PARIS — France implemented exceptional security measures Sunday as nearly 150 world leaders gather here for a climate change summit barely two weeks after the multiple terrorist attacks that struck the French capital.

About 2,800 French police are guarding the Le Bourget conference center 7 miles north of central Paris, where President Obama will attend Monday's opening of the 12-day summit, along with Russian President Vladimir Putin and Chinese President Xi Jinping. The conference will be one of the largest international gatherings ever held in France and may set a record for the number of presidents and prime ministers under one roof outside of the United Nations General Assembly in New York. It comes as France's security forces are on full alert for additional terror plots and with some suspects still at large.

Dozens of police vans circled the vicinity of the conference on Sunday, and spotters were placed on overpasses and other structures. Some sections of major highways and roads that link Le Bourget to central Paris were closed amid the security lockdown.

Heightened security also was apparent along Le Bourget's main street, where many convenience stores and fast-food restaurants were shuttered. Police tape covered large swathes of the sidewalk to block pedestrians.

"They have closed this place down," said Mohamed Lefevre, on his way out of one of the few small groceries still open.

Paris Mayor Anne Hidalgo suggested that employees in the capital avoid using public transportation the next few days and work from home, if possible. Le Bourget's mayor advised many people to go on leave Monday.

George Taylor of iJET, a risk assessment and planning firm, said that planning the security for an event on the scale of the Paris climate talks probably would have taken a year and that subsequent to the Paris attacks more work on drills would have taken place, including "looking at all" potential hazards such as power failure, medical emergencies, crowds and protests.

In Paris and throughout France, thousands more police tightened border checks and enforced emergency security legislation that allows President François Hollande to ban public demonstrations and place many people, including climate activists, under house arrest.

That did not stop a group of demonstrators Sunday from forming a human chain along the previously planned route of a climate protest that was called off by the government after the Paris attacks. A separate event saw hundreds of pairs of shoes, including pairs donated by Pope Francis and U.N. Secretary-General Ban Ki-Moon, left on Place de la Republique to invoke the canceled marches. Those demonstrations were marred by violence Sunday when several hundred protesters, some wearing masks to conceal their identities, clashed with police. Police fired tear gas to disperse protesters throwing glass bottles and other projectiles. Interior Minister Bernard Cazeneuve said 174 people were jailed for possible charges.

Tens of thousands of people around the world also took part in climate-related marches Sunday, from Berlin to Hong Kong to Sydney. Before departing for Paris on Sunday, Obama wrote on Facebook, “What makes this gathering different is that more than 180 nations have already submitted plans to reduce the harmful emissions that help cause climate change."

Obama also said his trip is an opportunity to stand in solidarity with France, the United States' oldest ally, "just two weeks removed from the barbaric attacks there, and reaffirm our commitment to protect our people and our way of life from terrorist threats."

During the conference, negotiators will try to reach a binding accord to limit man-made greenhouse gases that cause global warming. The last attempt to do so, in Copenhagen in 2009, ended in a political agreement viewed as a failure. Leaders are more optimistic that this summit will result in a deal to limit the rise in the Earth's temperature and protect people from extreme weather, drought and rising sea levels.

Billionaire philanthropist and Microsoft co-founder Bill Gates will kick off the summit Monday by unveiling a multibillion-dollar clean energy research and development initiative in partnership with several governments, the French government said Sunday. Gates will launch the initiative in Paris alongside Obama, Hollande and Indian Prime Minister Narendra Modi."

"The Atomic Weapons Establishment (AWE) is responsible for the design, manufacture and support of warheads for the United Kingdom's nuclear deterrent. It is the successor of the Atomic Weapons Research Establishment (AWRE), and has its main site on the former RAF Aldermaston.

The establishment is the final destination for the Campaign for Nuclear Disarmament's annual march from Trafalgar Square, London. The first Aldermaston March was conceived by the Direct Action Committee and took place in 1958. There is currently a monthly women's peace camp held outside the Establishment to protest against its existence.

AWE has become the target of a campaign, Action AWE[1] of protest specifically aimed curtailing its production at the next UK elections.[2]

AWE plc is responsible for the day-to-day operations of AWE, and is owned by a consortium of Jacobs Engineering Group, Lockheed Martin UK, and Serco through AWE Management Ltd who hold a 25‑year contract (until March 2025) to operate AWE. All AWE sites remain owned by the UK government who also hold a golden share in AWE plc.[3]"

The C2BMC program is a key enabler for implementation of the Presidential Directive for a missile defense system. C2BMC links these various individual sensor-interceptor-communications elements into one coordinated system utilizing the best offensive/defensive attributes of each element, ensuring the highest BMDS capability for protection against all types of ballistic missile threats in all regions and in any phase of flight.

Maurice Strong steps down from UN post 
Maurice Strong, whose work helped lead to the landmark climate summit that begins in Paris on Monday, has died at 86, the head of the UN's environmental agency said Saturday.

"Strong will forever be remembered for placing the environment on the international agenda and at the heart of development," Achim Steiner, executive director of the UN Environment Program, said in a statement Saturday.

The statement did not provide details of Strong's death.

Manitoba-born Strong, the first UNEP chief, organized the Rio Earth Summit in 1992, which led to the launch of the UN Framework Convention on Climate Change.

Christiana Figueres, the current head of the UN climate agency, tweeted Saturday that "we thank Maurice Strong for his visionary impetus to our understanding of sustainability. We will miss you."

'It seems impossible to think that he is no longer with us, that we will not have his good counsel when we lose our way.'- Felix Dodds Prime Minister Justin Trudeau, who is in Paris for the climate talks, said Strong will be remembered as a pioneer of sustainable development.

"Mr. Strong was an internationally recognized environmentalist and philanthropist who used his remarkable business acumen, organizational skills and humanity to make the world a better place," said Trudeau in a statement. In 1976 Mr. Trudeau's father, then prime minister Pierre Trudeau, made Strong the first head of the national oil company Petro-Canada.

Steiner said Strong's work helped usher in a new era of international environmental diplomacy at the 1972 Stockholm Conference, which saw the birth of UNEP, the first UN agency to be headquartered in a developing country.

'Leader, mentor and friend' As head of UNEP, Strong convened the first international expert group meeting on climate change. Steiner urged the international community to honor Strong's vision by adopting a climate deal in Paris.

"The sustainability roadmap which started in Stockholm, continued in Rio, Johannesburg and Rio+20, must now become a reality in Paris," Steiner said. "This would indeed be the most fitting tribute to the legacy of Maurice Strong; leader, mentor and friend."

Strong held several other positions at the UN, and earlier in his career he led the Canadian International Development Agency.

Author Felix Dodds issued a statement saying that he worked with Strong on his last book, Only One Earth: The Long Road via Rio to Sustainable Development.

"It seems impossible to think that he is no longer with us," said Dodds, "that we will not have his good counsel when we lose our way." Strong, born in 1929 in Oak Lake, Man., was an officer of the Order of Canada and a member of the Queen's Privy Council for Canada."

During the Cold War, the explicit threat of nuclear warfare to force an opponent to perform an action was rare in that most nations were allies of either the Soviet Union or the United States."

Serco's North American subsidiary has received a nine-month, $13 million task order to install new command, communication, control, computer, intelligence, surveillance and reconnaissance platforms for the U.S. Navy.

The contract also covers certification and testing services related to C4ISR systems, Serco Inc. said Thursday.

Dan Allen, chairman and CEO of Serco Inc., said the company's work under the task order will support what he referred to as "Joint Warfighter" initiatives.

Serco Inc. will also remove existing C4ISR systems in order to install the new platforms."

Barack Obama is not used to being the guy not invited to a party. At the Copenhagen global warming conference, however, he found that not everyone wanted to hang with him. Our president can’t take a hint.

After Mr. Obama's bilateral meeting with Chinese Premier Wen Jiabao, the Chinese began sending lower-level functionaries to the multilateral meetings. A frustrated Mr. Obama pressed for another bilateral meeting, which was scheduled for Friday at 6:15 p.m. Other leaders of the countries known as the "BASIC" bloc were harder to pin down.

The Obama team tried to schedule a meeting with Indian Prime Minister Manmohan Singh and was told he was at the airport readying to leave. Brazilian President Luiz Inacio Lula da Silva also was unavailable. South African President Jacob Zuma said there was no point meeting without India and Brazil. Then the Chinese pushed the bilateral meeting back to 7 p.m.

"We were told they were at the airport," a senior administration official said. "We were told delegations were split up. We were told they weren't going to meet." So imagine Mr. Obama's surprise when he arrived for the bilateral powwow and found all four leaders in the room already in deep discussion. "Are you ready for me?" he said with an "uncharacteristic edge" to his voice, according to a CBS News report. "We weren't crashing a meeting," an Obama flack later explained defensively. "We were going for our bilateral meeting." But that didn't stop him from walking in where he wasn't invited. Clearly, Mr. Obama learned a few things from his own White House party crashers.

There was no chair at the table for Mr. Obama so he announced he would sit next to his "friend Lula," whose staff had to scramble to make room for the president and Secretary of State Hillary Rodham Clinton. On Monday, Mr. da Silva used his weekly radio program to rebuke the United States for its stance at Copenhagen.

After Mr. Obama arrived, the BASIC group was basically held hostage. They had tried politely to keep Mr. Obama at arms length, but since he showed up, decorum mandated that they find a way to save face.

The countries reached agreement on three pages of noncommittal boilerplate - and Mr. Obama rushed out to declare that he had once again saved the day. "For the first time in history," he said, "all major economies have come together to accept their responsibility to take action to confront the threat of climate change." He then left the global warming conference, hurrying to beat the record-setting blizzard descending on Washington.

U.N. General Secretary Ban Ki-moon declared that the conferees "sealed the deal." But there was no deal. The conference chose not to adopt the Copenhagen Accord after opposition from Latin American nations that are part of Venezuelan President Hugo Chavez's Bolivarian Alliance. The general session became the scene of high theater, or farce - at one point a Venezuelan delegate cut her hand to dramatize the blood of the poor being spilled by the rich. In the end, the document was officially "noted" by the assembled, which renders it not only nonbinding but nonexistent for those countries that choose to ignore it.

Chinese lead negotiator Su Wei made a point of saying that it was "not an agreed document, it was not formally endorsed or adopted." And while the White House argues that something is better than nothing, in some respects the accord really is nothing. Appendices One and Two, which were supposed to lay out detailed emissions targets and mitigation actions for signatory counties, were left blank.

The Copenhagen conference was a lesson in power and humility. The countries in the BASIC bloc demonstrated that the United States lacks the leverage necessary to convince them to make decisions that work against their national interests. And Mr. Obama is learning the uncomfortable lesson that there are limits to what his personal charisma can achieve.

Mr. Obama did make history at Copenhagen, but not in the way he expected. It says a great deal about American power and prestige when international leaders go to so much trouble to avoid meeting with the president of the United States. The American Century is over."
