"Bill Clinton, Hours Before 9/11 Attacks: 'I Could Have Killed' Osama bin Laden

Hours before the 9/11 terrorist attacks, former President Bill Clinton told an audience in Australia about his missed chance to kill attack mastermind Osama bin Laden, according to audio released this week. Clinton was speaking at a business meeting in Melbourne when the topic turned to terrorism.
"I'm just saying, you know, if I were Osama bin Laden ... He's a very smart guy. I spent a lot of time thinking about him. And I nearly got him once," Clinton said in the audio, which was recorded by former Liberal Party head Michael Kroger and aired by Sky News.
"I nearly got him. And I could have killed him, but I would have had to destroy a little town called Kandahar in Afghanistan and kill 300 innocent women and children, and then I would have been no better than him.
"And so I didn't do it."
Hours after Clinton spoke, a hijacked Boeing 767 slammed into the north tower of New York City's World Trade Center. A second plane struck the south tower 18 minutes later. Other planes crashed in Washington, D.C., and western Pennsylvania. The attacks, organized by bin Laden, killed more than 3,000 people.
Bin Laden, who headed the terrorist group al Qaeda, had been targeted by authorities for his role in the 1998 bombings of U.S. embassies in Tanzania and Kenya. The U.S. government targeted bin Laden in August 1998 strikes, but he was not injured.
Clinton's recorded statements from 2001 referred to a proposed strike in December 1998, after intelligence indicated that Bin Laden was staying at the governor’s residence in Kandahar. That proposed attack was addressed in the 9/11 Commission Report, released in 2004.
According to the report, the missed chance made some lower-level officials angry, but later intelligence appeared to show that bin Laden had left his quarters.
"The principals' wariness about ordering a strike appears to have been vindicated: Bin Laden left his room unexpectedly, and if a strike had been ordered he would not have been hit," the commission wrote. U.S. officials again considered a missile strike against bin Laden in May 1999 -- but, as was the case months before, they held back from striking, wary of conflicting intelligence reports. That skepticism may have been bolstered by the CIA's accidental bombing on the Chinese embassy in Belgrade during the NATO war against Serbia, the commission said.
"This episode may have made officials more cautious than might otherwise have been the case," the commission’s report stated.
From May 1999 until September 2001, authorities did not again actively consider a missile strike against Bin Laden.
Bin Laden was eventually killed in a 2011 raid by U.S. Special Forces in Pakistan."
"From the Washington Examiner: When he wasn't busy helping create a $127 billion mess for taxpayers to clean up, former Fannie Mae Chief Executive Officer Franklin Raines, two of his top underlings and select individuals in the “green” movement were inventing a patented system to trade residential carbon credits.
Patent No. 6904336 was approved by the U.S. Patent and Trade Office on Nov. 7, 2006 — the day after Democrats took control of Congress. Former Sen. John Sununu, R-N.H., criticized the award at the time, pointing out that it had "nothing to do with Fannie Mae's charter, nothing to do with making mortgages more affordable."
It wasn’t about mortgages. It was about greenbacks. The patent, which Fannie Mae confirmed it still owns with Cantor Fitzgerald subsidiary CO2e.com, gives the mortgage giant a lock on the fledgling carbon trading market, thus also giving it a major financial stake in the success of cap-and-trade legislation.
Besides Raines, the other "inventors" are:
* Former Fannie Vice President and Deputy General Counsel G. Scott Lesmes, who provided legal advice on Fannie Mae’s debt and equity offerings;
* Former Fannie Vice President Robert Sahadi, who now runs GreenSpace Investment Financial Services out of his 5,002-square-foot Clarksburg home;
* 2008 Barack Obama fundraiser Kenneth Berlin, an environmental law partner at Skadden Arps;
* Michelle Desiderio, director of the National Green Building Certification program, which trains “green” monitors;
* Former Cantor Fitzgerald employee Elizabeth Arner Cavey, wife of Democratic donor Brian Cavey of the Stanton Park Group, which received $200,000 last year to lobby on climate change legislation; and
* Jane Bartels, widow of former CO2e.com CEO Carlton Bartels. Three weeks before Carlton Bartels was killed in the Sept. 11 attacks, he filed for another patent on the software used in 2003 to set up the Chicago Climate Exchange.
The patent, which covers both the "cap" and "trade" parts of Obama’s top domestic energy initiation, gives Fannie Mae proprietary control over an automated trading system that pools and sells credits for hard-to-quantify residential carbon reduction efforts (such as solar panels and high-efficiency appliances) to companies and utilities that don't meet emission reduction targets. Depending on where the Environmental Protection Agency sets arbitrary CO2 standards that could be every company in America.
The patent summary describes how carbon "and other pollutants yet to be determined" would be "combined into a single emissions pool" and traded — just as Fannie's toxic portfolio of subprime mortgages were. "Fannie Mae earns no money on this patent,” communications director Amy Bonitatibus told the Washington Examiner. "We can't conjecture as to the cap-and-trade legislation"(#2)

Obama was still a professor at the University of Chicago Law School teaching constitutional law during the funding for CCX. His law license became inactive a year later in 2002.
The CCX is a den of cronyism. The largest shareholder in the Exchange is Goldman Sachs. Chicago Mayor Richard M. Daley is its honorary chairman. The Joyce Foundation, which funded the Exchange, also funded money for John Ayers’ Chicago School Initiatives. John is the brother of William Ayers.

"Harrah's at Trump Plaza opened on May 14, 1984, as a joint venture between the Trump Organization and Holiday Inn subsidiary Harrah's.[3] Trump built the complex and it was managed by Harrah's and contained 614 rooms, seven restaurants, a health club, a 750-seat showroom and a 60,000 sq.ft. casino all on a narrow 2.6-acre plot of land next to Caesars Atlantic City. Within five months, the Harrah's name was removed from the casino and it became known only as Trump Plaza[4] Part of the reason for this is that Harrah's was commonly associated and attracted low-rolling gamblers, but Trump had built 85 high-roller suites, which were rarely used.[5] Revenue for the seven months it was open in 1984 the casino was placed seventh out of the ten casinos operating in the city at the time, which led to Trump taking over the entire casino from Harrah's. In 1989, the East Tower of the complex was opened, expanding the resort to a total of 906 rooms. Trump Plaza hosted the Wrestlemania IV and Wrestlemania V events in 1988 and 1989 respectively. Although the World Wrestling Federation billed the events as being held at the Trump Plaza and Casino, in reality Trump was only the sponsor of both events, which were in fact held at the nearby Atlantic City Convention Hall.

"Demolitions
Demolitions provide a rapid means to clear and reduce impediments to the free movement and maneuver of friendly forces. As technology progresses to allow more explosive power to be packed into smaller, lighter, more effective packages, the opportunities to take advantage of the utility of these improved munitions have increased. A number of programs being pursued will provide significant improvements in capability. Demolitions also provide an ability to rapidly create obstacles to assist friendly forces in denying assets to the enemy and to obstruct enemy mobility.
Examples of Demolitions Being Developed and/or Fielded by Picatinny
The Fighting Position Excavator (FPE) is one of several fighting position initiatives undertaken by the Soldier Enhancement Program. Its objective is to loosen the soil of a specific area designated for a "foxhole" on the battlefield, thus greatly reducing the physical effort and time it takes to create a two-man fighting position.
The Modern Demolition Initiator (MDI) is a suite of initiating components used to activate all standard military demolitions and explosives. It consists of non-electric blasting cap assemblies with an integral time delay interior, a time fuse or shock tube, and a "J" hook that can be attached to a detonating cord. The suite will replace electric and non-electric firing systems for conventional forces while maintaining compatibility with existing Army systems. MDI makes it safer, quicker, and easier for soldiers to successfully complete demolition missions.
The Remote Activation Munition System (RAMS) is a secure, radio-controlled system designed to remotely control demolition charges. Initially developed for use by Special Operations Forces for a wide range of operations, RAMS gives the user a remote control capability to destroy, delay and disrupt an enemy far forward of the Forward Line of Own Troops (FLOT) while avoiding direct enemy contact. A similar version or RAMS is used by the U.S. Marine Corps and Army Explosive Ordnance Detachments (EOD).
Picatinny developed a unique kit, the Special Operations Forces Demolition Kit (SOFDK), to meet requirements of the U.S. Army Special Operations Command, Special Operations Forces in 1997. The kit contains a variety of inert and plastic items that, when field loaded, provide the user with charges to use against numerous targets and mission scenarios. It combines state-of-the-art components with methods to accomplish the mission safely, efficiently and more effectively. The soldier is able to remotely acquire the target from a safe standoff distance of up to 50 meters and defeat it using fewer explosives than conventional demolition operations. Lighter loads and reduced time-on-target allow the operator the flexibility of constructing the smallest, lightest charge feasible with the maximum precision for numerous types of targets and mission scenarios.
The Selectable Lightweight Attack Munition (SLAM) is an antimaterial and anti- vehicular handheld devise used to destroy enemy vehicles, parked aircraft, ammunition sites, storage facilities and other small targets without direct contact with the enemy. SLAM's multiple fuzing modes increase its effectiveness against hard-and soft-armored vehicles, and other targets.
The Penetration Augmented Munition (PAM) is a lightweight, man portable demolitions device also developed for Special Operation Forces. The compact device is 33 inches long and weighs approximately 35 pounds. It can be emplaced by a single person to defeat large reinforced concrete structures. The PAM can be carried in a rucksack or strapped to load-bearing equipment without interfering with the solder's ability to walk, climb or rappel. It can be initiated by any standard military detonation device.
The Time Delay Firing Device (TDFD) is used by Special Operations Forces and other units to initiate charges placed on high-value targets such as bridges, tunnels and ammunition storage depots, with set times, which allow the soldier to safety depart from hostile areas. It is capable of being set in the field for time delays ranging from five minutes to 30 days and is typically used behind enemy lines to destroy and disrupt their forces and efforts. The TDFD is capable of initiating a standard military blasting cap.
"The Sympathetic Detonator-Timer (SYDET) is a time delay device that allows for the simultaneous detonation of multiple charges without a physical connection. It was designed to enhance the performance of Special Operations Forces operating in strike and engagement missions. SYDET is small and easy to carry, initiates detonation on recognition of an acoustic stimulus caused by the detonation of a nearby pre-determined explosive charge and can be set to self-destruct using a digital liquid crystal display. If the unit does not respond to a pre-selected acoustic signature prior to the expiration of shut down time, it becomes a non-functional dud."

Types of Exercise Workshop Exercises These are structured discussion events where participants can explore issues in a less pressurised environment.
They are an ideal way of developing solutions, procedures and plans rather than the focus being on decision making. Table Top Exercises These involve a realistic scenario and will follow a time line, either in real-time or with time jumps to concentrate on the more important areas. The participants would be expected to be familiar with the plans and procedures that are being used although the exercise tempo and complexity can be adjusted to suit the current state of training and readiness. Simulation and media play can be used to support the exercise. Table-top exercises help develop teamwork and allow participants to gain a better understanding of their roles and that of other agencies and organisations.
Command/Control Post Exercises These are designed primarily to exercise the senior leadership and support staff in collective planning and decision making within a strategic grouping. Ideally such exercises would be run from the real command and control locations and using their communications and information systems. This could include a mix of locations and varying levels of technical simulation support. The Gold Standard system is flexible to allow the tempo and intensity to be adjusted to ensure maximum training benefit, or to fully test and evaluate the most important aspects of a plan. Such exercises also test information flow, communications, equipment, procedures, decision making and coordination.
Simulation and Media Support The method of delivering an exercise is flexible and will be designed with the client to meet their requirements with options ranging from simple paper-based delivery through to full use of their real communications systems and advance computer simulation. In addition, media play can also be added in the form of news injects and the provision of experienced journalists and television crews to help test procedures and also assist in training key staff.

The Chief of Naval Operations Admiral Vern Clark, the Navy's top officer, is in his office on the fourth floor of the Pentagon for a budget meeting. Although it is clear after the second WTC tower is hit that the US is under attack, Clark apparently does nothing in response, and no attempt is made to evacuate him from the Pentagon. Reportedly, when the Pentagon is hit at 9:37, he is “receiving a budget briefing." It is only then that a member of his staff enters his office and tells him, “You’ve got to evacuate." Clark will then head to the Pentagon's National Military Command Center (NMCC), where he meets with other senior Department of Defense leaders, and decides to [surrender and] re-establish the Navy's command center in another secure location in Washington, DC (see After 9:37 a.m. September 11, 2001). Clark later reflects, "There has never been an experience like this in my lifetime. We were thinking about the immediate protection of the United States of America." Chief of Naval Operations Admiral Vern Clark is evacuated from his office in the Pentagon after the building is hit, and soon relocates to the Navy's Antiterrorist Alert Center in southeast Washington, DC, where a backup Navy command center is being established (see After 9:37 a.m. September 11, 2001). Clark later explains, "We had carriers at sea. I talked to Admiral Natter [Adm. Robert J. Natter, commander in chief, US Atlantic Fleet] and Admiral Fargo [Adm. Thomas B. Fargo, commander in chief, US Pacific Fleet] about immediate loadouts [of weapons and armed aircraft] and the positioning of our air defense cruisers. "The Northrop Grumman E-2 Hawkeye is an American all-weather, carrier-capable tactical airborne early warning (AEW) aircraft. This twin-turboprop aircraft was designed and developed during the late 1950s and early 1960s by the Grumman Aircraft Company for the United States Navy as a replacement for the earlier, radial piston-engined E-1 Tracer, which was rapidly becoming obsolete. The aircraft's performance has been upgraded with the E-2B, and E-2C versions, where most of the changes were made to the radar and radio communications due to advances in electronic integrated circuits and other electronics. Serco said goodbye to the National Physical Laboratory (NPL) at the end of December 2014 after 19 years of extraordinary innovation and science that has seen the establishment build a world-leading reputation and deliver billions of pounds of benefit for the UK economy. During that period under Serco's management and leadership, NPL has delivered an extraordinary variety and breadth of accomplishments for the UK's economy and industry. Some of the key achievements during that time have been:
· The beneficial impact of NPL's work to the economy is estimated at £2Bn pa.
· In 2012, NPL's role in building the first maser to operate at room temperature was nominated by Physics World as one of the top ten breakthroughs of the year (CERN topped the list for their discovery of a Higgs-like particle).

“Serco Wants Whistleblower's Navy Contract FCA Suit Canned By Daniel Wilson Law360, Washington (April 22, 2014, 6:12 PM ET) -- Serco Inc. on Monday urged a California federal court to dismiss a former employee’s whistleblower suit accusing it of falsely billing the U.S. Navy on contracts for a “virtual border” project, saying its billing was accurate and complied with the agreed contract terms. While relator Darryn Kelly argues that Serco’s invoices submitted to the Navy for work on its Advanced Wireless Systems project had violated the False Claims Act, he had failed to articulate how or why, or show that the company had retaliated against him for the suit, it argued, asking for summary judgment.
"After months of extensive discovery, relator has failed to garner any evidence to support a claim of false or fraudulent conduct by Serco,” the company said. “There is no evidence that Serco defrauded the government or did anything improper, including retaliating against relator."
Serco had been awarded a project management subcontract for the AWS project by the Navy’s Space and Naval Warfare Systems unit, which was acting essentially as the general contractor for the project under a $52 million interagency equipment and materials deal with the lead agency, U.S. Customs and Border Protection, according to the company.
While contracts with the U.S. Department of Defense often incorporate the earned value management system from the Federal Acquisition Regulation and the DOD FAR Supplement, requiring specific detailed, itemized cost reporting, the delivery orders awarded to Serco by the Navy for the AWS project did not, it claimed.
Itemizing labor and material costs for the thousands of different tasks needed for the project — the installation and upgrade of cell tower installations along the U.S.-Mexico border in order to support a "virtual border" using electronic equipment — would have been both unfeasible and expensive, Serco said.
As such, Serco and the Navy had mutually agreed that they would use Serco’s tracking system, with the company’s accounting department invoicing the Navy monthly for aggregate labor, material and other costs under a single charge code, meaning it had not violated the FAR or DFARS as Kelly had claimed, it argued.
Nor had Kelly been able to substantiate his claims that those invoices — the figures for which had been previously certified as true by the relevant company departments or employees — had included false billing, such as claims for work done by Serco employees outside of the AWS project, claims for non-existent work, or overbilling for partial days of work, according to the company.
Further, the available evidence clearly shows that Kelly — employed by Serco between November 2009 and May 2011 as a data analyst — was laid off from his position not as retaliation for protected conduct, but because the function of the job was first reduced, then eliminated by the government itself, with his direct supervisor and that employee’s supervisor unaware of Kelly’s concerns at the time, Serco said.
Kelly sued his former employer, a Reston, Va.-based professional, technology and management services company — and a unit of British government and public services provider Serco Group PLC — in December 2011. The case was unsealed in August 2012 after the federal government declined to intervene.
Counsel for Kelly didn’t immediately respond to a request for comment late Tuesday.
