Heywood appears to have played the role of a Bai Shoutao or white glove for the Bo family, doing business on their behalf. He was hired occasionally by Hakluyt & Company, a consultancy firm co-founded by a former officer in Britain's MI6 intelligence service. It attracted controversy in 2001 when Hakluyt was alleged in the Sunday Times to have employed staff to infiltrate environmental groups when working for BP and Royal Dutch Shell. Hakluyt has also come under the spotlight for the list of City luminaries which have advised the group, including ex-Vodafone boss Sir Christopher Gent.
