There was an
unexplained change of course of the Malaysian MH17 flight which took the
aircraft directly over the Eastern Ukraine warzone.
The Spanish air
controller confirms a conflict between the Ministry of Defense and the Ministry
of the Interior intimating that the order concerning the downing of the
aircraft came from the Ministry of the Interior, which is dominated by Svoboda
and Right Sector.
He also said that the
MH17 flight was escorted by Ukrainian fighter jets minutes before it was
downed. It is worth noting that the presence of the Ukraine fighter jets
reported by the Spanish air traffic controller was confirmed by eyewitness
reports in the Donetsk region:

"Washington
(CNN) FBI and Justice Department prosecutors are conducting an investigation
into possible US ties to alleged corruption of the former pro-Russian president
of Ukraine, including the work of Paul Manafort's firm, according to multiple
US law enforcement officials.
The investigation is
broad and is looking into whether US companies and the financial system were
used to aid alleged corruption by the party of former president Viktor
Yanukovych.
Manafort, who resigned
as chairman of Donald Trump's campaign Friday, has not been the focus of the
probe, according to the law enforcement officials. The investigation is ongoing
and prosecutors haven't ruled anything out, the officials said.
The probe is also
examining the work of other firms linked to the former Ukrainian government,
including that of the Podesta Group, the lobbying and public relations company
run by Tony Podesta, brother of Clinton campaign chairman John Podesta.
Anti-corruption
investigators in Ukraine have alleged Yanukovych and members of his party ran a
corrupt regime. He fled to Russia following a public uprising in 2014.
The FBI, Justice
Department and Manafort declined to comment. A Washington attorney who
represents Manafort and Yanukovych didn't respond to a request for comment.
The Podesta group
issued a statement saying it hired lawyers to examine its relationship with a
not-for-profit organization linked to the ousted Ukrainian regime.
The firm has retained
Caplin & Drysdale as independent, outside legal counsel to determine if we
were misled by the Centre for a Modern Ukraine or any other individuals with
regard to the Centre's potential ties to foreign governments or political
parties," the statement said.
It continued:
"When the Centre became a client, it certified in writing that 'none of
the activities of the Centre are directly or indirectly supervised, directed,
controlled, financed or subsidized in whole or in part by a government of a
foreign country or a foreign political party.' We relied on that certification
and advice from counsel in registering and reporting under the Lobbying
Disclosure Act rather than the Foreign Agents Registration Act. We will take
whatever measures are necessary to address this situation based on Caplin &
Drysdale's review, including possible legal action against the Centre."”

By the time SBA celebrates its 50th anniversary in 2003, agency officials want all their programs up and running around the clock, chief financial officer Joseph Loddo said.
In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.
SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.
The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.
'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.
Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.
'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour."

When Donald Trump
bought the famous Turnberry golf club in Ayrshire last year, he believed his
name would soon be cemented alongside the legends of the game.
But his dream of
handing over the trophy at The Open is in tatters,The Independent on
Sunday can reveal, after golf’s governing body, headquartered in Scotland,
privately decided that his reputation is now so toxic that the newly renamed
Trump Turnberry can no longer host the game’s most prestigious tournament.
Controversial remarks
made by Mr Trump in his campaign for the Republican nomination – about Muslims,
Mexicans, Chinese and women, among others – have given him a near-pariah status
in the global game, raising the risk of a boycott by sponsors and international
players.
Previously, the new
chief executive of the Royal and Ancient Golf Club of St Andrews, Martin
Slumbers, had been expected to endorse Turnberry as a venue for the 2020
Open.
But in June Mr Trump
called Mexican immigrants “rapists” and called for a wall to be built along the
United States-Mexico border. The comment, according to R&A insiders, raised
eyebrows about what might come next.
One member
told The Independent on Sunday: “Those who forecast worse would come,
including warnings from our American cousins, have been proved correct.”

of the White House Travel Office were fired. This action was unusual because

The White House stated
the firings were done because financial improprieties in the Travel Office
operation during previous administrations had been revealed by an FBI investigation.
Critics contended the firings were done to allow friends of President Bill Clinton and First Lady Hillary Clinton to take over the travel business and that the involvement of the
FBI was unwarranted. Heavy media attention forced the White House to reinstate
most of the employees in other jobs and remove the Clinton associates from the
travel role.
Further investigations
by the FBI and the Department
of Justice, the White House
itself, the General
Accounting Office, the House Government Reform and Oversight
Committee, and the Whitewater Independent
Counsel all took place over
the subsequent years. Travel Office Director Billy Dale was charged with embezzlement but found not guilty in 1995. In 1998, Independent Counsel Kenneth Starr exonerated Bill Clinton of any involvement in the matter.
Hillary Clinton
gradually came under scrutiny for allegedly having played a central role in the
firings and making false statements about her role in it. In 2000, Independent
Counsel Robert
Ray issued his final report
on Travelgate. He sought no charges against her, saying that while some of
Clinton's statements were factually false, there was insufficient evidence that
these statements were either knowingly false or that she understood that her
statements led to the firings.”

The federal contractor
sued by the Justice Department for failing to adequately conduct government
security clearances—including NSA leaker Edward Snowden—is processing sensitive
immigration applications for the Obama administration.
This astounding
information comes from a high-ranking government source with detailed knowledge
of the arrangement. Though it’s being investigated by the Department of Justice
(DOJ) for fraud, United States Investigations Services (USIS), has been taking over a lot of
administrative processing of immigration benefit applications, the inside
source told Judicial Watch. The scandal-plagued company is also handling
sensitive immigration files, despite its well-documented transgressions.
It's preposterous that
a company under fraud investigation is still allowed to handle sensitive
government applications, JW’s source logically points out. Here's how it happens; Most of USIS’s executives are retired officials
who worked for the influential Senior Executive
Service at the U.S. Office
of Personnel Management (OPM), the agency that operates and oversees nearly
every government activity in dozens of federal agencies. Their connections help them land federal
contracts, JW’s source says, and once they land the lucrative deals they
convince the government to let them do their own quality assurance so they cut
corners.
The serious corner
cutting came to light after Snowden, a National Security Administration
contractor, divulged thousands of classified documents to the media. USIS,
which handles the bulk of background checks for government security clearances,
had conducted Snowden’s background check as well as the clearance for Navy Yard
shooter Aaron Alexis. Since the two breaches occurred, former USIS employees
have come forward accusing the company of unrealistic deadlines and workloads,
dumping cases and producing incomplete background checks to meet revenue goals.
As part of its fraud
probe of USIS, which is based in Falls Church, Virginia, the DOJ filed a lawsuit in federal court earlier this year accusing the contractor of failing
to adequately conduct security checks in 40% of the cases it handled for the
government. USIS
submitted at least 665,000 incomplete background checks to OPM, the agency that
officially contracts firms to do government work, the complaint says.
It further alleges that USIS dumped and flushed cases, falsely representing
them as completed, to maximize the company’s revenues and profits.
Months before it filed
the complaint, the DOJ announced that it had launched an investigation
of USIS, which the agency revealed had been contracted by the U.S. government
since 1996 to perform background investigations on individuals seeking
employment with various federal agencies. In the announcement a high-ranking
federal prosecutor said USIS’s shortcuts would not be tolerated and that the
DOJ would take action against those who charge taxpayers for services they failed
to provide, “services that could place our country’s security at risk."
The top federal
prosecutor in the Alabama district where the DOJ filed the USIS lawsuit added
that “the increase in foreign and domestic terrorism places an increased
responsibility on our government to ensure that unsuitable individuals are
prohibited from government employment.” That means thorough, appropriate and
accurate background checks are essential in the employment of government
personnel, the assistant U.S. Attorney said. It appears from the written
announcement that the feds get it, but their actions (letting a tainted company
handle sensitive immigration files) tell a different story."
