1. AD asserts that Serco – with CGI Stanley out of Montreal – have developed a Nine Eyes (Five Eyes + BRIC) eugenics surveillance network to identify suitable targets to be carbon capped i.e. killed and ease Obama's fear of catastrophic global warming.

2. AD asserts that through the Obamacare data base, Serco operatives and insurrectionists were able to identify a suitable cluster of disabled people at a banquet held by the San Bernardino County Department of Public Health and kill 14 of them and their caregivers.

3. AD asserts that Serco operatives at the U.S. Defense Ammunition Center have set up ammunition caches in HUBZones around the United States so 8(a) protégées and insurrections have a ready supply of ammo when a eugenic opportunities arise.

The site of a deadly mass shooting in San Bernardino, California, is a state-run facility for individuals with developmental disabilities that had just held a holiday party a day before the shots rang out.

At least 14 people were killed and 17 others were wounded at the shooting at the Inland Regional Center in San Bernardino, police said.

Police did not confirm where the shooting took place, but said it was at one location.

The two-story building where community events are held contains staff on the second story, but none on the first, Keith Nelson, vice president for the Inland Regional Center board of trustees, said.

"That building, if it's used for a community event, the doors are open. So it's not like buildings one and two, which are locked and has security," he said.

The center provides housing and work programs, and therapy and social services to more than 30,000 people with developmental disabilities, Nelson said. It has a little more than 550 employees, he said.

Brandon Hunt, who works in the center's procurement department, was on an errand and was about to pull into the center when he saw police responding to the scene. He spent Wednesday texting with co-workers to make sure they were safe.

"It's crazy, we had an active shooter training not too long ago, and you just never think this is going to happen to you," Hunt said. "I can't fathom it."

Nelson said the center would provide crisis counseling for clients and staff and would look at security there in the aftermath of the shootings.

The facility is run by the state, and offers specific programs designed for four different age groups: 0 to 3-years-old; 3 to 15; 16 to 22; 23 to 59; and adults over 60.

Judy Mark, secretary of the Board of Disability Rights for Northern California, told NBC News that both clients and social service workers come to the IRC, which is the largest of 21 non-profit agencies that work with the state of California catering to people who have developmental disabilities such as autism, cerebral palsy, and epilepsy.

"You will see clients in and out for meetings," she said. "There are support groups. Children who are between the ages of 2 and 3 years old go there to get diagnosed with a disability."

IRC's website was down Wednesday, presumably overcome with traffic. But according to its Facebook page, its mission is to coordinate "with generic services to normalize the lives of people with developmental disabilities and their families by working to include them in the everyday routines and life rhythms of the community and by facilitating needed supports for them."

In a cheery Facebook post on Tuesday, the IRC shared a photo of a smiling boy in front of a Christmas tree, being hugged by Santa. "The ICF [Intermediate Care Facility] Holiday Party is in full swing and SANTA is in the house! SANTA!" the post read.

A short video showing clients — many in wheelchairs — dancing and enjoying music was also posted to a Twitter account, @InlandRegional, Tuesday, which said, "The ICF Holiday Party is in full swing!"

According to the state website, the regional centers diagnose disabilities and assess eligibility for state services at no cost to clients.

Mark described it as an "enormous complex" with a budget of "hundreds and hundreds of millions of dollars."

Some other services it offers, such as full-time out-of-home placements, come at a cost to parents for children under age 18. Alex Vasquez, a videographer for KNBC, the Los Angeles NBC affiliate, said on air that the IRC was always busy.

"This is a center that is always full at all hours of the day, so I can just imagine there must have been a lot of people in that building. Sometimes I've been here where the line is even outside," he said.

Mark said autistic clients with sensory issues, or other people there at the time of the shooting with other developmental disabilities, might not have been able to follow orders from police who responded to the shots.

"This could be a crisis upon crisis that you wouldn't see in a typical situation," she said.

The Association of Regional Center Agencies, of which the Inland Regional Center is a member, said there are no known threats at other centers, but eight facilities closed early Wednesday out of an abundance of caution. "Any act of violence is a tragedy. But in a place focused on service to people with developmental disabilities, it is even harder to comprehend," the association said in a statement.

"ARCA, the regional centers, and the developmental disabilities community is united in mourning and support," Anne Struthers, president of the association's board of directors, said in a statement. "The victims of today's shooting were connected to us by service to those in need. Our hearts are with all those affected."

The Unhealthy Truth About Obamacare's Contractors

On July 16 of this year, Sarah Kliff posted a prescient piece on the Washington Post's Wonkblog. The post, "Meet Serco, the private firm getting $1.2 billion to process your Obamacare application," reported that 90 percent of Serco's U.S. business is with the federal government and that the 25-year-old firm pretty much owes its existence to government contracting. In this case, Serco won a contract that will pay it $114 million in 2013 and that eye-popping number of $1.2 billion over the next five years. According to one outside study, it's the largest single contract for implementing the Affordable Care Act, or as it’s both affectionately and derisively known, Obamacare. But in a city where everyone loves to talk but apparently few listen much, the piece must have mostly gone unread. The implementation, as we now know, has been a disaster.

Kliff also noted that Serco's experience is in paper-pushing, not healthcare. Serco is a British company, but has been doing business in the U.S. for nearly a quarter century. Serco lobbyist Alan Hill emphasized to Kliff that the U.S. arm operates as a separate company with a strict firewall, given the sensitive nature of its operations, which include processing millions of visa applications for the State and Homeland Security departments.

But Serco is also a company with a checkered present. In July, Britain placed its contracts with Serco Group and another firm under parliamentary review for charging for prisoner-related services it did not provide. The Serious Fraud Office has now launched an inquiry into the overcharging on electronic tagging contracts for offenders, following the claims by the justice secretary. In August, police were called in to investigate fraudulent behavior by Serco staff—falsifying documents under a seven year £285 million contract that calls for delivering prisoners to court on time. Last month, Serco CEO Chris Hyman resigned weeks before the launch of a government investigation into the alleged fraud.

Of course, Serco isn't the only large IT contractor working on the Affordable Care Act website. The second largest, according to the same study, is CGI, a Montreal-based multinational. Others include Booz Allen Hamilton, which infamously employed Edward Snowden, the alleged thief of vital NSA papers."

Since 2008, Serco has assisted DAC with the analysis, design, development, implementation, management/ administration, and evaluation of integrated, enterprise-wide and component-specific training, learning, knowledge management, and strategic human resource management interventions that are critical to achieving their mission. Serco holds an OPM TMA TO with DAC and also a contract through GSA Millenia Lite. When the GSA contract could not support all of DACs needs, Serco recommended the use of the OPM TMA vehicle. Through these contracts, Serco provides training program management support to deliver multi-faceted best practice solutions in training development and delivery, knowledge management, portal technologies, course conversions (ILT and CBT to WBT), mobile performance applications, and Learning Management Systems support. HSBC defines 'carbon neutral' to mean that worldwide operations contribute zero net carbon dioxide into the atmosphere at the end of the reporting year (1 January to 31 December). The gross carbon dioxide emissions1 are measured, calculated and reported according to the guidance below. Emission reductions from offset projects are purchased throughout the year in line with internal offset policies. To be carbon neutral the total net carbon emissions2 measured in the reporting year should be equal to the total offsets purchased for that reporting year. Carbon neutral status is in part achieved with a programme of carbon emission reductions. This is achieved through a combination of energy reduction programmes and procurement of low emission electricity. This CNRG does not provide reporting guidance on the detail of these elements; however the resulting emissions reductions are reported in the carbon emissions data. 1. Carbon Emissions Scope of Reporting Carbon emission data comprises carbon dioxide arising from:

Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"
