Those companies include two for the couple's personal finances and three for the foundation, according to the documents, which were first reported by the Washington Free Beacon."

Belgian authorities said tonight they believe the terror network that killed 32 people in Brussels last month were initially planning a fresh attack in France but changed their target as investigators closed in on them.

"The Federal Prosecution Office can confirm that numerous elements in the investigation have shown that the terrorist group initially had the intention to strike in France again. Eventually, surprised by the speed of the progress in the ongoing investigation, they urgently took the decision to strike in Brussels," prosecutors said.

On March 18, Belgian and French police arrested key terror suspect Salah Abdeslam in Brussels. The terror attacks at the national airport and the city's metro station took place four days later. Federal prosecutors also said they are now charging Mohamed Abrini with terrorist murders and participation in a terror group in the Brussels attacks. On Saturday, he was charged with the same offences over the Paris attacks of last November.

‘I’m the man in the hat' Abrini has confessed to being the third attacker at the Brussels national airport as Belgium's probe into the suicide bombings last month took a leap forward.

Federal prosecutors said Abrini, who was captured yesterday after a long manhunt, admitted his involvement after being confronted with evidence. A Belgian official said authorities are "sure" Abrini was the airport suspect.

Belgium's federal prosecutors said earlier they had also identified the second person present at the suicide bombing at Maelbeek metro station, which also occurred on March 22. They charged the suspect, Osama Krayem, with participation in a terrorist group and with murder.

The developments could resolve some of the critical questions around the two attacks, which killed 32 people and injured hundreds more. While Belgian investigators faltered initially, the core of the terror network that struck last month could now be in custody, after the arrests of six people on Friday, Abrini’s confession and the charges filed against Krayem.

Salah Abdeslam, another major suspect in both the Brussels bombings and the Paris terrorist attacks last year, was detained by Belgian and French police on March 18.

However, counterterrorism analysts have stressed that others involved in the Brussels bombings and Paris attacks likely remain at large, describing a potentially extensive network. After the Paris attacks and the killing days later of the apparent lead planner, Belgian-born Abdelhamid Abaaoud, officials thought Abrini and Abdeslam were the only two major suspects left. In fact, they discovered a much larger cell of Syrian trained fighters, some Europeans and others not, who helped plan the Paris attack and then staged the following strike in Brussels.

Belgian Prime Minister Charles Michel vowed that authorities will "remain alert."

News of Abrini's confession came just hours after federal prosecutors announced they had charged the Belgian with being a lead member of a terrorist group and carrying out murders in the Paris attacks. At that point, they said they couldn’t confirm he was the man seen escaping from the airport on March 22 wearing a light jacket and dark hat.

"After being confronted with the results of the different expert examinations, he confessed his presence at the crime scene,” the federal prosecutors said. "He explained having thrown away his vest in a garbage bin and having sold his hat afterwards."

Prosecutors on Friday said Abrini's DNA and fingerprints were found in safe houses used by the network behind the Paris and Brussels attacks. Belgian authorities issued a wanted notice in late November for Abrini, a 31-year-old Belgian citizen.

Abrini had been seen in surveillance video with Paris suspect Abdeslam at a gas station north of the French capital two days before the attacks there. At the time, Abrini was driving one of the cars that was used two days later in the attacks. The identification of Krayem in connection with the subway attack at Maelbeek could be another major advance. Until Friday, authorities hadn't even confirmed that they suspected a second attacker was involved in the Maelbeek station attack, in addition to suicide bomber Khalid el-Bakroui. Prosecutors now say Krayem, a Swedish national, purchased the luggage used in the airport attacks at a shopping mall in Brussels. Investigators believe he went to Syria in early 2015. "He was quite open about his activities," said Magnus Ranstorp, a professor at Sweden's National Defense College who tracked Krayem at that time through his social network posts.

Like several members of the network known to have planned and participated in the Brussels and Paris attacks, Krayem is suspected of having posed as a migrant, using a fake passport in the name of Naïm al Hamed, to cross back into Europe, according to European security officials. Belgian prosecutors said Friday he had been picked up in Germany on Oct. 3 by Abdeslam and driven to Belgium. On Saturday, prosecutors also charged a Rwandan national, Herve B.M., and another suspect, Bilal E.M., with participation in a terrorist group and complicity in terrorist murders. Bilal E.M. was identified earlier by a Belgian official as Bilal el Makhouki. Both are "suspected of having offered assistance" to Abrini and Krayem, prosecutors said.

In February 2015, Makhouki was sentenced to five years in prison for his role in Islamic group Sharia4Belgium, a second Belgian official said Saturday. The official said Makhouki was in Syria for more than a year, where he lost a leg in battle.

Meanwhile, authorities in Antwerp, Belgium's second-largest city, confirmed they had tightened security there following information the police received earlier in the week. A spokesman for Antwerp’s police said police gained information related to three nearby locations, including a shopping mall.

Match fixing generally refers to fixing the final result of the game. Another form of match fixing, known as spot fixing, involves fixing small events within a match which can be gambled upon, but which are unlikely to prove decisive in determining the final result of the game.

Other names for match fixing include game fixing, race fixing, sports fixing or hippodroming. Where the sporting competition in question is a race then the incident is referred to as race fixing. Games that are deliberately lost are sometimes called thrown games. When a team intentionally loses a game, or does not score as high as it can, to obtain a perceived future competitive advantage (for instance, earning a high draft pick) rather than gamblers being involved, the team is often said to have tanked the game instead of having thrown it. In pool hustling, tanking is known as dumping. In sports where a handicap system exists and is capable of being abused, tanking is known as sandbagging."

Britain and France today signed a landmark 50-year treaty on defence and security that envisages the joint use of aircraft carriers, a 10,000-strong joint expeditionary force and unprecedented new levels of co-operation over nuclear missiles.

The deal, signed in London by David Cameron and the French president, Nicolas Sarkozy, has in part been forced on the two countries as they struggle with tightening defence budgets, but also reflects a level of mutual trust not seen for decades.

… Britain and France were natural partners as the third and fourth largest forces in the world, he said, calling France a logical sensible and practical partner. "It is the start of something new," Cameron said, adding: "The treaty is based on pragmatism, not just sentiment."

Cameron disclosed that the two treaties would:

• Create a joint expeditionary task force in which around 5,000 UK and French troops from all three services will train and exercise together from 2011. The force will be able to launch high-intensity peacekeeping, rescue or combat missions.

• Co-operate on an integrated strike force ensuring aircraft can operate off both the planned British carrier and the French carrier Charles de Gaulle. Operations would start with training missions, and would eventually provide cover when one nation's carrier was in dock for maintenance.

Britain will modify its future aircraft carrier to make it compatible with French aircraft."

The British spy whose body was found padlocked inside a bag in his flat had illegally hacked into secret data on former U.S. president Bill Clinton, it has been revealed.

Gareth Williams, 31, was discovered in a holdall in the bath at his London home five years ago this month, but the mystery surrounding his death has never been solved.

Today, it has been revealed the spy had dug out a guest list for an event Clinton was due to attend as a favour for a friend. The hack breached Mr Williams' security clearance and this sparked anger among MI6 bosses as tensions rose with U.S. security services over the spy's transatlantic work, The Sun on Sunday has reported.

A source said: 'The Clinton diary hack came at a time when Williams' work with America was of the most sensitive nature.

'It was a diplomatic nightmare for Sir John Sawers, the new director of MI6 at the time.'

The paper has also reported that voicemail messages Mr Williams, a maths genius and expert cryptographer, left for family and friends were deleted shortly after his death.

Earlier this month, it was revealed that detectives who investigated the mysterious death believe he was murdered and that his killers then broke back in through a skylight to cover their tracks.

The claim centres on the revelation that part of the forensic equipment placed in the flat after the body was found was moved – despite the fact the building was under armed police guard.

The theory supports his family's suspicions he was murdered by 'agents specialising in the dark arts of the secret services'.

As the BBC is embroiled in yet another row over sexism after presenter John Inverdale's poorly judged on air-comments, and MPs scramble in Westminster to condemn male-only establishments - just down the road, at White's in St James's, it is very much business as usual. The exclusive membership only establishment - the 'original 'old boy's club' - is the grandest, oldest and most notoriously difficult to gain entrance to. Once, every Prime Minister from Robert Walpole in the early 18th century to Robert Peel in the mid-19th was a member, and the club boasts a bar which 'has not shut for 200 years'. But White's - to which only one woman, the Queen, has ever been allowed entrance - was quietly disowned by David Cameron in 2008, despite his father Ian once being chairman. The Prime Minister is said to be the only member to have left of his own free will.

Here, HARRY MOUNT takes a look at the history of Britain’s most notorious male only club - where rakes, rogues and royals have drunk side by side. The Culture Secretary Maria Miller would, it's safe to say, disapprove of White's, the grandest, oldest, raciest gentlemen's club in London. But, then again, she’s unlikely to be invited to visit. The only woman who’s ever been entertained there is Her Majesty the Queen.

All-male clubs have been the subject of Mrs Miller's ire this week as she attacked the men-only policy of Muirfield, which is hosting golf's Open Championship.

Yesterday, the Prime Minister gave her his full support. A spokesman for David Cameron condemned such all-male clubs as looking 'more to the past than they do to the future'.

But Mr Cameron was not always so high-minded.

Until fairly recently he was a member of the notorious White's club, just up the road from St James's Palace. Indeed his late father, Ian, was its chairman. But the future Prime Minister tactically resigned when Leader of the Opposition because the all-male club didn't fit with his vision of modern Conservatism.

It is said that he is the only member to have left of his own free will – and not by death or shameful forced resignation. The club was founded in 1693 as a hot-chocolate house by an Italian, Francesco Bianco, whose name translated into Francis White – and thus White’s. It soon graduated to more intoxicating practices, notably heavy drinking and gambling.

For centuries, it has taken pride in its reputation as the hardest of the London gentleman’s clubs to get into.

The Victorian Prime Minister, Benjamin Disraeli, said there were only two things that an Englishman cannot command – being made a Knight of the Garter or a member of White’s.

There is a long waiting list to join and many applicants are still blackballed – rejected – by existing members. New members must be vouched for by 35 signatories and membership is more than £850 a year.

The late journalist Auberon Waugh – whose father Evelyn was a devoted White's member – was blackballed in 1995 by anonymous enemies at the club. In the Spectator, Waugh retaliated, writing of the 'insecure, big-bottomed men who think that membership of White's gives them some sort of social cachet ... White's has always had its fair share of s***s and twerps and pompous bores'.

Since then, the 'White's Club S**t' has entered club slang to mean the worst sort of nasty, selfish, pompous show-off.

Still, in its 300-year history, the club has played host to some illustrious members and a glittering array of politicians.

Among its old members are the Duke of Wellington, the Regency dandy Beau Brummell, George IV, William IV, Edward VII and Winston Churchill's son, Randolph. Prince Charles is a member and held his Bollinger champagne-fuelled stag night at the club before his wedding to Lady Diana Spencer.

Prince William is said to be a member.


The club has also attracted its fair share of rogues.

White's was implicated in the great 'Cambridge Spies' scandal. Some have claimed that the recruitment and subsequent movements of Guy Burgess, Donald Duart Maclean, Kim Philby and Anthony Blunt were orchestrated from the club's bar.

Meanwhile, in his novels Evelyn Waugh used the club as the model for 'Bellamy's', the home of 'grandee and card sharper, duellist and statesman'. Certainly, gambling has always been part of the fabric of White's. In William Hogarth's 1733 series of cautionary paintings – The Rake’s Progress – the rake is driven mad by losing his fortune at the gaming tables of White's."

The Honourable Artillery Company (HAC) Operations The HAC exists to support the Regular Army on operations. The Reserves have played a critical role in delivering international security through operations in the Middle East and elsewhere. With ongoing changes to the way the Regular Army is structured, this role will only get bigger. We work closely with 5th Regiment Royal Artillery and many other Army units.

Over the past 10 years, over 220 HAC soldiers have deployed on operations. These have included Iraq, Afghanistan, the Balkans, Cyprus and Op OLYMPICS in London. Most recently the Regiment has supported the medical teams in Sierra Leone. To date all deployed soldiers and officers have been volunteers, and have had their civilian jobs protected by law. They were normally mobilised for a period of 12 months: six months pre-deployment training followed by six months deployment on operations Operational roles for Officers and Soldiers in the HAC are hugely varied and challenging. The majority focus on our core Surveillance and Target Acquisition (STA) skills, however there are often broader opportunities. Sometimes these correspond with the civilian expertise and experience of our soldiers."

Definition of Socially and Economically Disadvantaged Individuals

Socially disadvantaged individuals are those who have been subjected to racial or ethnic prejudice or cultural bias because of their identities as members of groups without regard to their individual qualities. The social disadvantage must stem from circumstances beyond their control. In the absence of evidence to the contrary, the following individuals are presumed to be socially disadvantaged:

Black Americans; Hispanic Americans (persons with origins from Latin America, South America, Portugal and Spain); Native Americans (American Indians, Eskimos, Aleuts, and Native Hawaiians); Asian Pacific Americans (persons with origins from Japan, China, the Philippines, Vietnam, Korea, Samoa, Guam, U.S. Trust Territory of the Pacific Islands [Republic of Palau], Commonwealth of the Northern Mariana Islands, Laos, Cambodia [Kampuchea], Taiwan, Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Republic of the Marshall Islands, Federated States of Micronesia, Macao, Hong Kong, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal); And members of other groups designated from time to time by the SBA.

In addition, an individual who is not a member of one of the above-named groups may apply for 8(a) certification. However, the applicant must establish social disadvantage on the basis of clear and convincing evidence.

Economically disadvantaged individuals are socially disadvantaged individuals whose ability to compete in the free enterprise system has been impaired due to diminished capital and credit opportunities, as compared to others in the same or similar line of business and competitive market area who are not socially disadvantaged. For purposes of program entry, an individual whose personal net worth (excluding the equity in their personal residence and business) exceeds $250,000 will not be considered economically disadvantaged.

Woman-Owned Businesses

A woman-owned business may be recognized as a "socially disadvantaged firm" if the owner is a member of one of the groups for which social disadvantage is presumed. If the woman is not a member of one of the groups for which social disadvantage is presumed, she must establish her individual disadvantage on the basis of clear and convincing evidence that she has suffered discriminatory treatment because of her gender and that this treatment has impeded her entry into or advancement in the business world. SBA will consider any pertinent evidence but will give particular attention to evidence of discriminatory practices suffered in the areas of education, employment and the business world."
