1. Abel Danger (AD) claims that Serco is operating a kill list through its 8(a) company servers and offers shareholders keys to an assassination network where a targeted victim's death is synchronized with mass-casualty events in Zulu time.
2. AD claims that in 1997, Serco put a kill list developed for Clinton Foundation donors in the custody of HSBC bank offices on the ground floor of WTC#1 (North Tower) and synchronized subsequent online assassinations through the 47th floor offices of Adjusters International.
3. AD claims that Serco's MOD client authorized Hillary Clinton's aides to use a patented strobe (flicker vertigo) device through the Federal Bridge Certification Authority servers to disable the driver of Princess Diana's Mercedes and trigger the series of synchronized events which preceded her alleged assassination in Paris on August 31, 1997.
4. United States Marine Field McConnell has briefed Donald Trump on how Hillary Clinton and her fellow feminists have been using the Serco kill list, Adjusters' International banks and the Federal Bridge to assassinate their enemies, including feminine icons such as Lady Diana, Princess of Wales.

"Digital display device US 4788539 A ABSTRACT A digital device for visually displaying the value of a generally continuously varying function, such as car speed. The device displays subranges of a full scale, putting them individually in a viewing area. The displayed subranges in the viewing area will be replaced as required to permit representation of the input function over the full scale. The device allows selection of a new subrange with the property that the input function value initially will be at an interior position in the new subrange, thereby preventing repeated rapid switching between subranges. The subrange display can be defined using scale markers in just a few fixed positions in the viewing area. … The flickering can be a distracting visual flashing. For example, five of seven segments are changing in a transition between a "1" and a "2" digit, and several digits may be changing simultaneously. This can be dangerous, as in the case of driving an automobile. An appropriate rate of flashing may even induce "flicker vertigo" in some people, and this can produce a trance-like state.
"MI6 and SAS 'united in Princess Diana death plot'
THE Scotland Yard inquiry into claims that the SAS murdered Princess Diana took a new twist last night when an author offered to hand over his secret dossier to detectives.
By JAMES MURRAY PUBLISHED: 00:00, Sun, Sep 1, 2013
Alan Power claims Diana, who died in a Paris car crash 16 years ago yesterday, was killed by MI6 with military help.
The Sunday Express has learnt that a former SAS soldier who claims to have served in an assassination team known as The Increment worked closely with him on his explosive new book, The Princess Diana Conspiracy. Mr Power says he will protect his sources but we have learnt that he has twice offered to hand over sensitive files to Yard officers. Last night he said from his home on the Isle of Man: "I am happy to help them in any way I can but they have not taken up my offer so far. I am tempted to consider they don't want to know. That is my belief."
However, we understand detectives have given him a crime number, RCAD3177, and that officers will be contacting him in the coming weeks.
Police launched their investigation after being told that another former SAS soldier, unknown to Mr Power, informed his estranged in-laws that the regiment was behind the crash that killed the 36-year-old Princess, her boyfriend Dodi Fayed, 42, and chauffeur Henri Paul.
As flowers were laid at the Alma tunnel in Paris and outside Kensington Palace in London yesterday in memory of the Princess, Mr Power insisted he was not trying to cash in on the tragedy, saying he was seeking "justice for Diana". In his preface for the book, he states: "Diana was murdered by MI6 with military aid’" but does not produce overwhelming evidence to support his theory or name the assassins.
Explaining the role of the so-called Increment team, he wrote: "The secret paramilitary organisation comprises troops from the SAS and SBS military for the purposes of carrying out lethal operations, as described by Richard Tomlinson."
Former MI6 agent Tomlinson told the inquest into Diana and Dodi's deaths that he was aware of a colleague's proposal to kill Serbian leader Slobodan Milosevic by using a strobe light in a tunnel to distract his driver, causing a crash. At the inquest Sir Richard Dearlove, former head of the Secret Intelligence Service, denied MI6 was involved in Diana's death, claiming that Tomlinson's evidence about the strobe light was "spurious" and that he had elaborated bits of information he had heard to make mischief for the service.
He denied that security service staff were trained to use strobe lights for disorientation.
I offered my evidence but maybe they don't want to know Alan Power Lawyer Michael Mansfield, QC, said the Milosevic assassination suggestion entailed the use of "the Increment, a small cell of SAS and SBS specially selected and trained to carry out operations for MI5 and MI6".
Sir Richard responded: "I am not going to speculate or comment. There are a number of capabilities that SIS had. I am not going to confirm or deny whether the ones you are mentioning are part of the service's capabilities. The services's capability is the service's capability but I do not think that has anything to do with this inquest into the death of Princess Diana." Asked to comment on Mr Power's claims, Scotland Yard said: "The Metropolitan Police is scoping recent information regarding the deaths of Princess Diana and Dodi Al Fayed. This scoping exercise is not complete."
In a separate development a man who worked with Diana on her landmines campaign has come forward to claim she was killed because she was upsetting shadowy figures in the arms industry.
Retired soldier Rory Allen said her condemnation of a host of lethal armaments had upset certain "figures". Shortly before she died, Diana visited Bosnia to highlight the death and injury caused by landmines there. South Africa-based military consultant Mr Allen claims she was also planning to expand her campaign to the Middle East by joining him in a mine clearance exercise. She had offered to support his Operation Khamsin project to clear mines at El Alamein in Egypt's western desert. "She was going to make a big speech in Egypt and speak in other countries," he claimed.
A letter from The Office of Diana, Princess of Wales to Mr Allen, signed by Mrs Colin MacMillan, says: "The Princess was touched that you took the trouble to write following the documentary film of her visit to Angola and was interested to read of your various projects.
"The Princess of Wales hopes that the world now has a better understanding of the suffering caused by anti-personnel mines and that there will be an opportunity to visit some of the 65 other countries affected in the same manner. Your letter meant a great deal to the Princess who has asked me to send you her heartfelt thanks."
Mr Allen, who is recovering in England after an illness, said: "Through my contacts in the mine clearance industry I was reliably informed that the humanitarian efforts of Diana had incurred the disapproval of certain figures because of her declared condemnation of the use of cluster-bombs, depleted uranium shells and phosphorus munitions, all of which greatly boost the lethality of the regions over which hostilities have been waged."
"She had been calling for an international ban on the production and deployment of these items, which had been produced in a number of countries, including the UK, and used in the Kosovo and Serbian conflicts." At the inquest into her and Dodi's deaths, coroner Mr Justice Scott Baker told jurors Diana's friend Simone Simmons said the Princess was preparing a report that she was going to call “Profiting Out Of Misery". It was said she was going to name names and show that the British Government and public figures were profiting from the proliferation of landmines. Top of the list of "culprits" was allegedly going to be the SIS.
In 2008 the jury returned verdicts that the Princess and Dodi had been unlawfully killed and blamed the driving of chauffeur Henri Paul, who had been drinking, and the driving of “following vehicles”. Witness Francois Levistre said a white flash of light was directed at the couple’s Mercedes, causing the crash. Mr Levistre said he stopped near the tunnel exit and claimed he saw a motorcycle passenger get off, approach the car, look inside and make a hand gesture to the bike's driver before they sped away. Those two and drivers of other vehicles have never been traced.
The Scotland Yard spokesman yesterday added: "The deaths of Diana and Dodi were thoroughly investigated by Operation Paget.
"All the material gathered was fully disclosed, and witnesses made available, to Justice Scott Baker. The jury's verdict was unlawful killing, grossly negligent driving of the following vehicles and of the Mercedes.""
"Events leading up to the crash: The last day in Paris
Here we suggest what we think is most likely scenario of events that led to the crash and take a closer look at what happened in the previous 24 hours: The inconsistencies start the day before the couples death. On their arrival in Paris from Sardinia on 30th August they drove into Paris in a Mercedes driven by a Ritz chauffeur, Philippe Journot. The Al Fayed family later claimed that the car was harassed by photographers on bikes and "a mysterious dark car" which tried to "cut in front and slow them down". (Independent on Sunday, 7th September 1997).
On the same day, Diana and Dodi Fayed also visited the former house of the Nazi sympathiser, the Duke of Windsor where Diana was given a "guided tour of the house and garden" by Dodi Fayed. Mohammed Al Fayed owned the house, and was at the time auctioning some of contents and property of the disgraced Duke and his wife Wallis Simpson. At one point during the evening, Dodi Fayed slipped out of the hotel to collect a £130,000 ring from a jeweller's which Diana had chosen from it's sister shop in Monte Carlo. Later, Fayed spoke to one of his cousins, a Saudi citizen, Hussein Yassin. He said Fayed was "happy and elated" and he told Yassin: "We are very serious . . . we are going to get married". (Independent on Sunday, 7th September 1997).
Imagine the reaction of the British royal family if MI6 were reporting back to them details of Diana's private life ! Thus, it is worth speculating that at this point it well may have been the intention of the couple to announce their engagement the following morning (without, as protocol dictates, asking the permission of the Queen). This, coupled with possibility that Diana and Dodi were going to live in the Duke of Windsor's former house may have been to much to bear for the Royals. Hence, the speculation in the Arab press that she was killed so as to prevent the mother of the heir to the British throne becoming a Muslim (like her friend Jemima Goldsmith had done when she married Imran Khan, the famous Pakistani cricket player). Robert Fisk, the Independent's correspondent in The Lebanon was told:
Had l heard what the Lebanese were saying about Diana's death? They had convinced themselves . . . that it was a plot. The British establishment could not stomach the idea that Diana - in love with an Egyptian Muslim - might herself convert to Islam, So they got rid of her . . . (Independent on Sunday, 12th October 1997). After a meal, the couple decided to make their way to Dodi's private apartment at Rue Arsene-Houssaye.
However, the Mercedes is prevented from proceeding along its preferred route (witnessed by Thierry H) - a car that blocks the way along the Avenue de Champ Elysees - thus forcing the Mercedes onto the route that leads to the tunnel at the Point d'Alma. None of the two cars or motorbike chasing the Mercedes at this point contain any paparazzi - they all appear in the first couple of minutes after the crash.
As the Mercedes approaches the tunnel it is being chased by two vehicles and one motorbike - it's possible that one of the vehicles (a white Fiat Uno) rams the Mercedes just before the crash "causing it to spin out of control" (The Guardian, November 13th, 1997). As the Mercedes gets nearer the tunnel, a motorbike prevents one car (driven by Brenda Wells) from taking the approach road that leads to the tunnel. It's possible that a remote-controlled device was used - causing an explosion (reported by CNN) which was heard by witnesses - that disabled the driving controls and electronics of the Mercedes. A strobe light was also used to disable the driver on the final seconds before it entered the tunnel - which some witnesses claim was completely dark as the lights had been turned off minutes earlier.
After hearing an explosion and then a bang, witnesses ran to the scene - only to be told to "back off" by an unknown person to runs towards them out of the tunnel from the direction of the crashed car. A second person, whose identity is also unknown, was seen in the Mercedes removing the drivers head off the car horn.
Witnesses also report that a helicopter was seen above just before the crash - was it monitoring events on the ground ? As the electricity has been cut in the tunnel, the traffic cameras don't work, thus ensuring there is no video evidence of the Mercedes final approach to the tunnel, or what vehicles can be seen leaving it. One witness, Gary Hunter saw two vehicles race out of the tunnel, others saw a motorbike.
The person who takes Paul's head off the car horn injects him with a syringe containing a cocktail of alcohol and other drugs. Thus, the media settle with this as the "official" version of the car crash: the drunk driver was the cause of the crash that killed Princess Diana. After three contradictory autopsies, Paul is buried on the advice of his lawyers, and not cremated, as they advise his body may have to be exhumed again.
If MI6 were involved, then they certainly appear to have the means kill Princess Diana by faking a car crash.
In 1992, for example, former MI6 agent Richard Tomlinson says they planned to kill President Milosevic by using a fake car crash in Geneva. In 1996, according to the former MI6 agent David Shayler, they failed in their attempt to kill the Libyan leader Colonel Muammar Gaddafi - but the car bomb they used killed scores of Libyan civilians (thus, Gaddafi, who has survived at least three attempts made on his life by western intelligence services, was also the only leader of a country to openly speculate that MI6 had killed Diana). Successive British governments have sought to keep from both the British Parliament and the British people any details of MI6 assassination attempts against foreign leaders, hence the present hysteria of the Blair government towards both Tomlinson and Shayler. We believe that the Tomlinsonrevelations are very significant, as he has specifically claimed that MI6 planned to kill Slobodan Milosevic, then President of the Yugoslav Republic of Serbia, by:
"Disorientating (his) chauffeur using a blinding strobe light as (his car) passed through one of Geneva's road tunnels"
You can read here Tomlinson claims that MI6 may be involved in the death of Princess Diana in his Statement made on 12th May 1999 to the French inquiry into the crash. You can also read the details of the Attempt by MI6 to assassinate Milosevic in 1992. If it's true that MI6 planned to kill Milosevic in such a way, then it proves they had the means and capabilities to organise the crash that killed Princess Diana. There have also been a number of suspicious deaths caused by car crashes of people working in the defence industry in Britain during the 1980's, which we have summarised from Tony Collin's book Open Verdict.
Historically, in recent times, the only other time the royal family are said to have been involved in murder was the famous Jack the Ripper murders in London during 1888. Prince Albert Victor Christian Edward (known as "Eddy" to his friends) is one of the most famous suspects in the Jack the Ripper case, figuring in no less than three major theories. It must be added that involvement of the House of Windsor in these crimes has never been proven."
"'Accidents can happen': Warning to Diana from Prince Charles's friend
Prince Charles's friend Nicholas Soames threatened Diana six months before her death and warned her to stop meddling in a controversy over landmines, the inquest heard yesterday.
By RICHARD PALMER ROYAL CORRESPONDENT

The jury was told that Diana's friend Simone Simmons had listened in on a telephone conversation at the Princess’s invitation in February 1997 and heard the then Armed Forces Minister warn her “accidents can happen".
Jurors heard that Diana became embroiled in political controversy after fronting a Red Cross campaign to bring in an international ban on landmines at a time when the British government wanted an exemption for its forces.
Several senior figures in the then Tory administration spoke out against the Princess, accusing her of being a "loose cannon" and interfering in party politics at a time when Labour favoured the ban – and later brought it in.
My husband was an equerry for many years and knew a lot about the Royal Family and he knew how the rules operate, and I don’t think Diana realised it Raine, Countess Spencer
Mr Soames, Tory MP for Mid-Sussex, has been a friend of Prince Charles since they were both boys. He went on television in November 1995 to denounce Diana as "paranoid" when she complained about people in the Prince’s camp being out to get her.
But he told the inquest that he had never made a threatening phone call to her or ever discussed the landmines issue with her. "It's a really grotesque suggestion," he said.
Michael Mansfield, QC, cross-examining Mr Soames on behalf of Mohamed Al Fayed, told him that he had "a very distinctive voice", and that Ms Simmons was sure it was he who made the threatening phone call."

The boss of government outsourcing group Serco quit to allow a new boss to be appointed from outside the troubled company.
Serco is scrambling to restore its reputation following a series of debacles ranging from failing to provide enough doctors in Cornwall to charging the government for electronic tags on dead prisoners.
Chris Hyman, left with immediate effect on Friday after 20 years with the operator of hospitals, prisons and railways. He said he would "step back" from his chief executive role, held for 11 years, to allow relations with the government to be rebuilt."
"Developments in PKI occurred in the early 1970s at the British intelligence agency GCHQ, where James Ellis, Clifford Cocks and others made important discoveries related to encryption algorithms and key distribution.[19] However, as developments at GCHQ are highly classified, the results of this work were kept secret and not publicly acknowledged until the mid-1990s.
The public disclosure of both secure key exchange and asymmetric key algorithms in 1976 by Diffie, Hellman, Rivest, Shamir, and Adleman changed secure communications entirely. With the further development of high-speed digital electronic communications (the Internet and its predecessors), a need became evident for ways in which users could securely communicate with each other, and as a further consequence of that, for ways in which users could be sure with whom they were actually interacting.
Assorted cryptographic protocols were invented and analyzed within which the new cryptographic primitives could be effectively used. With the invention of the World Wide Web and its rapid spread, the need for authentication and secure communication became still more acute. Commercial reasons alone (e.g., e-commerce, online access to proprietary databases from web browsers) were sufficient. Taher Elgamal and others at Netscape developed the SSL protocol ('https' in Web URLs); it included key establishment, server authentication (prior to v3, one-way only), and so on. A PKI structure was thus created for Web users/sites wishing secure communications.
Vendors and entrepreneurs saw the possibility of a large market, started companies (or new projects at existing companies), and began to agitate for legal recognition and protection from liability. An American Bar Association technology project published an extensive analysis of some of the foreseeable legal aspects of PKI operations (see ABA digital signature guidelines), and shortly thereafter, several U.S. states (Utah being the first in 1995) and other jurisdictions throughout the world began to enact laws and adopt regulations. Consumer groups raised questions about privacy, access, and liability considerations, which were more taken into consideration in some jurisdictions than in others.
The enacted laws and regulations differed, there were technical and operational problems in converting PKI schemes into successful commercial operation, and progress has been much slower than pioneers had imagined it would be.
By the first few years of the 21st century, the underlying cryptographic engineering was clearly not easy to deploy correctly. Operating procedures (manual or automatic) were not easy to correctly design (nor even if so designed, to execute perfectly, which the engineering required). The standards that existed were insufficient.
PKI vendors have found a market, but it is not quite the market envisioned in the mid-1990s, and it has grown both more slowly and in somewhat different ways than were anticipated.[20] PKIs have not solved some of the problems they were expected to, and several major vendors have gone out of business or been acquired by others. PKI has had the most success in government implementations; the largest PKI implementation to date is the Defense Information Systems Agency (DISA) PKI infrastructure for the Common Access Cards program."

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa pre-processing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.
The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.
Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.
The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.
The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms' high-density shelves are stacked floor-to-ceiling with files, each a collection of someone’s hopes and dreams and each requiring proper handling. ….
The NVC also preprocesses the chief of mission (COM) application required for the filing of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
"Serco farewell to NPL after 19 years of innovation 8 January 2015 Serco said goodbye to the National Physical Laboratory (NPL) at the end of December 2014 after 19 years of extraordinary innovation and science that has seen the establishment build a world-leading reputation and deliver billions of pounds of benefit for the UK economy. During that period under Serco's management and leadership, NPL has delivered an extraordinary variety and breadth of accomplishments for the UK's economy and industry. Some of the key achievements during that time have been:… It has been estimated that work carried out by the Centre of Carbon Measurement at NPL will save eight million tonnes of carbon emissions reductions (2% of UK footprint) and over half a billion pounds in economic benefit over the next decade…. "UK Cabinet Office – Emergency Planning College – Serco …..Types of Exercise Workshop Exercises These are structured discussion events where participants can explore issues in a less pressurised environment. They are an ideal way of developing solutions, procedures and plans rather than the focus being on decision making. Table Top Exercises These involve a realistic scenario and will follow a time line, either in real-time or with time jumps to concentrate on the more important areas. The participants would be expected to be familiar with the plans and procedures that are being used although the exercise tempo and complexity can be adjusted to suit the current state of training and readiness. Simulation and media play can be used to support the exercise. Table-top exercises help develop teamwork and allow participants to gain a better understanding of their roles and that of other agencies and organisations. Command/Control Post Exercises These are designed primarily to exercise the senior leadership and support staff in collective planning and decision making within a strategic grouping. Ideally such exercises would be run from the real command and control locations and using their communications and information systems [Feeling lucky, Punk?]. This could include a mix of locations and varying levels of technical simulation support. The Gold Standard system is flexible to allow the tempo and intensity to be adjusted to ensure maximum training benefit, or to fully test and evaluate the most important aspects of a plan. Such exercises also test information flow, communications, equipment, procedures, decision making and coordination. Live Exercises These can range from testing individual components of a system or organisation through to a full-scale rehearsal. They are particularly useful where there are regulatory requirements or with high-risk situations. They are more complex and costly to organise and deliver but can be integrated with Command Post Exercises as part of a wider exercising package."
