Grand Chessboard: Grand Theft - We Need Immediate Decisive Political Action - Israel Preparing To Jettison America - Mild Version Compared to the Hard Core Version - "I Can See Clearly Now..."

Ed.'s note: RAND Corp released a paper on Chinese investment in Israeli technology and infrastructure taking a look at the rapidly increasing diplomacy, trade, investment, construction, educational partnerships, scientific cooperation, and tourism between the two countries. What we have already demonstrated in many posts here is that Chinese investment flows into Israel are not being systematically catalogued and tracked to determine where exactly these investments are going. This is a long 140 page study and readers are encouraged to read this RAND paper then forward it to entities (military; scientific; technological; government) that you feel would be most affected by RAND's findings. The RAND paper however, does not discuss in detail Israel's participation in providing China these opportunities for technology transfers, investments and cooperation. The paper only looks at this from China's perspective facilitating cooperation. What we are doing here is discovery on the internal dynamics inside Israel (and Russia) inviting China in through the front door.

We have also pointed out that Chinese penetration into American institutions has reached full saturation. Confucius Institute is an organization the Chinese Communist Party (CCP) has been using to infiltrate colleges all around the world. Currently at California's UC Davis, the campus has apparently shut down the Confucius Institute, but wait: the exchange will not stop. So the closure of Confucius Institute at UC Davis is symbolic. America is educating its potential economic, financial, social and military adversaries. News has been circulating at the Texas A&M system that professors there are being investigated for receiving funding from Chinese sources. For many American universities like Yale and Harvard it clearly doesn't matter where the money comes from even Chinese sources. We're talking about millions of dollars here flowing into these universities. Then these universities have the temerity to not report the source of the funds.

Then there is the strange incident of Harvard Professor Charles Lieber who was arrested for receiving $50,000 a month from Chinese sources for access to his research. Chinese are removing intellectual property, research and probably technology wholesale out of America. There countless examples of Chinese international students who stole tech either from professor or from tech companies later on. Although the RAND Corp paper is important it can't simply stop there. Congressional hearings need to be held immediately to determine the actual circumstances of what the RAND Corp has outlined as Israel is preparing to jettison America. RAND states more research is required. No, immediate and decisive political action is required right now inside the US senate and congressional intelligence committees. RAND Corp also does not discuss the past 70 years of Soviet espionage inside America that came through Israel for Israel and Russia's benefit.

Chinese Investment in Israeli Technology and Infrastructure

Security Implications for Israel and the United States

Relations between China and Israel have expanded rapidly since the early 2000s in numerous areas, including diplomacy, trade, investment, construction, educational partnerships, scientific cooperation, and tourism. Israel seeks to expand its diplomatic, economic, and strategic ties with the world's fastest-growing major economy and diversify its export markets and investments. China seeks Israel's advanced technology and values Israel's location as part of the Belt and Road Initiative. Chinese investments in Israel have grown substantially and include investments in high-tech companies that produce sensitive technologies as well as the construction and operation of key infrastructure projects.

Chinese investment in sensitive technologies and construction of major Israeli infrastructure projects present distinct concerns for Israel and the United States. The authors examine the extent and nature of Chinese investments in Israeli technology and infrastructure and discuss the security implications these pose for Israel and the United States. The primary concern regarding investment relates to Chinese ownership of companies that might possess sensitive technology or data; concerns over construction are focused on the use of infrastructure projects to further Chinese foreign policy goals. The operation of infrastructure projects affords China unique surveillance opportunities and possibly economic and political levers of influence. The report concludes with a set of open-ended questions that merit further investigation to better understand the magnitude of risks associated with Chinese investment in the Israeli market.

• Security risks exist for both Israel and the United States
• Investments by Chinese companies' links to the Chinese government, the People's Liberation Army, and the Chinese Communist Party pose security risks.
• Chinese investment and construction could lead to leaks of sensitive technology and cyberespionage.
• Chinese and Israeli interests in the Middle East are incompatible.
• The security risks of Chinese investment and construction could affect the Israel-U.S. relationship. 
Recommendations
• Data on Chinese investments in Israeli technology and infrastructure are not systematically collected, and more research is needed to capture the full extent of Chinese access.
• Further investigation is needed into the question of what type of regulatory mechanism Israel is in the process of creating to monitor foreign investment and how effective it will likely be.
• More research is needed into the nature of the threat to the United States posed by Chinese acquisition of sensitive technologies from U.S. allies, including, but not limited to, Israel.

Can China Replace the United States in Israel?

Talk of new Chinese-Israeli trade deals points to more complicated relationships with Washington to come.

In the wake of the United States and China's phase one trade deal, the latter is quietly trying to strike an agreement of its own with Israel. Reports last December indicated that, after years of secret talks, China and Israel could conclude a trade pact sometime in 2020. This news renders an already contentious trilateral relationship even more so.

The great-power competition between the United States and China has clouded both countries' ties with Israel. Some observers, such as the American diplomat and commentator Elliott Abrams, speculate that Israel's political relationship with the United States could be a casualty of deeper commercial ties to China. The commentator Jake Novak went so far as to say that Israel may be forced to "choose between" the two sides. A trade deal would give this group more reason for disquiet.

A Chinese-Israeli agreement would be as much of a political gesture as an economic one. Although China would presumably welcome the increased trade any agreement would bring, of far greater value is access to the Israeli high-tech sector. The reputed Silicon Wadi offers much to the Chinese economy, not the least of which is advanced technology that could enhance China's expanding surveillance state. Whether or not the deal addresses head-on Chinese access to these companies matters little relative to the geostrategic victory, as it would at least pave the way for future discussions about access. An agreement would make Israel more economically dependent on China—right now Israel's second-largest trade partner—and as such beholden to the Communist Party in not only commerce but also politics and security. The 2015 Haifa Port deal, which granted Shanghai International Port Group rights to operate the port for 25 years, much to the United States’ chagrin, may have brought just a fraction of future Chinese influence over Israel.

Beijing, characteristically cryptic in its public pronouncements, will likely frame a trade pact as another example of "win-win cooperation." Win-win for China, perhaps—Israel has decided that getting into the Chinese market is worth the risk of whatever the blowback from Washington may be. It is telling that the warnings of such pro-Israel stalwarts as former U.S. National Security Advisor John Bolton and Secretary of State Mike Pompeo have largely fallen on deaf ears.
