when the solicitation for funds kicks in: "Unfortunately, the plan we need to implement requires a lot of money to pay for equipment, bribes and also to pay those assets."

The site asks for anonymous donations from those who "wish to see our plan succeed” and asks those with “expertise, intelligence or contacts you consider relevant," to get in touch.

The Bitcoin wallet associated with the site has received $88,000 since March, but as the website has only been live for about a week, donations thought to be related to the assassination fundraising only amount to $119, CSO reports. CSO said that the Secret Service is "aware" of the domain.

Interestingly, as IBT notes, when looking at the website source code, there is a notice purporting to be from a "hacker" who successfully infiltrated the website to leave a message. The hacker claims to know the identity of the administrator and even published his alleged Reddit username. "This site is being hosted by the Canadian citizen [redacted]. "He once worked for a Canadian Best Buy's Geek Squad. However, I thought that I had saved some informations (sic) about him on my storage systems, but I can't find them anymore. His name, citizenship and former position are from my memory, but absolutely correct.

"He's actually just a little scammer, but now he's calling to murder the president-elect. I don't see how anyone could sit back and watch someone doing that. I actually planned to send an email to the United States Secret Service about him, but I can't find an appropriate email address of the USSS, so I've to post this here. The message is signed: "The kind Austrian citizen, 1k4."

While such "murder-for-hire" websites have shown up in the past, and add to the mystique of the Dark Web, many appear to be scams or honeypot schemes ran by law enforcement. One similar, notorious website called Besa Mafia was hacked earlier this year and leaked emails referenced links to police investigations."

Tor, the internet anonymiser, received more than $1.8m in funding from the US government in 2013, even while the NSA was reportedly trying to destroy the network.

According to the Tor Project's latest annual financial statements, the organisation received $1,822,907 from the US government in 2013. The bulk of that came in the form of "pass-through" grants, money which ultimately comes from the US government distributed through some independent third-party.

Formerly known as "the onion router", Tor is software which allows its users to browse the internet anonymously. It works by bouncing connections through encrypted "relays", preventing any eavesdropper from determining what sites a particular user is visiting, or from determining who the users of a particular site actually are. That makes it popular amongst organisations trying to promote freedom of speech in nations like China and Syria – but also popular amongst users trying to evade surveillance in the West.

The two largest single grantors of federal money were SRI international, a non-profit research and development centre that aims to bridge the gap between abstract research and industry, and Internews Network, an international non-profit that funds programmes supporting democracy and human rights. The latter gave $555,413 in funding originally from the US Department of State, while the former gave $830,269 in funding ultimately stemming from the US Department of Defense.

The Tor Project also received direct funding from the National Science Foundation and the US Department of State, totalling $100,325 and $256,900 respectively.

The continued funding of Tor by the American government, including (indirectly) the Department of Defense, stands in stark contrast to the Guardian's revelation in October 2013 that the National Security Agency and GCHQ were attempting to destroy the network. Documents obtained by the Guardian detailed proof-of-concept attacks designed to either bring down the Tor network entirely, or to de-anomymise users.

Despite the NSA's attacks on the service, federal funding of Tor has actually increased year-on-year. In 2012, the organisation only received $1.2m in funding from the US government, none of which was direct. NSA and GCHQ target Tor network that protects anonymity of web users"

"Police drop investigation into Serco prisoner transport contract

The City of London Police has closed an investigation into Serco's prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.

The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract. However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.

"The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company," the firm said in a statement.

The Ministry of Justice had said it would end the contract immediately if the firm's board was found to have done wrong.

Serco agreed last year to repay all past profits and forgo any future profit on the PECS contract. The deal is due to run until August 2018 and involves Serco transporting prisoners to and from 24 Crown Courts, 43 Magistrates' Courts, 24 prisons and 131 police stations.

The end of the investigation closes one chapter of Serco's problems over the past few years. The company repaid £70m last year for overcharging the government on electronic tagging contracts, in a matter that was referred to the Serious Fraud Office.

The firm replaced its chief executive Chris Hyman with Rupert Soames in June, handing him the task of putting the firm back on an even keel. A rights issue is expected early next year to shore up Serco's financial position."

SBA modernizes to help feed its growing programs 
BY PATRICIA DAUKANTAS | GCN STAFF Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks.

By the time SBA celebrates its 50th anniversary in 2003, agency officials want all their programs up and running around the clock, chief financial officer Joseph Loddo said.

In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.

SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.

The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.

'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.

Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.

'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour."
