We, The English Speaking People, will treat as an associate or principal of a racketeering influenced organization provisionally named RICO 9/11, anyone who is described by all of the following predicates

(a) Anyone who fails to surrender to authorities with jurisdiction by 8:46 a.m. EST on September 11, 2011 to a court, AND,

(b) is suspected of spoliation of evidence relating to violations of the United States Criminal Code Section 1958 (murder for hire) in respect of the murders of nearly 3,000 victims during the continuity-of-government exercises of 9/11, AND,

(c) obtained, retained, concealed, sold or invested in images used in the pay-per-view snuff-film industry in respect of the events of 9/11 where they knew or they ought to have known that the images were subjected to processing by VideoGuard encryption devices or devices with similar encryption functions assigned to patent pools in the custody of the Treasury Solicitor’s bona vacantia accounts, AND,

(d) have benefited or potentially could benefit from negotiable instruments related to VideoGuard 9/11 images which have been structured by the joint venture partnership between News Corporation, NDS and the Permira private equity for government entities or client pension funds such as the Illinois Municipal Retirement Fund.
