#1796 Marine Links MI-3 to Serco Prisoners’ Honeypot Guests, Hilton Underground Bomb

Plum City – (AbelDanger.net). United States Marine Field McConnell has linked the MI-3 Innholders Livery Company to Serco’s use of ‘Con Air’ booking system to pre-position the triage team of prisoners and honeypot guests in the Edgware Road Hilton Hotel which allegedly triggered a Wi-Fi bomb under a London Underground train as it passed below the hotel at 8:50 a.m. on July 7, 2005, and killed Mohammad Sidique Khan and five fellow passengers.

McConnell claims that MI-3 Innholders uses Serco (formerly RCA GB 1928) and its mentor-protégé partner Base One Technologies, have been equipping guest rooms with honeypot patent-pool devices so that real or virtual parolee or escapee prisoners can entrap guests and extort their support as unwilling witnesses to the spoliation of evidence and phony triage services at nearby crime scenes.

This is Mark Honigsbaum reporting from the London.. from the London Hilton Hotel opposite Edgware Road station where we believe there was an explosion this morning under the carriage of a train.

I've been speaking to survivors all morning, people were evacuated first of all to Marks & Spencers beside the underground and then across the road to the London Hilton where there are some people with very, very bad injuries. There was a woman who got cuts and burns to her face and is being wrapped, from head, to neck in... in bandages as... as people with blood, cuts.... but I mean the main thing... the main thing is people are extremely shook up still.

What seems to have happened is that sometime around 9:30 this morning passengers, in a train from Edgware Road travelling to Paddington had just left Edgware Road station when suddenly they felt... they had a massive explosion, and some passengers described how the tiles, the covers, on the floor of the train suddenly flew up, raised up, and the next thing they know there was another almighty crash which they now believe was a train travelling in the opposite direction hitting their train which had been de-railed by this explosion.

The next thing that happened was everything went black, there was thick smoke and one passenger said to me that they heard this terrible, terrible screaming coming from the front of the train. It was a man's voice and he was just saying, "Someone help me, please help me". This young woman, Sarah, 23, said that it was the... one of the most chilling sounds she'd ever heard... now this is unconfirmed at this point but they later heard that this man had had very, very bad injuries to his legs, and while, she and other survivors were being held in Marks & Spencers, they also heard that there may have been one, or possibly two, fatalities. As I say that's unconfirmed at the moment but that's what they were being told.

The woman who as sitting in...the hotel, being bandaged, told how the first thing that happened was that a ... just a massive fireball, she said, came towards her, and, the next thing she know, you know,... she was... she was burnt all over her face and... and the carriage was full of smoke. I haven't been able to get much more from her. Her name is Davinia, she works in Canary Wharf, presumably she was.. she was on her way there, like many Londoners were, this morning when this happened.

The private outsourcing firm Serco has agreed to repay £68.5m plus VAT in overcharging on its contract to provide electronic tagging of offenders, the justice secretary, Chris Grayling, has disclosed.

The scale of overcharging, which included invoicing for the tagging of offenders who were not being monitored, some of whom were already back in prison or had died, is at least three to four times larger than previously thought. The original figure was thought to be £15m-£20m for the contracts held by both Serco and the private security company G4S, which has yet to reach agreement over how much it will repay.

Both contracts are now the subject of a criminal investigation by the Serious Fraud Office (SFO).

Serco has also agreed to repay £2m in past profits on a separate prisoner escort contract after it was found that their staff had been recording prisoners as having been delivered "ready for court" when they were not.

In a move that will further deepen the scandal over the privatisation of justice contracts, Grayling announced to MPs that he had referred two further G4S contracts, involving facilities management for the courts, to the SFO to establish whether any dishonesty had taken place.

The justice secretary told MPs on Thursday that both Serco and G4S, two of the government's largest private-sector suppliers, had withdrawn their bids to be lead providers in the privatisation of the probation service.

A wider Cabinet Office review of the contracts held by Serco and G4S published on Thursday found "potentially significant" errors or irregularities in three payment-by-results contracts for the Department of Work and Pensions work programme to support the long-term unemployed.

The announcement by Grayling is a blow to both companies, which hoped to draw a line under the tagging scandal by reaching full and final agreements and undergoing a process of corporate renewal. Serco told the stock market on Thursday that the cost of its external 
reviews and audits since the scandal was disclosed in July had reached £17m.

Grayling told MPs: "From the outset I made clear that I intended to take robust action to deal with evidence of unacceptable conduct by suppliers under my department's contracts, and to recover any monies overpaid as a result of these practices."

Grayling said the £68.5m would reimburse the government for money owed on the tagging contract and for other costs incurred, such as the cost of the investigation, which included a forensic audit undertaken by the external auditors PwC.

He claimed it was a good deal for the taxpayer, adding: "With all full and final settlements, in the event of criminality being established with material impact, we would look again at our contractual position."

G4S said it continued to "engage constructively" with the Ministry of Justice over the tagging contracts. It said that an extensive review since July of its major contracts had not identified any other significant issues and it did not anticipate that the financial exposure of the two court contracts would affect the company's overall finances.

G4S said it had been advised by the MoJ that it did not have any evidence of dishonesty in relation to the court contracts and nor did G4S.

The decision by Serco and G4S to withdraw as "lead providers" from the competition to privatise 70% of the work of the probation service is a setback to the government's plans to introduce its rehabilitation reforms by the next election. Both companies are regarded as the major players in the criminal justice market and would have been expected to play a significant role in the reforms.

Grayling, who has said he wants to see a greater diversity of private and voluntary sector providers, told MPs he would leave open the possibility that in future both companies might play a supporting role, working with smaller businesses or voluntary sector providers. This would depend on their progress in "achieving corporate renewal".

Frances Crook, of the Howard League for Penal Reform, said the withdrawal of the companies as prime contractors for probation "must be the death-knell for the government's dangerous gamble with justice privatization".

She said: "The coalition's plan to sell off probation has succeeded only in destabilising the public probation service, which has served the public well for more than 100 years. We hope that at the eleventh hour, this excellent service can now be saved."

The shadow justice secretary, Sadiq Khan, said the firms should have been barred from any more justice contracts in July when the scandal came to light.

"Outrageously, instead of ministers grasping the nettle, it has been left to G4S and Serco to rule themselves out of contracts, a decision neither company should ever have been left to take," he said. "David Cameron's probation privatisation gamble risks turning into a disaster. It is disgraceful they are going ahead and still allowing both companies to play a supporting role."

Alastair Lyons, Serco's chairman, said the company was pleased to be making strong progress in rebuilding the confidence of the government as a customer.

"The contract issues that were identified should never have happened and we apologise unreservedly for them," he said. "We are doing everything in our power to make sure that such issues cannot reoccur anywhere in our business around the world. Our objective is to deliver excellent public services with openness and transparency, and I believe the actions we are taking will support this now more than ever."”

Navy Yard shooter Aaron Alexis driven by delusions

 Another scratched message, “My ELF weapon!,” and other evidence gathered from Alexis’s electronics indicate that the former Navy reservist thought he was being controlled by extremely low-frequency electromagnetic waves, according to the FBI. The Navy has legitimately used such technology, the FBI said, but these radio waves also have been at the center of conspiracies about government mind control.

Alexis had been working for The Experts, a subcontractor that was updating computer systems at Navy and Marine Corps installations. He arrived in the Washington area Aug. 25 and stayed at a hotel in Bethesda for a week, according to search warrant affidavits unsealed Wednesday.

From Aug. 31 through Sept. 7, he stayed at a hotel in Pentagon City, followed by a stay at a Residence Inn in Southwest Washington, where he remained until the attack. On Sept. 9, he started working on the fourth floor of Building 197 at the Navy Yard.”

    A Chinese hotel magnate is believed to be among the dead after a helicopter taking him on a tour of his newly-bought French vineyard crashed into a river Friday.

    Lam Kok, 46, had just completed the purchase of the 160-acre Chateau de la Riviere, a major vineyard in the Bordeaux wine region of France estimated to be worth approximately $41 million, and was making a tour of the grounds with the vineyard's previous owner, James Gregior; an interpreter; and Kok's 12-year-old son.

    Emergency workers located the helicopter's wreckage in the Dordogne River Saturday morning after receiving a phone tip from someone who had seen the helicopter go down. The body of Kok's son was found inside. However, the other three passengers had not been found by the time the search was suspended for the evening.

    French police said that the Dordogne's strong currents were making the recovery operation difficult.

    Sky News reported that Kok's wife was supposed to go on the tour with her husband, but had begged off at the last minute, citing her fear of helicopters.

    Kok is the head of the Hong Kong-based Brilliant hotel group, which said it had wanted to turn the vineyard into a luxury tea and wine tasting center with a planned hotel nearby.

    For four decades, women and girls missing or murdered along a majestic, haunted highway

    "It's just an awful feeling ... to know that she disappeared from just a few feet away. It's just devastating," said Dawn Scott.

    Devastating, and yet, Dawn and Eldon Scott keep coming back to the place where their 20-year-old daughter, Maddy, was last seen alive.

    "It's really unsettling knowing that she disappeared from here and nobody has seen her since," Eldon Scott told "48 Hours" correspondent Peter Van Sant.

    It was at Hogsback Lake in Northern British Columbia, Canada, where Maddy camped out after partying with friends on the night of May 27, 2011.

    "It's a beautiful little spot. It's close to town," Dawn explained.

    "So it was just a group of kids going for a birthday party?" Van Sant asked.

    "Yeah ... and they were going out camping for the night," she replied.

    "The next day Maddy has not come home ... did you call her on her cell phone?"

    "I did try to call her and it went right to her voicemail," said Dawn.

    Still, Dawn wasn't worried. Cell service at the lake was always spotty.

    "I thought, 'Gee, like she's 20 years old, she went to the lake. The weather was beautiful, she was with friends. If something was up, she would call us," said Dawn.

    But Maddy never called.

    "... it just didn't seem right and that was Sunday morning so Eldon and I hopped in the vehicle and we drove out there," she continued.

    Hogsback Lake is only a 15-minute drive from the Scott's home in Vanderhoof, a tiny town along Canada's infamous Highway 16. The locals call it "The Highway of Tears" for a reason.

    Since 1969, at least 18 women have gone missing or have been murdered in this very same area ... just like Maddy.

    "Here again is a girl from one of these small towns along this highway who has disappeared without a trace," said Bob Friel, an investigative reporter for Outside magazine and a CBS News consultant. He has written about this haunted highway and the Maddy Scott case.

    "Madison Scott fits the same pattern as some of these cases that are on the official list," Friel explained, "but she disappeared from a place very close to the highway."

    On that Sunday morning in 2011, Maddy's parents were not thinking about the nearby highway's reputation -- they just wanted to find their daughter.

    "You arrive here at Hogsback, what do you see?" Van Sant asked.

    "Her old pickup was parked here..." said Eldon.

    "And what did you do?"

    "We walked over to the truck and looked in it," said Dawn.

    Dawn and Eldon found Maddy's purse and backpack inside her locked truck, but her phone was missing.

    "She doesn't go anywhere without her purse or you know, her personal belongings," Dawn told Van Sant.

    "So at what point does panic set in?"

    "Immediately," she said.

    The Royal Canadian Mounted Police -- the RCMP -- rushed to the scene, but there was no trace of Maddy.

    But investigators did uncover one troubling detail: that fateful night, Maddy's friends had left her at the lake completely alone.

    "As far as she knew going there, there were other people that were going to be staying out at the lake that night," said Constable Tom Wamsteeker.

    But one by one, everyone packed up and left, including Jordy Bolduc, who had promised Maddy that she'd stay with her.

    "I just can't believe that it's -- it's just so wrong," said Maddy's mom.

    "People still think that I am a horrible person 'cause I left my best friend out there," Bolduc told Van Sant. "...and people, like, yell at me and write on Facebook that I've killed her and I left her and I'm stupid."

    "Did the police question you?"

    "Oh yeah," she replied. "... they asked me the question several times ... 'Did you kill Maddy? Were you there when Maddy was killed?'

    For Dawn and Eldon Scott, the disappearance of their 20-year-old daughter, Maddy, is almost incomprehensible.

    "I think it was just so surreal to everyone," Dawn told Peter Van Sant.

    "It was just like, 'This can't be happening.' ... you just keep expecting her to show up."

    Finding Maddy in the vast Canadian wilderness that surrounds the Highway of Tears, where so many women have gone missing, feels nearly impossible.

    "It's like a needle in a haystack. It's just amazing. You know there's water, there's forest, there's rugged terrain ... it's staggering you know? That's why the possibilities, they're endless," said Dawn.

    Frustrated and heartbroken, Dawn and Eldon began their own investigation, separate from the official police version of events.

    "This is a board that our team has put together. It's a list of people who were at the party," Dawn explained. "... when they arrived, when they left ...Who they arrived with, with who they left with."

    The makeshift investigation went up on the Scott's basement wall, just feet from Maddy's now empty bedroom.

    "We needed a place to put up a board to keep track of, to lay it out, what went on," said Eldon.

    They re-traced Maddy's trail throughout the day as she visited a liquor store and later bought snacks. She can be seen on a security camera recorded just hours before she vanished.

    "You have a category [labeled] 'questions,'" Van Sant noted, referring to the information board. "What kind of questions do you have?"

    "Why was she left there on her own? Why did everybody leave?" Dawn replied.

    And if there is one person who can answer some of those questions, it's Jordy Bolduc, Maddy's friend who had promised to camp out with her.

    "Tell me about the party that night," Van Sant asked Bolduc.

  6. Serco Awarded $35 Million Fleet Management and Maintenance Services Contract
    RESTON, VIRGINIA – November 26, 2013 – Serco Inc., a provider of professional, technology, and management services, announced today that the Company has been awarded a new contract to deliver fleet management and maintenance services to the City of Colorado Springs and Colorado Springs Utilities. The contract has a five year base period valued at $35 million.

    RESTON, VIRGINIA – October 16, 2013 – Serco Inc., a provider of professional, technology, and management services, announced today new roles in its senior leadership. Ed Casey, Chairman and Chief Executive Officer of Serco Inc., will be moving to a new global senior leadership position at Serco Group plc as Chief Transformation Officer. Daniel Allen will join Serco Inc. as its new Chairman and CEO. Mike Plymack, Senior Vice President of Serco’s Federal Civilian Services Business Group is being promoted to Chief Operating Officer. These transitions will be taking place over the next two months with a completion date of December 15, 2013 when Casey, Allen and Plymack will assume their new roles.

    As Chief Transformation Officer, Casey will be working directly with the leaders of the four Serco divisions (UK & Europe, Americas, AMEAA, and Global Services) to further develop our operations and organization to support our strategy and will also lead Serco Group’s Corporate Affairs function. Casey will continue to report to Chris Hyman, Serco Group Chief Executive, and will continue as a member of the Global Executive Committee.

Plymack has run Serco's Federal Civilian Group for nearly two years, leading four of the company's operating business units focused on providing managed services, professional services, transportation management, and learning/human capital solutions for a wide range of government agencies.
