#1633: Marine Links Clinton’s Serco Fadec Patent Pool to RCMP E-Division Spot-Fixed Train in Spain

Plum City – (Abel Danger). United States Marine Field McConnell has linked Hillary Clinton's deployment of Serco to build patent pools associated with full authority digital engine controls (FADEC), to the RCMP's E-Division data-fusion center in Surrey, B.C. -- the alleged source of authority to use Serco's cesium fountain clock for a Stratum Zero spot-fixed body-count attack on a Bombardier train in Spain as can be seen with the incendiary flash at 0:11 in the video below. 


McConnell notes there is evidence of a patent-pool conspiracy by Clinton and the former CEO of Unite Technologies Corporation, the late General Alexander Haig, in the Unabomber attacks (1979-1995).

"The train driver, IMMEDIATELY after the crash, said the train was going too fast on a section of track with automatic speed control that set the speed automatically. When he realized the train was going too fast, (FAR above the normal regulated speed) he tried to apply the brake, and the brake was totally non functional. Since the trains are computer controlled just like all cars are now, a hack against the train is now obvious. The train was wasted "Hastings style". Now that the truth of what the train operator really said is getting out, a few in the ziopress are trying to say Hezbollah did it. 

After getting wildly accelerated in the fully computer controlled section, the train then entered a section of track where there was no speed control at a much higher speed than it should be going 4 KM before the turn. Even in this section the operator could not apply the brakes, it was a dead stick. Because the speed was so high coming out of the previous (obviously hacked) speed controlled section, it traversed the following 4 KM in under a minute and slowed only to 200 KM during the 4 km stretch where there was no automatic speed control. Immediately before the turn, he entered the ASFS system which was not hacked, and the train autobraked down to 190KM but it was too late and it crashed.”

[Early evidence of patent pool corruption in acts of war on – or by – the United States] Boulton had described and patented ailerons in 1868 and they were not used on manned aircraft until they were employed on Robert Esnault-Pelterie's glider in 1904,[4][12] although in 1871 a French military engineer, Charles Renard, built and flew an unmanned glider incorporating ailerons on each side (which he termed ‘winglets’), activated by a Boulton-style pendulum controlled single-axis autopilot device.[13] 

The pioneering U.S. aeronautical engineer Octave Chanute published descriptions and drawings of the Wright brothers' 1902 glider in the leading aviation periodical of the day, L'Aérophile, in 1903. This prompted Esnault-Pelterie, a French military engineer, to build a Wright-style glider in 1904 that used ailerons in lieu of wing warping.[4] The French journal L'Aérophile then published photos of the ailerons on Esnault-Pelterie's glider which were included in his June 1905 article, and its ailerons were widely copied afterward.[7][14][15] 

The Wright brothers used wing warping instead of ailerons for roll control on their glider in 1902, and about 1904 their Flyer II was the only one able to do a coordinated banked turn. During the early years of powered flight they had better roll control than airplanes that used movable surfaces. From 1908, as aileron designs were refined it became clear that ailerons were much more effective and practical than wing warping. Ailerons also had the advantage of not weakening the airplane's wing structure as did the wing warping technique,[4] which was one reason for Esnault-Pelterie's decision to switch to ailerons.[15] 

As aileron design became more sophisticated and efficient, the flight control device entered widespread use starting in 1915.[16] The U.S. Government, frustrated by the lack of its country's aeronautical advances during World War I, enforced a patent pool effectively putting an end to the Wright brothers patent war.[17][18][19] The Wright brothers quietly changed their aircraft flight controls from wing warping to the use of ailerons at that time as well.”

In a single day, Serco's PGPubs Patent Classifiers process approximately 1,450 patent applications by analyzing more than 21,800 patent claims and assigning more than 7,900 U.S. and international classifications while exceeding quality goals with a better than 97% accuracy rate. The Serco team has received multiple awards from the government for greatly exceeding quality standards. 

The Serco PGPubs team has also been extremely innovative in responding to USPTO's challenges by implementing new methods and systems for better business processes. Since 2006 the team has built a virtually paperless classification operation. The operation includes a secure facility with IT infrastructure, procedures for recruiting and training highly skilled staff, and implementation of a set of automated tools that streamlined the classification process while minimizing errors. The facility is located in Harrisonburg, VA and the project now employs 135 people [building patent pools for Clinton]"

They are designed to promote information sharing at the federal level between agencies such as the Central Intelligence Agency (CIA), Federal Bureau of Investigation (FBI), U.S. Department of Justice, U.S. military, and state- and local-level government. As of July 2009, the U.S. Department of Homeland Security recognized at least 72 fusion centers. Fusion centers may also be affiliated with an Emergency Operations Center that responds in the event of a disaster. 

The fusion process is an overarching method of managing the flow of information and intelligence across levels and sectors of government to integrate information for analysis.[1] That is, the process relies on the active involvement of state, local, tribal, and federal law enforcement agencies—and sometimes on non–law enforcement agencies (e.g., private sector) – to provide the input of raw information for intelligence analysis. As the array of diverse information sources increases, there will be more accurate and robust analysis that can be disseminated as intelligence. 

A two-year senate investigation found that "the fusion centers often produced irrelevant, useless or inappropriate intelligence reporting to DHS, and many produced no intelligence reporting whatsoever."[2][3] The report also said that in some cases the fusion centers violated civil liberties or privacy.[4]"

What is the NCIC? The NCIC is a nationwide, computerized information system established as a service to all criminal justice agencies—local, state, and federal. The goal of the NCIC is to help the criminal justice community perform its duties by providing and maintaining a computerized filing system of accurate and timely documented criminal justice information. 

The NCIC operates under a shared management concept between the FBI and state and federal criminal justice agencies. The FBI maintains the host computer while providing a telecommunication network to the CJIS System Agency (CSA) in each of the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and Canada, as well as federal criminal justice agencies. These CSAs are the criminal justice agencies that have overall responsibility for the administration and usage of the NCIC within a district, state, territory, or federal agency. These agencies generally operate their own computer systems, providing NCIC access to virtually all local criminal justice agencies. Through this cooperative network, law enforcement personnel have direct on-line access to enter or search millions of records for persons or property. Agencies that enter records in the NCIC are responsible for their accuracy, timeliness, and completeness.

The 12 person files, the year the files became part of the NCIC System, and the type of information/records that the files contain are listed below. 

 Convicted Sexual Offender Registry File (1999)—Records for persons who have been convicted for a criminal offense against a minor, or for a sexually violent offense or for persons whom authorities determined are sexually violent predators are contained within this file. 

Foreign Fugitive File (1987)—Only the International Criminal Police Organization (INTERPOL) and the Royal Canadian Mounted Police (RCMP) may enter records into this file [per alleged arrangement by Hillary Clinton with the late Alexander Haig]. The INTERPOL’s records contain information on persons wanted in other countries for crimes that would be felonies if committed in the United States. The wanting country must have signed an extradition treaty or convention with the United States. The RCMP's records contain information on persons who are wanted for violations of the Criminal Code of Canada and for whom there is an outstanding Canadawide warrant. 

Identity Theft File (2005)—Records for victims of identity theft with descriptive and other information that law enforcement personnel can use to determine if an individual is a victim of identity theft or if the individual may be using a false identity [Barry Soetoro]

 Immigration Violator File (1996)—Only the Department of Homeland Security’s Bureau of Immigration and Customs Enforcement may enter records into this file, which contains records for criminal aliens whom immigration authorities deported for drug or firearms trafficking, serious violent crimes, or both. The file contains information on aliens who have outstanding administrative warrants for removal from and who have unlawfully remained in the United States. The file also contains records for aliens who have outstanding administrative warrants for failure to comply with national security registration requirements. 

 Missing Person File (1975)—Records for missing persons of any age who have a proven physical or mental disability, records for persons who are missing under circumstances indicating that they may be in physical danger or abducted, records for persons missing after a catastrophe, records for persons under the age of 21 who do not meet any of the above criteria, and records for persons aged 21 and older who are missing that do not meet any of the above criteria but for whom there is a reasonable concern for their safety.”
