Nicolas Chapuis said that even though it's still early days, Prime Minister Justin Trudeau has indicated he will play an influential role.

"He's going to come with something. We expect it will rally those who are still not totally comfortable with the agreement," Chapuis told The Canadian Press Friday.

"It's a negotiation and we need to have countries like Canada that claim ambition and want success."

Chapuis said he expects a change from the role the previous Conservative government has played.

"This new government brings political impetus that was not there before the 19th of October," he said.

"We welcome the initial statements of this new government, which has put climate change at the heart of its action."

Trudeau is one of 80 world leaders expected to take part in a special meeting Nov. 30 as part of the broader conference, which extends into December, said Chapuis.

As French President Francois Hollande has said, the world has have never been closer to a binding agreement on reducing greenhouse gases, said Chapuis.

"At the same time we are conscious that the risk of failure has never been greater," he said.

"So the voice of Canada, this new government, is conducive to bring optimism -- that's another word of the prime minister -- to the table, to create the condition of success."

Canada's new environment minister Catherine McKenna is off to Paris for a three-day meeting of her counterparts that starts Sunday.

Environmental groups have criticized the new government, saying the Liberals have simply adopted the targets of the previous Conservative government, and don't appear to have a substantive plan heading into the Paris meetings.

Chapuis said he briefed McKenna Friday afternoon and was impressed with her commitment to making the Paris talks a success.

"Her background is of very high quality for doing that."

Chapuis said there is no concern that Canada's new government is simply too inexperienced to make a meaningful contribution.

He pointed to the fact that Foreign Affairs Minister Stephane Dion previously held the environment portfolio and now chairs the energy and environment cabinet committee.

"He's an expert. There is strong experience brought into the cabinet on this issue."

Chapuis also said the fact that McKenna's portfolio title now includes climate change is significant.

"There's a ministry of climate change . . . this is a very good signal three weeks before the Paris climate change conference -- that a G7 partner puts climate change in its cabinet."

McKenna's presence also marks a change for Canada in the preparations for the Paris conference, known as COP 21. That's because the previous Conservative government sent government officials, not politicians to its previous meetings of environment ministers.

"It will be the first time over the course of the preparation for COP 21 that the minister in charge of environment and climate change will be sitting at this ministerial," said Chapuis.

The ambassador said his country is also looking forward to seeing several provincial premiers in Paris."

Authorities are on alert for violent protesters as well as potential terror attacks around the Nov. 30-Dec. 11 conference. Some 80 heads of state including President Barack Obama, and tens of thousands of other people, are expected in Paris for the conference opening.

Bernard Cazeneuve said on BFM television Friday that the controls will be in place for a month "in the context of terrorist threats that could come and stain this large international gathering that is carrying a grand message for humanity."

Europe's so-called Schengen zone of countries with open borders allows for occasional reintroduction of internal border checks, which some countries have done amid this year's migrant crisis.

France submitted a note to European Union authorities last month announcing border checks at all airports with international flights and at 131 land crossings with Belgium, Germany, Spain, Italy, Switzerland and Luxembourg, according to an EU document. The French note cites Schengen rules allowing controls "when there is a serious threat to public policy."

France is still reeling from deadly attacks by Islamic extremists in January on satirical newspaper Charlie Hebdo and a kosher grocery. Since then, the country has seen several other smaller attacks or attempts, including when a heavily armed Islamic radical was prevented by young American passengers from attacking a high-speed train in August. France is also bombing Islamic State targets in Syria and Iraq as part of a U.S.-led coalition, and has troops fighting extremists in Africa.

The climate conference is aimed at reaching the most ambitious accord to date for world governments to reduce emissions that cause global warming.

Organizers expect at least 40,000 people in addition to tens of thousands of activists from environmental, human rights and other groups from around the world. A big march is planned through Paris Nov. 29, and protest groups plan to try to blockade the conference site Dec. 11 and 12, as well as several other smaller-scale actions.

France faces routine protests that are largely peaceful but sometimes degenerate into violence by an extremist fringe. The country saw particularly violent protests during a NATO summit in Strasbourg in 2009, when members of the violence-prone "black bloc" attacked police and set a hotel and customs station ablaze, leaving many injured and disrupting official meetings.

The U.S. Embassy in Paris has warned American citizens to be particularly vigilant around the climate conference.

Mikhail Lesin, who was Putin's press secretary during his first stint as president and founded state television network Russia Today, died aged 57 from a suspected heart attack.

Police were called to the upmarket Dupont Circle Hotel at about 11.30am on Thursday and found him dead. The Russian Embassy confirmed Lesin had died.

A police spokesman would only confirm that a 'death investigation' had been launched.

In a statement released by the Kremlin's press service, Putin said: 'The president has a high appreciation for Mikhail Lesin's massive contribution to the creation of modern Russian mass media.'

Lesin owns multiple properties in Los Angeles worth at least $28million, arousing suspicions among officials who called for a money laundering probe.

Republican Senator Roger Wicker wrote a letter to then Attorney General Eric Holder in December 2013 saying Lesin had 'multi-million dollar assets' in the US and Europe.

'That a Russian public servant could have amassed the considerable funds required to acquire and maintain these assets in Europe and the United States raises serious questions,' Wicker wrote.

Lesin's company the Dastel Corporation bought a 13,000 sq ft Beverly Hills home in August 2011 for $13.8million and a 10,600 sq ft property in Brentwood for $9million in 2012, it was reported.

It is not known whether the FBI launched an investigation.

Lesin, who was Russian press minister from 1999 to 2004 and presidential media adviser from 2004 to 2009, is credited with founding state television network Russia Today in 2005.

The station said Lesin was responsible for 'inspiring the creation' of the agency, which is widely regarded in the West as a mouthpiece for the Kremlin.

Secretary of State John Kerry has referred to Russia Today, often shortened to RT, as a 'propaganda bullhorn'.

Following the crisis in Ukraine, Kerry said: 'Russia Today network has deployed to promote president Putin's fantasy about what is playing out on the ground.

'They almost spend full-time devoted to this effort, to propagandize, and to distort what is happening or not happening in Ukraine.'

After leaving the Kremlin Lesin went on to become a senior executive at Gazprom-Media, Russia's largest media holding company. He resigned for family reasons last year.

The wealthy Russian was staying at the Dupont Circle Hotel, which charges up to $250 a night for a room.

Lesin was married and had a daughter from his first marriage in 1979 and a son from his second marriage in 1983. He had five grandchildren.

His son Anton Lessine is a Hollywood film producer and worked on 2014 movies Fury, starring Brad Pitt, and Sabotage, featuring Arnold Schwarzenegger.

RUSSIA TODAY: THE 'PROPAGANDA BULLHORN' FOUNDED BY LESIN The idea for Russia Today (RT) was conceived by Mikhail Lesin as the Russian government sought to improve the public image of the country.

Before its conception in 2005, the head of the RIA Novosti news agency Svetlana Mironyuk said Russia was only known for 'communism, snow and poverty'.

Some would argue RT has done little to change that, with most of the West seeing the state-funded television network as a media arm for the Kremlin and Vladimir Putin.

During the conflict between Russia and Georgia in 2008, RT named Georgia as the aggressor, despite Russia invading parts of Georgia, which had merely defended itself against attack from the separatist governments of South Ossetia and Abkhazia.

The channel caused consternation in the US in 2010 when it released controversial adverts showing President Barack Obama merging into Iranian president Mahmoud Ahmadinejad.

It was captioned 'Who poses the greatest nuclear threat?' and subsequently banned in US airports, while a similar advert showing a soldier merging into a Taliban fighter causing similar uproar.

In 2012 RT's website was hacked by a group called Antileaks, believed to be because of Wikileaks chief Julian Assange backing of the channel or because of the jailing of protest group Pussy Riot.

"What James Bond Mythology Tells Us About Spectre

"You came across me so many times, but you never saw me," Christoph Waltz remarks in James Bond's latest film, Spectre. Waltz's character, Oberhauser, lives in the shadows, and if Waltz is asked about the mystery that surrounds him or Spectre (the evil organization he controls), he won’t give a straight answer (trust us, we've tried). Waltz won't even acknowledge that his character is a villain, even though he is the villain of all villains in James Bond's mythology. Sorry Goldfinger, but 007 has the longest history of clashing with Spectre. At long last, this film marks the return of this oh-so-secretive evil organization, which has been absent for several decades from Bond's films due to a legal struggle for rights between MGM and holding company Danjaq. After digging into James Bond’s mythology, let's see what it can tell us about the current film Spectre. Also, we chat with Daniel Craig and Christoph Waltz about its future within the film series. 

Spectre originally stood for Special Executive for Counter-intelligence, Terrorism, Revenge and Extortion, and it is Bond's greatest adversary. Its strength relies on its members' absolute loyalty and success, where the price for failure is death via brutal means. This international terrorist organization is not aligned to any nation or political ideology. Through its various schemes it aims to create conflict among the powers that be, in the hopes of gaining control, power and influence – so Spectre would work with both sides in a world conflict. From its humble beginnings as a ring of criminals in Ian Fleming's novels, this group grows into a vast international commercial enterprise with its own island and even training facility. This organization makes its first appearance in the novel Thunderball and then in the movie Dr. No.

Spectre may cause a continuity problem for Daniel Craig's Bond, since his Bond encounters only the evil organization known as Quantum. However, this film features Mr. White, the Quantum representative from Casino Royale and Quantum of Solace, pointing to a possible connection between Quantum and Spectre. Maybe Quantum is a partner or division of Spectre. When Screen Rant visited the Spectre set earlier this year, the film's producers stayed mum on any official word, but hinted at a connection. "We try to get the right blend of classic Bond with a contemporary twist and come up with new storylines," Barbara Broccoli told us.

Spectre's founder and ruthless leader, referred to by his rank as "Number 1," is Ernst Stavro Blofeld. Blofeld is a criminal mastermind and primary antagonist and archenemy of 007. Created by Ian Fleming for Thunderball and expanded on by screenwriter Kevin McClory, this evil genius is cruel and unforgiving. As the chief of Spectre, he does not tolerate much; death is his punishment for failure and betrayal. This meticulous cat lover has formidable intellect driven by monetary gain. He is not insane, but certainly lacks a conscience and one could argue a heart or soul. 

A notable presence in the Bond films, Blofeld first appeared in 1963's From Russia with Love and then in 1965's Thunderball. During a twenty year span, he shows up in five more Bond films. Blofeld may have met his demise in For Your Eyes Only, when an unnamed character resembling Blofeld dies, but for legal reasons the name "Blofeld" could not be used. 

While Blofeld's background is not mentioned in the Bond films, Fleming reveals a few details in his novel "Thunderball" about this mastermind. For one, Fleming and the fictional Blofeld share the same birthday: May 28th 1908. Moreover, Fleming reveals that Blofeld was born in Poland to a Ernst George Blofeld and Maria Stavro Michelopoulos. Fleming initially envisioned Blofeld as a massively built man with black hair and eyes, but as Blofeld's desire for anonymity grew his appearance began to change in the novels.

In the Bond films, Blofeld’s personality traits and appearance tend to change often. They typically conform to the actor who is playing him. This fits with Fleming’s literary interpretation of the character, who cherishes his anonymity and will do anything, like extreme surgery, to preserve it. He has been portrayed by a variety of actors: Donald Pleasence, Telly Savalas, Charles Gray, Max von Sydow and now Christoph Waltz. Nevertheless, there are staples of this character like his outfits. He often dons a Nehru style jacket or a Mao-like suit. Of course, there is his trademark ring and cat that he loves to pet.

True to the ever-changing and secretive Blofeld, Waltz steps into the role of supreme Spectre leader and Bond’s ultimate nemesis. Though the film only appears to list Waltz’s character as Franz Oberhauser, the primary villain and leader of Spectre, all clues point to a connection between Oberhauser and Blofeld. With Waltz rocking Blofeld’s trademark jacket, it would seem that these two might be one and the same, though you’ll have to see the movie for yourself to find out. When we chatted with Waltz, we had to get what we could out of him about his juicy character. The leader of Spectre, aka Blofeld, is the villain with the most appearances in the Bond films. So, will Waltz as the leader of Spectre be back for another film? He remarked, “Let’s finish this one first. It is really not a topic at this moment at all.” We pressed him further and he added, “I love playing the one [character in the film] I played. That doesn’t mean one bit that I would love playing something in the future. Let’s see what it is first."

Today, the Canadian political landscape is being remoulded by a grouping of British agents who seek to accomplish an overhaul of the Liberal Party structure in line with the reform conducted 54 years ago with the British-run ouster of the "continentalist" liberals of C.D. Howe and Prime Minister St. Laurent during the interim period of 1957-1963.

This 1957-1963 destruction of the once pro-development spirit of the Liberal Party of Canada was replaced by a Fabian Society/Rhodes Scholar-run instrument of technocratic fascism culminating in the 1968-72 revolution in cybernetic affairs early on in the mandate of Pierre Elliot Trudeau. This federal "Quiet Revolution" put a complete halt to scientific and technological progress and ushered in the green destruction of the pro-development orientation that had hitherto dominated top down policy making and mass popular consciousness in Canada and replaced it with a new oligarchical system of control in government based on Trudeau's commitment to Cybernetics and Systems Analysis. In fact, as Julian Huxley outlined over 20 years earlier, Cybernetics and Systems Analysis-thinking would be the tools selected to repackage "Eugenics" and "Malthusianism" under new names."

"Elitist Socialist-Capitalist Syntheses

Not only is Fabian and Frankfurt School socialism different from Marxist socialism by explicit strategy (gradualism versus violent revolution), this socialism is also different by source of revolutionary potential: Fabians focus on the elites, and cultural Marxists on subalterns, rather than the proletarians (working classes). Bolshevism, Fabianism, and cultural Marxism can be considered as elite forms of socialism, whether in intellectual, political, cultural, or economic terms. As they no longer focus on the working classes they are bourgeois revolutionary theories rather than a proletarian revolutionary movement. They are revolutions from above, not below; they are not grassroots or democratic; they are plutocratic, oligarchic, and dictatorial. These socialist intellectuals "march through the institutions" to effect a "gradual" revolution from above and are sponsored by the capitalist forces they supposedly oppose. According to Bolton, the "[s]trategy of international oligarchy is dialectics: the conflict of opposing forces that generates a synthesis. This dialectical method … [explains] why the oligarchy so often seems to be backing opposite ideologies, governments and policies" and "The oligarchs…apparently operate on the dialectical premise that what will result from their 'controlled conflict' will be a socialist-capitalist synthesis which we might call the 'World Collectivist State'; a world order that will be communistic in organisation but run by oligarchs rather than commissars".28

Another way of looking at this is "Third Way" economics, such as advocated by Fabian PMs Tony Blair and Gordon Brown, and the UK Fabian Labour government. This is an attempt to reconcile left and right wing politics through a synthesis of right-wing economic policies i.e. capitalism and left-wing socialpolicies i.e. socialism.

Multiculturalism and World Governance

The "permeation" and "long march" of Fabianism and cultural Marxism continues today in the policies of multiculturalism and mass-immigration. For example, a prominent Canadian intellectual and Queens University scholar of multiculturalism, William Kymlicka, writes that "there was a deep institutional embedding of multiculturalism" in Canada.29 Multiculturalism, initiated in the federal statement of multiculturalism in 1971 by PM Pierre Trudeau, was gradually implemented, step-by-step, in what Kymlicka and his colleague Keith Banting explicitly refer to (without citing) as part of the "long march through the institutions at all levels of Canadian society" (my emphasis).30

In fact, according to Hugh Donald Forbes, political economy professor at the University of Toronto, Pierre Trudeau considered multiculturalism "a big political experiment" that had as its "aim" the testing and refinement of "a theory of how to overcome national or ethnic conflict". This experiment involved the mixing of:

the populations of existing states even further, with a view to ultimately separating state and nation altogether, thus undermining the psychological basis for an intense and exclusive state patriotism and preparing the way for the necessary transition to a world of semi-sovereign states (or provinces) under some form of global governance.31"

"[Fabian co-founder] Henry Havelock Ellis, known as Havelock Ellis (2 February 1859 – 8 July 1939), was an English physician, writer, Progressive intellectual and social reformer who studied human sexuality. He was co-author of the first medical textbook in English on homosexuality in 1897, and also published works on a variety of sexual practices and inclinations, including transgender psychology. He is credited with introducing the notions of narcissism and autoeroticism, later adopted by psychoanalysis. He served as president of the Galton Institute and, like many intellectuals of his era, supported eugenics.[1] …. Ellis was a supporter of eugenics, in line with many others of that era. He served as vice-president to the Eugenics Education Society and wrote on the subject, among others, in The Task of Social Hygiene: Eventually, it seems evident, a general system, whether private or public, whereby all personal facts, biological and mental, normal and morbid, are duly and systematically registered, must become inevitable if we are to have a real guide as to those persons who are most fit, or most unfit to carry on the race.

Ellis resigned from his position of Fellow of the Eugenics Society over their stance on sterilization in January 1931.[10]"

In the Middle East, the theories of Fabian Society intellectual movement of early-20th-century Britain [and Pierre Trudeau] inspired the Ba'athist vision. The Middle East adaptation of Fabian socialism led the state to control big industry, transport, banks, internal and external trade. The state would direct the course of economic development, with the ultimate aim to provide a guaranteed minimum standard of living for all.[25] Michel Aflaq, widely considered as the founder of the Ba'athist movement, was a Fabian socialist. Aflaq's ideas, with those of Salah al-Din al-Bitar and Zaki al-Arsuzi, came to fruition in the Arab world in the form of dictatorial regimes in Iraq and Syria.[26] Salāmah Mūsā of Egypt, another prominent champion of Arab Socialism, was a keen adherent of Fabian Society, and a member since 1909.[27]"
