#1689: Marine Links MI-3 Founder Marcy to Serco CAC Patent Pools and Naval Yard Mentor-Protégé Hits

Plum City – (AbelDanger.net). United States Marine Field McConnell has linked linked his sister and MI-3 Founder Kristine Marcy to Serco’s Common Access Card (‘CAC ‘) patent-pool devices, allegedly used by a Protégé hit team to mingle with Mentors and kill 13 people, including the shooter, at the Naval Sea Systems Command building in the Washington Navy Yard on September 16, 2013.

McConnell claims that his sister and fellow MI-3 agents developed the Foreign Fugitive File and the SBA Mentor-Protégé program to help City Livery Companies such as the Worshipful Company of Security Professionals to exploit Serco’s patent-pool processing functions for man-in-the-middle attacks on U.S. military facilities including the Pentagon’s U.S. Navy Command Center on 9/11 and Naval Yard on 9/16.

Suspected U.S. shooter had 'secret' clearance, employer says
Reuters – 2 hours 27 minutes ago

WASHINGTON (Reuters) - Aaron Alexis, the 34-year-old suspect in Monday's shooting rampage at the Washington Navy Yard, had "secret" clearance and was assigned to start working there as a civilian contractor with a military-issued ID card, his firm's chief executive told Reuters. "He did have a secret clearance. And he did have a CAC (common access card)," said Thomas Hoshko, CEO of The Experts Inc, which was helping service the Navy Marine Corps Intranet as a subcontractor for HP Enterprise Services, part of Hewlett-Packard Co.

Alexis, of Forth Worth, Texas, is suspected of opening fire at the Naval Sea Systems Command building in the Washington Navy Yard in a shooting that left 13 people dead, including the shooter. Asked when Alexis was supposed to start work, Hoshko said in a telephone interview: "That's what I got to find out, if he was supposed to start today ... It's not clear to me."

Hoshko said he was unaware of any issues with misconduct involving Alexis or any possible grievance that could have led to the shooting.

Alexis had previously worked for The Experts in Japan from September 2012 to January 2013, he said. "We had just recently re-hired him. Another background investigation was re-run and cleared through the defense security service in July 2013," Hoshko said.

Hoshko said he believed that Alexis' "secret" security clearance dated back to 2007. The Navy said Alexis enlisted as a full-time Navy reservist in May 2007. He was discharged in 2011 after a series of misconduct issues, a Navy official said.

The Physical Access Control - Common Access Card Technical Forum will be held at BAE Systems, Inc., 80 M Street SE, Washington, DC on 9 July 2003. The hours will be 9:00am to 4:30pm EDT. The BAE Systems facility is located directly across from the Navy Yard stop on the Washington metro's green line.

ORIGINAL SPECIAL NOTICE: Physical Access Control - Common Access Card Technical Forum The Space and Naval Warfare Systems Center, Charleston (SPAWARSYSCEN) is conducting a Physical Access Control ? Common Access Card Technical Forum on 23 JUL 2003 in Washington, DC (location to be determined) from 10:00 am to 4:00 pm. (NOW CHANGED TO 9 JUL 2003 FROM 9:00 am to 4:30 pm.) For years, manufacturers of Access Control Systems and readers have been asking the Federal Government for a set of policies and standards to govern the procurement of such systems for myriad Federal Agencies. Several of these agencies have reached a consensus on Government Smart Cards/Common Access Cards and their role in the physical access community. Further, a consensus has emerged on a Federal Credential Numbering scheme among these same agencies. The vision embraced by these agencies is the recognition of a single credential or token for physical access across the entire federal government enterprise. The Department of Defense?s most recent policy guidance on the use of the Common Access Card as the principal token for access to DOD bases, facilities and buildings reflects that vision. While the opportunities for success are immense, the challenges to realizing this vision are daunting. One such challenge is changing the commonly held definition of an ?enterprise?. The federal government enterprise can no longer be measured in terms of hundreds or even thousands. The new definition must be at least an order of magnitude above and deal with an enterprise of millions. You are most cordially invited to a technical discussion of the opportunities and challenges this vision entails. This technical discussion will be to provide clarity and foster cooperation between system manufacturers, reader manufacturers, and the federal government. Any company that wishes to participate in this forum must convey its interest to Mr. Frank Mazzone, by e-mail at frank.mazzone@navy.mil, or by Office Phone: (843) 218-5411 or Mobile Phone: (843) 729-2601 by 23 JUN 2003 (NOW 2 JUL 2003).
