And further evidence shows that the missile affair fits a broader pattern of acts of French favoritism to the Rwandan government."

When the accusation against the Belgians had lost any credibility, President Mitterrand's senior Africa advisor, his chief of staff and the French ambassador to Rwanda all accused the RPF of responsibility. During the French parliamentary inquiry into the France's role in the genocide, French officials were anxious to implicate the Ugandan government in the plane attack. Never did they suggest that their close allies among the Hutu extremists, many of whom have long been hiding in France, may have had the slightest involvement."

(This was the Stargate Project,[1][2][3][4] which the book never mentions by name.) Ronson is put on the historical trail of the "men who stare at goats"—Special Forces soldiers who supposedly experimented with psychic powers against de-bleated goats at Fort Bragg, North Carolina, at the now-decommissioned "Goat Lab" medical training facility. He examines, and dispenses with, several candidates for the legendary "master sergeant" who was reported to have killed a goat simply by staring at it back in the day. In the middle third of the book (Chapters 6-11), the author leaps to the present day—i.e., 2004, just after the Abu Ghraib abuse revelations—and attempts to make connections between the earlier (now terminated, and mostly discredited) military programs and the abuses resulting from the post-9/11 War on Terror (Abu Ghraib, Guantanamo Bay, psyops in Iraq, etc.). This includes the use of the children's song "Barney & Friends" on Iraqi prisoners-of-war. A purported linking element is the alleged use of music and subliminal messaging at the 1993 Waco siege and other FBI operations. A connection is also proposed between these "privatized" psychics and the mass-suicide of members of the Heaven's Gate cult in 1997. The final section of the book (Chapters 13-16) leaps backward to the 1950s and attempts to connect the Army psychic program, and later interrogation techniques, with the CIA's MK-ULTRA "mind control" research program and the notorious death of Army researcher Frank Olson in 1953. "Probe revisits assassination that triggered Rwandan genocide 
GEOFFREY YORK AND JUDI REVER JOHANNESBURG and MONTREAL — The Globe and Mail Published Tuesday, Oct. 11, 2016 6:00AM EDT A confidential 12-page statement by a former close aide of Rwandan President Paul Kagame has sparked the reopening of a formal investigation into one of the greatest mysteries of the 20th century: the assassination that triggered the Rwandan genocide.

The document, obtained by The Globe and Mail, accuses Mr. Kagame of direct involvement in the 1994 missile attack that killed former president Juvénal Habyarimana, leading to the genocide in which an estimated 800,000 people died.

The sworn statement has been submitted to French investigating magistrates, who have decided to reopen their probe. The decision has provoked fury from Mr. Kagame, who told military and judicial officials on Monday that he is ready for a "showdown" with France, including a freeze in diplomatic relations, if the investigation continues.

More than two decades after the assassination, nobody has settled the question of who fired two surface-to-air missiles into the Dassault Falcon 50 private jet that carried Mr. Habyarimana and Burundi president Cyprien Ntaryamira, along with seven other officials and a three-man French crew, as their jet approached Kigali’s airport on the night of April 6, 1994, after peace negotiations in Tanzania.

Immediately after the assassination, Hutu extremists began slaughtering Hutu moderates and Tutsis in the violence that became known as the Rwandan genocide. Various inquiries have reached different conclusions on whether the assassination was carried out by Hutu extremists or the Tutsi rebel army, led by Mr. Kagame.

Canadian general Romeo Dallaire was the commander of a small United Nations peacekeeping force in Rwanda at the time of the genocide. The United Nations force, which also included about a dozen Canadian troops, was credited with saving thousands of lives during the genocide by securing a few places of shelter. Gen. Dallaire asked the UN to send reinforcements after the mass killings began, but his request was turned down, and the peacekeepers were unable to prevent the genocide.

The latest French investigation – precipitated by a case filed by the families of the French flight crew – has been reopened because of a deposition from Mr. Kagame's former army chief, General Faustin Kayumba Nyamwasa. As the head of military intelligence for Mr. Kagame's rebel army in 1994, Mr. Nyamwasa says he spoke to Mr. Kagame just two hours after the assassination. In his long-awaited statement to the French investigators, he gives a detailed account of hearing Mr. Kagame and two other aides describing how they orchestrated the shooting down of the presidential plane.

Mr. Nyamwasa says he was summoned to the rebel headquarters at 10 p.m. on April 6, 1994, and when he arrived he saw Mr. Kagame and the two aides listening to radio reports on the assassination. "We kept listening to the announcements and comments for about five minutes, until Paul Kagame reduced the volume of the transistor portable radio and told us that President Habyarimana’s aircraft had been shot down by our own troops,” the deposition says.

“He explained that he had kept it secret within a small group under his direct command to avoid any leakage." Mr. Kagame and the two aides described how the missiles were smuggled to Kigali under a load of firewood on a truck, Mr. Nyamwasa said. The attack was first planned when the presidential jet flew to Tanzania, but it was postponed because of heavy fog, he said. It was then authorized for the return flight, in secret walkie-talkie messages by the rebel commanders, including Mr. Kagame, he said.

After the assassination, the rebel Tutsi army under Mr. Kagame immediately launched an offensive against the government forces, eventually capturing the country and halting the genocide.

Mr. Nyamwasa, the Rwandan army chief from 1998 to 2002, is now a dissident living in South Africa and a strong critic of Mr. Kagame. He has twice been targeted in assassination attempts in recent years, and The Globe has reported evidence that the Rwandan government plotted to kill him.

An earlier French inquiry in 2006 named Mr. Nyamwasa as one of nine Kagame aides who were involved in organizing the missile attack on the presidential jet in 1994. He denies any involvement. The latest French inquiry would require Mr. Nyamwasa to travel to France to testify to the inquiry, but so far the South African government has refused to allow it. He may instead give his testimony through a video link.

The French inquiry has the power to indict suspects and issue arrest warrants. In its earlier phase in 2006, it issued arrest warrants for the nine suspects who were named in its report, although Mr. Kagame could not be indicted because of his immunity as a head of state.

Mr. Nyamwasa, living in a secret location in South Africa under tight security, did not respond to several messages from The Globe seeking comment on his deposition.

Meanwhile, The Globe has also obtained a confidential document from a separate investigation in 2003 that concluded that the presidential assassination was planned by Mr. Kagame, Mr. Nyamwasa and other senior rebel leaders.

The report, marked “top secret” and never published by the tribunal, was written by a special investigations team at the International Criminal Tribunal for Rwanda, a court established by the United Nations to judge the perpetrators of the genocide and other serious crimes.

The investigators said they had gathered evidence that Mr. Kagame supervised three meetings among six senior rebel commanders "to prepare the attack against the plane of President Habyarimana."

They said the conspirators included Mr. Kagame, Mr. Nyamwasa, and several other rebel commanders who were named in Mr. Nyamwasa's statement.

The criminal tribunal was officially closed last December.

The boss of government outsourcing group Serco quit to allow a new boss to be appointed from outside the troubled company.

Serco is scrambling to restore its reputation following a series of debacles ranging from failing to provide enough doctors in Cornwall to charging the government for electronic tags on dead prisoners. Chris Hyman, left with immediate effect on Friday after 20 years with the operator of hospitals, prisons and railways. He said he would "step back" from his chief executive role, held for 11 years, to allow relations with the government to be rebuilt." 

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa pre-processing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.

The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.

The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.

The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms' high-density shelves are stacked floor-to-ceiling with files, each a collection of someone's hopes and dreams and each requiring proper handling. ….

The NVC also preprocesses the chief of mission (COM) application required for the filing of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
