Abel Danger (AD) has explained how President-elect Donald Trump can link the Clinton Foundation's SBIC liquidation offices in the Marriott Hotel chain to Serco's apparent use of the DOJ's Joint Automated Booking System (JABS) in a qui tam procurement fraud where Con Air (JPATS) / 8(a) terrorists allegedly crashed a Tupolev-154 carrying members of the Red Army choir in the Black Sea on Christmas Day 2016.

Global Operations Director United States Marine Field McConnell and President-elect Donald Trump can help each other bring qui tam suits against Serco and its shareholders, including pay-to-play guests of the Clinton Foundation, in re their use of JABS to procure Con Air / 8(a) saboteurs for liquidation events.

AD claims that Serco's (formerly RCA GB 1929) 8(a) hotel-based liquidation networks were launched in 1978/9 by Nicholas Soames, grandson of Sir Winston Churchill and former UK Minister of State for the Armed Forces (1994-1997), and Kristine "Con Air" Marcy, Field McConnell’s sister, founder member of the Senior Executive Service and a former custodian of the DOJ Asset Forfeiture Fund.

There was no sign of survivors, the defence ministry said on Sunday, as President Vladimir Putin announced a national day of mourning.

The Tu-154 plane had departed from the southern Russian city of Adler on Sunday morning and was heading towards Latakia in Syria.

Magomed Tolboyev, a decorated Russian test pilot, said the circumstances of the crash indicated that all on board had died.

"There is no chance to survive in such a situation," he said, according to the Interfax news agency. "The plane gets instantly blown into pieces."

By Sunday afternoon, rescue teams had already recovered 10 bodies.

A list of passengers and crew published by the ministry showed that 64 members of the renowned Alexandrov Ensemble, the army's official choir, and its conductor Valery Khalilov were on board the plane.

Members of the choir were travelling to Syria to celebrate the New Year with Russian troops.

The defence ministry said a widely revered Russian charity doctor was also on board the plane, in addition to nine journalists, a Russian army general and five colonels.

"The site of the Tu-154 plane crash has been identified," news agencies quoted the ministry as saying. The Alexandrov Ensemble was due to perform at the Khmeimim airbase, Russia's main base of operations for its military campaign in support of the Syrian government.

Russia has been supporting its longtime ally, Syria, with a bombing campaign against rebel groups for more than a year.

Syrian president Bashar al-Assad said on Sunday he was "saddened" by the crash.

In a condolence message sent to President Putin, Assad said the two countries were partners in the "fight to lay the foundations of stability, security and peace" in Syria.

Viktor Ozerov, head of Russia's defence affairs committee at the upper house of Russian parliament, said in remarks carried by the state news agency RIA Novosti that he "totally excludes terrorism" as a possible cause of the crash. But Russia's transport minister Maxim Sokolov said an "entire spectrum" of possible reasons is being considered. Bodies and debris found Major-General Igor Konashenkov, a ministry spokesman, said fragments of the plane had been found at a depth of about 70 metres in the Black Sea about 1.5 km off the coast near the city of Sochi.

"The search operation is continuing," said Konashenkov. "Four ships, five helicopters and a drone are working in the area," he said.

Other news agencies reported that parts of the plane and undercarriage, and also an oil slick were found over an area covering several kilometres in the Black Sea.

Al Jazeera's Natasha Ghoneim, reporting from Moscow, said the plane disappeared from radar only minutes after takeoff.

"Reports here in Moscow are saying that the passengers included journalists and military personnel, in addition to members of the famous Alexandrov Ensemble," she said.

The plane was carrying 82 passengers and 10 crew members, Interfax news agency reported.

"Russian President Vladimir Putin has ordered Prime Minister Dmitry Medvedev to form and head a state commission to investigative the crash of the Tu-154 plane in Sochi," the Kremlin said in a statement.

The Tu-154 is a Soviet-designed three-engine airliner.

SBA modernizes to help feed its growing programs 
BY PATRICIA DAUKANTAS | GCN STAFF Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks.

By the time SBA celebrates its 50th anniversary in 2003, agency officials want all their programs up and running around the clock, chief financial officer Joseph Loddo said.

In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.

SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.

The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.

'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.

Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.

'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour."

"Serco Awarded $13 Million Marine Training Systems Support Contract

Serco Inc., a provider of professional, technology, and management services, announced the award of a new contract to provide training support to the US Marine Corps (USMC). The Marine Air Ground Task Force (MAGTF) Training Systems Support contract has a one-year base period and one six-month option period valued at nearly $18 million, if the option is exercised.

Under this contract, Serco will support Combat Instructor School training, systems integrations and operations in a classroom and operations center environment in support of MAGTF Staff Training Program Division-sponsored and supported events. Serco will deliver collaborative tools and web development for garrison and tactical event environments. Training support will include warfighting skills and seminars, mission rehearsal exercises, C2 systems, and combat simulation. Serco expects to hire over 100 new employees to support this contract at 6 sites around the world.

The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.

The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.

The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms' high-density shelves are stacked floor-to-ceiling with files, each a collection of someone’s hopes and dreams and each requiring proper handling. ….

The NVC also preprocesses the chief of mission (COM) application required for the filing of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
