Will they show the death photo? A week after that question dominated U.S. news in the wake of the Osama bin Laden killing, all of Cannes — or, rather, many in the British press reporting on the film festival — was breathlessly anticipating a documentary that would supposedly show a picture of Princess Diana in her death car just after the 1997 crash that killed the former Princess of Wales, her boy friend Dodi Fayed and their driver Henri Paul. Keith Allen's Unlawful Killing, the Daily Mail reported, “will include a graphic black and white close-up of Diana taken moments after the Mercedes carrying the couple crashed in a Paris underpass.”

That "money shot," and the renewed currency of the Diana legend in the light of her son William's recent marriage, lured several hundred journalists to Unlawful Killing's world premiere screening this afternoon. (The film is not part of the official selection; the producers simply rented a hall and showed the movie.) Averring that he was "not a raving republican [antimonarchist] or Trotskyite," Allen told the crowd of his intent to focus on irregularities in the British government's 2007 Inquest into the crash; his film would be “an inquest of the inquest" that would challenge both its methods and the belief of the British public that Diana's death was an accident caused by a reckless driver and the madly pursuing pararazzi.

In The Guardian last weekend, Allen wrote that he was premiering his film at Cannes because "British lawyers insisted on 87 cuts before any U.K. release could be contemplated. So rather than butcher the film, or risk legal action, we're showing it in France, then the US, and everywhere except the U.K. Pity, because at a time when the mindless sugar rush of the royal wedding has been sending British republicans into a diabetic coma, it could act as a welcome antidote."

But any reasonably alert viewer can guess which comments a lawyer might find dicey under the severe British libel system. Clinical psychologist and TV pundit Oliver James compares Diana's erstwhile father-in-law, Prince Philip, to the serial killer Fred West. Another talking head calls the Windsors "gangsters in tiaras." A friend of the late Princess testifies that Diana was warned by Conservative MP (and Winston Churchill grandson) Nicholas Soames to stop criticizing the royal family or "Accidents can happen." Mohamed al-Fayed, father of the dead Dodi, airs his frequent charge that the Windsors and the British Secret Service killed Diana because she was pregnant and about to announce her betrothal to an Egyptian Muslim. "It's not a murder," al-Fayed says, "it's a slaughter by a bloody racist family. …

But the real creepiness of the film is in its exposure of botched police work, intentional or simply incompetent, at the scene of the collision and after. Fully 81 minutes elapsed between the crash and the departure of the ambulance carrying Diana to a hospital. Blood tests of the driver, who was thought responsible because he was drunk at the time, were deemed "toxicologically inexplicable"; they'd been either switched or tampered with. No explanation was given for the jamming of Diana's seat belt, which could have saved her life if she'd been able to buckle it. The Princess's body was quickly embalmed, which obscured questions of her pregnancy; and a sanitation crew washed down the crime site before evidence could be taken. And what of the "white Fiat Uno" that some witnesses saw speeding from the scene? A paparazzo who owned a car matching that description was later found dead in it, with two bullets in his brain."

Scotland Yard detectives, who have interviewed 442 people as part of their review-turned-investigation, hope to track down as many people present in the Portuguese town at the time.

Since launching its own investigation, 41 people of interest have been identified by the Metropolitan Police, including 15 UK nationals. Detectives have issued 31 international letters of request (ILOR) to mostly European countries in relation to some of the persons of interest as well as accessing phone records.

A large but "manageable" list of phone numbers identified as being present in Praia da Luz - though not necessarily used to make phone calls - has been drawn up by detectives with a "significant" number unattributed to any named person."

Read more Ed Miliband, the Labour leader, has said that if the leaked documents disclose the truth there would be an "overwhelming case for the bidding process to be reopened immediately". The latest revelations include the claim that Bin Hammam brokered government-level talks through the Thai member of Fifa's executive committee (Exco) to push a gas deal that was potentially worth tens of millions of dollars to Thailand.

Another allegation is that he was invited to visit Vladimir Putin to discuss "bilateral relations" in sport between Russia and Qatar a month before the World Cup vote took place in December 2010, which resulted in their landslide victories to stage the tournament in 2018 and 2022 respectively.

They also allege that the disgraced Qatari official arranged for Michel Platini, the Uefa football chief and an Exco member, to meet the Qatari bid committee and that he arranged discreet meetings with members of the Qatari royal family for at least seven key Exco members, including the Fifa president, Sepp Blatter. Another allegation is that Bin Hammam used secret slush funds to make payments totalling $1.7m to football officials across Asia.

Advertisement An Exco meeting between Blatter, Platini and others broke up on Saturday night with further refusal to comment on the Bin Hammam allegations.

Michael Garcia, Fifa's in-house investigator, last week announced that he would cut short his investigation into corruption in the World Cup bidding process ahead of Fifa's congress in São Paulo on Tuesday without reviewing the fresh evidence.

Miliband said: "Few people will have much confidence in the investigation being conducted by Fifa unless it takes full account of the evidence uncovered by theSunday Times."

He said the Fifa files contained "startling evidence that the decision to make Qatar the host for the World Cup in 2022 may have been corrupted".

The newspaper alleges that the files "lay bare" the degree to which Bin Hammam could use his connections to get key football figures to meet the emir, the crown prince and other senior royals as part of the campaign to generate support for Qatar's bid.

It states: "The files show that Bin Hammam was fixing the meetings for members of Qatar's ruling family with football's most powerful men at the same time as using a network of secret slush funds to buy up a groundswell of support among the bosses of national football associations."

Three years earlier, Al-Thawadi, a young Qatari businessman, had led his country’s successful effort to host the 2022 soccer World Cup, beating out, among others, a U.S. bid led by Clinton. Al-Thawadi and his countrymen had rejoiced after they were awarded the tournament in an auditorium in Zurich, while elsewhere in the room Clinton and his team stewed.

Allegations that Qatar had bribed its way to the victory soon emerged, prompting an internal investigation by soccer's governing body that had been going on for more than a year by the time of the CGI event.

At the gathering, Clinton stood on stage as Al-Thawadi talked with pride about plans to use technology developed for Qatari soccer stadiums to cool greenhouses and feed the hungry.

"We bid on the belief that the 2022 FIFA World Cup in Qatar will act as a catalyst for positive change in Qatar, in the Middle East as well as beyond," Al-Thawadi said in New York that September day, before posing for a picture with Clinton and another Qatari official, according to a video of the event posted online.

For the Qataris, the moment offered a touch of Clinton-blessed legitimacy amid a brewing controversy. For the Clinton Foundation, it came with a major donation.

A foundation official said the Qatar 2022 Supreme Committee headed by Al-Thawadi "sponsored" the 2013 CGI event, a status that generally requires a donation of at least $250,000.

But many sponsors pay more, particularly those who wish to share the stage with the former president, according to several people familiar with the foundation’s practices. A foundation spokesman said sponsors are featured on stage based on the merit of their charitable commitments and not the size of their donations.

The Qatar donation has drawn attention amid a burgeoning international soccer scandal. Last week, federal prosecutors in the United States charged 14 people with bribery, fraud and other charges, alleging that the sport has been rife with corruption for two decades. Swiss authorities announced they are also specifically investigating Qatar's bid."
