Abel Danger (AD) has explained how a Trump administration could use a Qui tam lawsuit to stop Serco 8(a) companies' apparent use of FAA Contract Towers technology to crash Boeing aircraft and to protect witnesses from pedophile blackmailers in the Marriott hotels, Clinton Foundation and Rainbow/PUSH Coalition networks.

AD alleges that Kristine 'Con Air' Marcy launched an 8(a) set aside, crash, spoil and blackmail program at the Office of Economic Opportunity with Donald Rumsfeld in 1972 – the year the Pentagon was bombed by Obama's mentors Bill Ayers and Bernardine Dohrn – and, further, that she left her signature M.O. at the crash scenes of United Flight 553 Boeing 737-222 at Chicago Midway International Airport on December 8, 1972 and American Airlines Flight 77 Boeing 757-223 at the Pentagon on 9/11.

AD claims that Serco shareholders used BNY Mellon as trustee and Goldman Sachs, Credit Suisse and JPMorgan as underwriters for Marcy's Office of SBIC [8(a)] Liquidation on 9/11 when Marriott, Clinton and PUSH agents crashed planes into strategic targets and silenced witnesses to an attempted coup d'état.

AD claims that Serco's 8(a) protégé Base One Technologies used the US Navy's patented onion router to link droned Boeing aircraft to the Pentagon and FAA Contract Towers networks for 9/11 and coordinate crime-scene spoliation by guests allegedly booked and blackmailed into nearby hotels the night before.

AD alleges that Marcy, her partner, the late Lenora Guarria, and Hillary Clinton and PUSH established a network of SBIC [8(a)] liquidation offices for Serco shareholders in the Marriott World Trade Center Hotel and the EEOC offices on the 18th floor of WTC#7 and deployed 8(a) 'elevator mechanics' to demolish the Twin Towers and WTC#7 with Lockheed penetrator bombs and incendiary devices.

"[The earliest example of a Jackson-Clinton hit?] United Airlines Flight 553 was a Boeing 737-222 that crashed during an aborted landing and go around while approaching Chicago Midway International Airport on December 8, 1972.[1]:1 The plane crashed into a residential neighborhood, destroying 5 homes. 43 of the 55 people aboard the aircraft, and 2 others on the ground, were killed.

Among the passengers killed were Illinois Congressman George W. Collins and Dorothy Hunt, the wife of Watergate conspirator E. Howard Hunt.[2] Also killed were Michele Clark, a correspondent for CBS News and one of the first female African-American network correspondents, and Alex E. Krill, an ophthalmologist from the University of Chicago.[3]

This crash was the first fatal accident involving a Boeing 737, which entered airline service in February 1968 …. The National Transportation Safety Board (NTSB) was notified of the accident at 14:40 CST and immediately dispatched an investigation team to the scene.[1]:35 Agents of the Federal Bureau of Investigation (FBI) were on the scene about 45 minutes after the crash, before any investigators from the NTSB.[a][b] The Flight Data Recorder on board the aircraft was not functioning at the time of the crash due to a mechanical failure.[1]:8 Fortunately, the ARTS-III (Automated Terminal Radar Services) system at nearby O'Hare International Airport was in operation at the time of the accident, and saved recorded transponder data on magnetic tape.[1]:14–15"

The Washington Post Early this year, Jesse L. Jackson appeared in Seattle with Boeing Co. chief executive Philip Condit to announce a $15 million settlement of a discrimination suit filed by Boeing's African-American employees. The Rev. Jackson called it "a significant step in the long journey to making Boeing the best that it can be."

Now, however, about 1,600 of Boeing's minority employees are challenging the settlement and questioning whether Jackson was aggressive enough in his talks with Condit preceding the actual negotiations. Instead of bringing pressure to win worker concessions, as Jackson has done on behalf of black workers at several other major corporations, the employees say he became too cozy with management in order to push his own agenda. "He takes our problem and uses it for his benefit. But our problems haven't been solved," said Kevin Biglow, of Wichita, Kansas, one of the employees objecting to the settlement.

Jackson played no role in the actual settlement discussions, but Condit later credited him with helping to create an atmosphere that made settlement possible.

Since the terms were announced in January, Boeing has donated $50,000 to one of Jackson's nonprofit groups, the Wall Street Project. It furnished corporate jets to fly him to various plant sites to meet with minority workers. Condit went to Chicago in April to tell a Jackson group that Boeing was hiring some minority firms to manage part of the company's pension funds.

In April, Condit, at Jackson's request, tried to find a long-range jet to fly a Jackson-led entourage to Belgrade, Yugoslavia, to negotiate the release of three American prisoners of war. The trip would have cost between $300,000 and $800,000 but was canceled when U.S. government officials said they couldn't guarantee the plane's safety. Jackson's group ultimately flew by commercial airline to neighboring Croatia and traveled by land to Belgrade.

Jackson said in an interview that Boeing's recent support for him has nothing to do with his role in negotiating a quiet end to the discrimination suit. It merely reflects his progress, he said, in pushing major American corporations to pay attention to minorities and offer better business opportunities.

Boeing spokesman Peter Conte said the company's recent dealings with Jackson were unrelated to the settlement.

"Phil Condit came to recognize and appreciate Reverend Jackson's viewpoint and came to discover they share many of the same goals," Conte added. Jackson got involved in the Boeing case nearly a year ago, at the request of Seattle lawyer Oscar Desper III, who represented black workers in discrimination suits filed earlier in the year. It wasn't a new role for Jackson. In late 1996 and early 1997, he threatened boycotts against Texaco and Mitsubishi before those companies agreed to increase advancement opportunities for minorities and women.

Desper said he asked Jackson to help "turn the spotlight on Boeing," and Jackson first met with Condit last September. News reports at the time indicated that Jackson and Condit hit it off. Jackson described Condit as a "man with a tough business mind, an open mind and a gentle spirit."

The settlement affects 20,000 current and former Boeing employees. After the terms were announced, some of them protested that too much of the money was to go to lawyers and toward Boeing affirmative-action programs. They challenged the agreement in April.

"American Airlines Flight 77 was a scheduled American Airlines domestic transcontinental passenger flight from Washington Dulles International Airport in Dulles, Virginia, to Los Angeles International Airport in Los Angeles, California. The Boeing 757-223 aircraft serving the flight was hijacked by five men affiliated with al-Qaeda on September 11, 2001, as part of the September 11 attacks. They deliberately crashed the plane into the Pentagon in Arlington County, Virginia, near Washington, D.C., killing all 64 people on board, including the five hijackers and six crew, as well as 125 people in the building.".

"III. Secretary of Defense Donald Rumsfeld Twice Predicts Imminent Pentagon Attacks 
On the morning of September 11, Secretary of Defense Donald Rumsfeld, seeking approval for enhanced missile defense, held a well-attended 8:00 – 8:50 AM Pentagon breakfast meeting with House supporters. The meeting was winding down just about the time the first Tower was hit at 8:46 AM. During the course of the meeting, Rumsfeld reportedly said that "sometime in the next two, four, six, eight, ten, twelve months there would be an event that would occur in the world that would be sufficiently shocking that it would remind people again how important it is to have a strong healthy defense department." [14]

Later, in a meeting in Rumsfeld's office, Christopher Cox, the defense policy committee chairman of the House of Representatives, reported Rumsfeld to have been more specific. Cox said:

"Just moments before the Department of Defense was hit by a suicide hijacker, Secretary Rumsfeld was describing to me why America needs to … focus on the real threat facing us in the 21st century: terrorism, and the unexpected. …

'If we remain vulnerable to missile attack, a terrorist group or rogue state that demonstrates the capacity to strike the U.S. or its allies from long range could have the power to hold our entire country hostage to nuclear or other blackmail,' he said 'And let me tell you … there will be another event … There will be another event.'" [15]

According to The Telegraph, Donald Rumsfeld, the Secretary of Defense, was in his office on the eastern side of the building, in a meeting with Christopher Cox. Mr Rumsfeld, recalls Mr Cox, watched the TV coverage from New York and said: "Believe me, this isn't over yet. There's going to be another attack, and it could be us." [16]

Moments later, the plane hit [the Pentagon]. (When the attack did occur, it did not threaten Rumsfeld, as the attack was on the opposite side of the building.)

V. FBI Confiscates Security Camera Videotapes within Minutes of Pentagon Attack

On the morning of 9/11, the Pentagon was surrounded by rush-hour traffic jams. [18]

A Department of Justice after-action report describes the difficulty the FBI had in getting to the scene following the official attack time of 9:37 AM:

"The FBI Evidence Recovery Team began arriving before 10:00 a.m. and set up in a grassy area a short distance from the heliport. Because of the extremely congested traffic conditions, it took several hours for the entire FBI contingent to negotiate the route from the District of Columbia to the Pentagon." [19]

The first priority of the Evidence Recovery Team was “to find and collect all the airplane parts and other bits of evidence from the lawn on the west side of the building, before firefighters and other rescue workers completely trampled it." [20]

In spite of these conditions and priorities, FBI agents identified at least two private businesses whose security cameras may have captured the attack. The FBI agents then confiscated their videotapes within minutes after the Pentagon was hit:

José Velásquez, the Citgo gas station supervisor was interviewed by the Richmond Times-Dispatch: "Velasquez says the gas station's security cameras are close enough to the Pentagon to have recorded the moment of impact. 'I've never seen what the pictures looked like,' he said. ‘The FBI was here within minutes and took the film.'" [21]

"A security camera atop a hotel close to the Pentagon may have captured dramatic footage of the hijacked Boeing 757 airliner as it slammed into the western wall of the Pentagon. Hotel employees sat watching the film in shock and horror several times before the FBI confiscated the video." [22]

The FBI agents who arrived so promptly to seize the business videotapes appeared to be operating separately from the traffic-delayed FBI Evidence Recovery Team."

"Operation PUSH, an acronym for People United to Save (later Serve) Humanity, was an organization which advocated black self-help and achieved a broad audience for its liberal stances on issues of social justice and civil rights.[1]

The origins of Operation PUSH can be traced to a factional split in Operation Breadbasket, an affiliate of the Southern Christian Leadership Conference.[2] In 1966, Martin Luther King Jr., the head of the SCLC, appointed Jackson to head the Chicago chapter of Operation Breadbasket, which became a coalition of black ministers and entrepreneurs.[3]

After 1968, however, Jackson increasingly clashed with King's successor at SCLC, Rev. Ralph Abernathy. The break became complete in December 1971 when Abernathy suspended Jackson for "administrative improprieties and repeated acts of violation of organizational policy." Jackson resigned from Operation Breadbasket, called together his allies, and Operation PUSH was born.

From its inception, Jackson referred to its membership as a "Rainbow Coalition."[3] The name "Rainbow Coalition" was originated in 1968 by Chicago Black Panther leader Fred Hampton to describe the multi-ethnic revolutionary federation he founded. Jackson was not part of the Hampton Rainbow Coalition, and had a difficult relationship with the Panthers. Some former members of Hampton's coalition are resentful of Jackson appropriating the name, partly because Jackson's politics are reformist, and partly because Jackson copyrighted the name, preventing others from using it.[4]"

The Clinton administration's five-month review of government affirmative action programs concludes that the vast majority of them should continue but that significant reforms may be needed in the way federal contracts are set aside for minorities.

The 96-page review, which forms the basis for a speech the president will deliver today, is in most respects a defense of federal affirmative action initiatives. Its central argument is that there is little evidence to back up Republican assertions that whites are being broadly discriminated against and minorities unfairly rewarded in government employment and the way contracts and other benefits are awarded. … The major SBA program, the so-called 8(a) program, now requires minority firms to expand their business beyond federal contracts within nine years. The review calls for the Defense and Transportation departments to adopt such "graduations" in their set-aside programs.

Defense, in addition, allows firms to assert on their own that they are minority-owned. That, the review asserts, is susceptible to abuse, and cases are cited of firms falsely representing themselves to be owned by blacks or Hispanics, or of front companies for large non-minority companies concealing their ownership structure.

The review suggests that recent audits of the 8(a) contracts show some recipients are disguising their net worth and that the law setting up the program needs to be changed to require fuller reporting."

The National Veteran Small Business Coalition (NVSBC) Champions of Veteran Enterprise Award recognizes Federal agencies and prime contractors that meet or exceed the Congressionally-mandated goal of providing opportunities to Veteran-Owned and Service-Disabled Veteran-Owned small businesses (VOSB/SDVOSBs).

Serco exceeded the 3% goal by subcontracting 14.3% of its subcontracted dollars to Veteran-Owned Small Businesses, of which 8.4% went to SDVOSBs.

"The Justice Prisoner and Alien Transportation System (JPATS), nicknamed "Con Air",[1] is an agency of the federal government of the United States charged with the transportation of persons in legal custody between prisons, detention centers, courthouses, and other locations. It is the largest prison transport network in the world.[2] Though primarily used by the Federal Bureau of Prisons or U.S. Immigration and Customs Enforcement, JPATS also assists military and state law enforcement.

The agency is managed by the United States Marshals Service out of the JPATS headquarters in Kansas City, Missouri.[2] JPATS was formed in 1995 from the merger of the Marshals Service air fleet with that of the Immigration and Naturalization Service. JPATS completes over 350,000 prisoner/alien movements per year.[3] Air fleet operations are located in Oklahoma City, Oklahoma, with hubs in Anchorage, Alaska; Mesa, Arizona; Alexandria, Louisiana; and the Virgin Islands. Additionally, the Federal Transfer Center at Oklahoma City's Will Rogers World Airport was built especially to facilitate prisoner transport on JPATS.

Usually, the airline employs Boeing 737 aircraft to transport convicts and illegal residents of the United States for extradition. Smaller jets and turboprops are also used to transport individual prisoners who are considered particularly dangerous.

According to the Boeing Jetliner Databook, JPATS operates three Boeing 737s. JPATS also operates an additional four McDonnell Douglas MD-80 aircraft, as well as two Boeing 737-400s.[4]

JPATS aircraft use the ICAO designator DOJ with the callsign JUSTICE.

Immediately after the September 11, 2001 attacks, when the Federal Aviation Administration grounded all civilian air service, JPATS was the only civilian passenger-carrying air service allowed to continue flying in U.S. airspace."

RESTON, VIRGINIA – May 20, 2010 – Serco Inc., a leading provider of professional, technology, and management services to the federal government, today announced that its Pre-Grant Publication (PGPubs) Classification Services team recently processed the 1,000,000th application for its customer, the U.S. Patent & Trademark Office (USPTO). Since being awarded the USPTO contract to analyze the claims made in patent applications and assign the appropriate U.S. and international classifications to key aspects of proposed inventions, the Serco PGPubs team has processed an average of 350,000 applications annually – or about 1,350 applications on a typical day.

Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks.

By the time SBA celebrates its 50th anniversary in 2003, agency officials want all their programs up and running around the clock, chief financial officer Joseph Loddo said.

In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.

SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.

The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.

'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.

Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.

'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour." 

"The 8(a) Business Development Program assists in the development of small businesses owned and operated by individuals who are socially and economically disadvantaged, such as women and minorities.
