"Mohamed Mohamed el-Amir Awad el-Sayed Atta (Arabic:محمد محمد الأمير عوض السيد عطا‎ Muḥammad Muḥammad al-Amir ‘Awaḍ as-Sayyid 'Aṭā [mæˈħæmmæd elʔæˈmiːɾ ˈʕɑwɑdˤ esˈsæj.jed ˈʕɑtˤɑ]; September 1, 1968 – September 11, 2001) was an Egyptian hijacker and one of the ringleaders of the September 11 attacks who served as the hijacker-pilot of American Airlines Flight 11, crashing the plane into the North Tower of the World Trade Center as part of the coordinated attacks.[1][2][3][4][5] At 33 years of age, he was the oldest hijacker to participate in the attacks.

Born in 1968 in a small town in Egypt's Nile Delta, Atta moved with his family to the Abdeen section of Cairo at the age of 10. Atta studied architecture at Cairo University, graduating in 1990, and continued his studies in Hamburg, Germany at the Technical University of Hamburg. In Hamburg, Atta became involved with the al-Quds Mosque, where he met Marwan al-Shehhi, Ramzi bin al-Shibh, and Ziad Jarrah, together forming the Hamburg cell. Atta disappeared from Germany for periods of time, spending some time in Afghanistan, including several months in late 1999 and early 2000 when he met Osama bin Laden and other top al-Qaeda leaders. Atta and the other Hamburg cell members were recruited by bin Laden and Khalid Sheikh Mohammed for the "planes operation" in the United States. Atta returned to Hamburg in February 2000, and began inquiring about flight training in the United States.

Atta arrived in the United States, together with Marwan al-Shehhi, in June 2000. Both ended up in Venice, Florida at Huffman Aviation where they entered the Accelerated Pilot Program. Atta and Shehhi obtained instrument ratings in November 2000, and continued training on simulators and flight training. Beginning in May 2001, Atta assisted with the arrival of the muscle hijackers. In July 2001, Atta traveled to Spain where he met with bin al-Shibh to exchange information and finalize the plot. In August 2001, Atta traveled as a passenger on several "surveillance" flights, to establish in detail how the attacks could be carried out.

In early September 2001, Atta traveled to Prince George's County, Maryland, where fellow hijacker Hani Hanjour was at the time. Atta then traveled to Boston, and on September 10, with Abdulaziz al-Omari to Portland, Maine. They spent the night at the Comfort Inn in South Portland. On the morning of September 11, Atta and Omari traveled on Colgan Air back to Boston, where they boarded American Airlines Flight 11. Fifteen minutes into the flight, the team of hijackers attacked and Atta took over control of the aircraft. At 8:46 am, Atta crashed the Boeing 767 into the North Tower of the World Trade Center killing everyone on board including himself and other hijackers.[6] An additional 1,366 civilians died at or above the floors of impact in the North Tower."

"Garvey earned her B.A. from Mount Saint Mary College (a Catholic women's college in Hooksett, New Hampshire which closed in 1978[1]) and her M.A. from Mount Holyoke College and has been awarded several honorary degrees.

She was appointed by President Bill Clinton and holds several "firsts" for an FAA Administrator: she was the first Administrator appointed to a 5-year term, the first female Administrator, and the first Administrator who was not a licensed pilot. She had previously worked as a teacher, highway safety administrator, and the director of Logan International Airport.

She currently serves as the chairwoman of the Capital-to-Capital Coalition, which works to promote non-stop service between Beijing and Washington Dulles International Airport. She also serves on the board of United Continental Holdings. She also currently is the chairman of Meridiam in North America.[2]

Following the 2008 presidential election, Garvey was named as one of six experts advising the Obama transition team on transportation issues. She was among a small group of candidates mentioned for the post of United States Secretary of Transportation in the Obama administration,[3] though the eventual choice was congressman Ray LaHood.

Her husband, Robert J. Garvey, is the sheriff of Hampshire County, Massachusetts."

"Shortly After 9:03 a.m. September 11, 2001: FAA Administrator Garvey Arrives at FAA Headquarters and Learns of Second Attack

FAA Administrator Jane Garvey arrives at her office at FAA headquarters in Washington, DC, and is informed that a second aircraft has just hit the World Trade Center. [SPENCER, 2008, PP. 88] Garvey learned of the first crash while at the nearby Department of Transportation, where she had been in a meeting with Transportation Secretary Norman Mineta and the Belgian transportation minister (see (8:48 a.m.-9:05 a.m.) September 11, 2001). She had phoned FAA headquarters and was told by a supervisor, "We know a plane has just gone in, but we’re also tracking a hijacking." She immediately went out to her car and headed back to headquarters, which is located two blocks away from the Department of Transportation. [BOSTON GLOBE, 11/4/2001] When Garvey arrives at her office on the 10th floor of the headquarters, she finds Monte Belger, her acting deputy, there. She asks him, “What do we know?” and he replies: "[T]his is something beyond a hijacking. This is not an accident. There is something here. [The Department of] Defense is going to be taking the lead."

Belger also informs Garvey that, just before she arrived, a second plane hit the WTC. Garvey heads across the hall to the Operations Center, where security personnel have already established a “hijacking net”—a teleconference that includes several agencies, including the Defense Department (see (8:50 a.m.) September 11, 2001). According to author Lynn Spencer, Garvey “understands that it will be her job to pull information from the [FAA] Command Center in Herndon and forward that information as quickly as possible up the chain, to the Department of Transportation and any other agencies requiring it."[SPENCER, 2008, PP. 88-89] Garvey and Belger spend the next 40 minutes going back and forth between their offices and the Operations Center. Shortly After 9:03 a.m. September 11, 2001: FAA Manager Linda Schuessler Responds to Second WTC Crash, Secures FAACommand Center

The Command Center’s doors are locked and all non-FAA personnel are ordered to leave the premises immediately. [FRENI, 2003, PP. 64; SPENCER, 2008, PP. 80-81]Schuessler will later say her reason for doing this is "because we didn't know exactly what the situation was and what was going on." [AVIATION WEEK AND SPACE TECHNOLOGY, 12/17/2001] At some point early on, she also assigns a member of staff to each manager at the Command Center, to be a note-taker and keep a record of every decision and order given by that manager. FAA Managers Gather Information - Schuessler will recall that, following the second attack, those in the Command Center start receiving information from FAA field facilities, “about unusual things that were going on.” National operations manager Ben Sliney, three first-level supervisors, and Schuessler are involved in gathering together information from around the country that the specialists at the Command Center are receiving. Schuessler will recall, "Every few minutes, we would gather in the middle of the operational floor and share the information and discuss what some of our options might be, what we needed to be doing." "The Auld Alliance (Scots for "Old Alliance"; Vieille Alliance in French) was the alliance between the kingdoms of Scotland and France. The Scots word auld meaning old has become a partly affectionate term for this periodic alliance between the two countries before the Union of Crowns, whereby the Scottish monarch James VI, acceded to the throne of England (as James I) .. Although principally a military and diplomatic agreement, the alliance also extended into the lives of the Scottish population in a number of ways: including architecture, law, the Scots language and cuisine, due in part to Scottish soldiery within the French army. Part of the influence on law was due to Scots often going to French universities, something which continued up until the Napoleonic Wars.[11] Other intellectual influences from France continued into the 18th century as well.[12] Examples of architectural influence include two Scottish castles built with French castle-building in mind: Bothwell and Kildrummy[13]

At the height of the alliance, French was widely spoken in Scotland and French still has an influence on the Scots language.

Despite all these exchanges of culture, Scottish historian J.B. Black, said of the alliance: "The Scot['s...] love for their 'auld' ally had never been a positive sentiment nourished by community of culture, but an artificially created affection based on the negative basis of hatred of England, and merely for the benefits brought by the philosophical theory that "the enemy of my enemy is my friend"."[14] …

"Trump Shuttle, Inc., doing business as Trump Airlines, was an airline owned by Donald Trump from 1989 to 1992.[1][2] The landing rights and some of the physical assets necessary to operate the shuttle flights were originally part of Eastern Air Lines and known as the Eastern Air Lines Shuttle. It operated hourly flights on Boeing 727 aircraft from LaGuardia Airport in New York City to Logan International Airport in Boston, Massachusetts and Ronald Reagan Washington National Airport in Washington, D.C., then known as Washington National Airport at the time Trump Shuttle operated. Trump Airlines also had regularly scheduled flights between LaGuardia and Orlando International Airport in Orlando, Florida."

"Modern PMCs trace their origins back to a group of ex-SAS British veterans in 1965 who, under the leadership of the founder of the SAS, Sir David Stirling and John Woodhouse, founded WatchGuard International (formerly with offices in Sloane Street before moving to South Audley Street in Mayfair) as a private company that could be contracted out for security and military purposes.[13]

The company's first assignment was to go to Yemen to report on the state of the royalist forces when a cease-fire was declared. At the same time Stirling was cultivating his contacts in the Iranian government and exploring the chances of obtaining work in Africa. The company eventually operated in Zambia and in Sierra Leone, providing training teams and advising on security matters. Stirling also organised deals to sell British weapons and military personnel to other countries for various privatised foreign policy operations. Contracts were mainly with the Gulf States and involved weapons supply and training. The company was also linked with a failed attempt to overthrow Colonel Muammar Gaddafi from power in Libya in 1971. Woodhouse resigned as Director of Operations after a series of disagreements and Stirling himself ceased to take an active part in 1972.[14]

Stirling also founded KAS International (aka KAS Enterprises) and was involved in a collaboration with the WWF to forcibly reduce the illegal poaching and smuggling of elephant tusks in various countries of Southern Africa.[15]Other groups formed by ex-SAS servicemen were established in the 1970s and 80s, including Control Risks Group and Defence Systems, providing military consultation and training.

Dramatic growth in the number and size of PMCs occurred at the time of the end of the Cold War, as Western governments increasingly began to rely on their services to bolster falling conventional military budgets. Some of the larger corporations are: Vinnell and Military Professional Resources Inc. in the United States; G4S and Keeni-Meeny Services in the United Kingdom; Lordan-Levdan in Israel and Executive Outcomes in South Africa.

The exodus of over 6 million military personnel from Western militaries in the 1990s expanded the recruiting pool for PMCs.

Some commentators have argued that there was an exodus from many special operations forces across the globe towards these private military corporations. Units that were allegedly severely affected included The British Special Air Service,[16][17] the US Special Operations Forces [18] and the Canadian Joint Task Force 2.[19] Finding work in the industry is not difficult for most former soldiers as their personal network of fellow and ex-soldiers is enough to keep them informed of available contracts.

In 1985, Logistics Civil Augmentation Program (LOGCAP) was established in the United States, primarily to preplan for contingencies and to leverage the existing civilian resources. However, it was three years later before it was first used. In support of a United States Third Army mission, the United States Army Corps of Engineers (USACE) used LOGCAP to contract for the construction and maintenance of two petroleum pipelines systems in Southwest Asia.

Later, USACE awarded the first contract under LOGCAP to Brown and Root Services (now KBR) in August 1992 as a cost-plus-award-fee contract, which was used in December that year to support the United Nations forces in Somalia.

Some contractors have served in advisory roles, that help train local militaries to fight more effectively, instead of intervening directly. Much of the peacekeeper training Western governments have provided to African militaries was done by private firms,[citation needed] and with the increasing absence of Western military support to international peace operations, the private sector was commonly utilized to provide services to peace and stability operations from Haiti to Darfur.

The Center for Public Integrity reported that since 1994, the Defense Department entered into 3,601 contracts worth $300 billion with 12 U.S. based various PMCs within the United States, specifically during the initial response after Hurricane Katrina in New Orleans.

Domestic operations are generally under the auspice of state or federal agencies such as the Department of Energy or the Department of Homeland Security rather than the Department of Defense. Driven by increasingly greater fears of domestic terror attacks and civil unrest and disruption in the wake of disasters, more conventional security companies are moving into operations arenas that would fall within the definition of a PMC. The United States State Department also employs several companies to provide support in danger zones that would be difficult for conventional U.S. forces."


"Breaking News On 911 ~ QRS11 Exposed ~ Civil Suit Moves Forward

I don't know how many of you with deep interest in the events of 911 have been following the current suit by Captain Field McConnell in US District Court. The case number is Civil Case 1:08-1600 and by using Google with that case number you can pull up a great deal of information and the case itself which I've posted on several times previously. This is NOT being reported in the mainstream news anywhere for obvious reasons. The cases are currently active and were filed several years ago.

Let me explain:

While Civil Case 1:08-1600 (RMC)(Pro Se) is a simple suit involving a contractual abrogation by Air Line Pilots Association, the Court, FAA, and FBI all understand that immediately behind this Civil Case is the Qui Tam exposing alleged treasonous acts by over 120 defendants, foreign and domestic, including George HW Bush and Hillary Clinton among MANY others.

While Captains Hanley and McConnell have drastically different issues, the central issue of McConnell's Civil Case 1:08-1600 (RMC) is that the illegal airline modifications revealed to the Airline Pilots Association (ALPA) by McConnell on 11 December, 2006 were part of a $615M settlement Boeing paid USDOJ in June, 2006 and it is believed those illegal modifications are still deployed. Those illegal modifications were reported to FAA, FBI, Boeing and ALPA by Captain Field McConnell, Northwest on 11 December, 2006. Only Boeing has responded in a responsible manner, that being their admission on 3 March, 2007 that the BOEING UNINTERRUPTIBLE AUTOPILOT (QRS-11) existed and was deployed to make a human hijacking impossible. The key component of the BUAP is the QRS11 GyroChip (discussed extensively in my book linked below - see page 108-109) patented by BEI Corporation of Little Rock, Arkansas. The 'patent attorney' on that component was Hillary Clinton of Rose Law, Little Rock. As such she was a named defendant in Civil Case 3:07-cv-49, a Qui Tam filing that was delivered to Attorney General Mukasey and currently sits in AG Holder's office is pending.

In short, what this means is that if McConnell can get summary judgment in this case, Civil Case 1:08-1600, it will then be followed by Civil Case 3:07-cv-49 which will break open the issues surrounding 911.

As you may know, the QRS-11 Gyro Chip was used to command and control the planes that were "hijacked" from the ground on 911 in order to steer them to their targets. There were no Muslim hijackers involved.

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post. The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas. Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area. The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years. The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms’ high-density shelves are stacked floor-to-ceiling with files, each a collection of someone’s hopes and dreams and each requiring proper handling."

"The Telgraph .. Police drop investigation into Serco prisoner transport contract The outsourcing group said there was no evidence of individual or corporate wrongdoing

The City of London Police has closed an investigation into Serco's prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.

The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.

However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.

"The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company," the firm said in a statement. The Ministry of Justice had said it would end the contract immediately if the firm's board was found to have done wrong."

[Resilience exercises and] the 'four-minute warning' system to alert the nation to a ballistic missile attack.

Today its £10.3bn order book is bigger than many countries' defence budgets. It is bidding for a further £8bn worth of contracts and sees £16bn of 'opportunities'.

Profit growth is less ballistic. The first-half pre-tax surplus rose 4% to £28.1m, net profits just 1% to £18m. Stripping out goodwill, the rise was 17%, with dividends up 12.5% to 0.81p.

Serco runs the Docklands Light Railway, five UK prisons, airport radar and forest bulldozers in Florida.

Chairman Kevin Beeston said: 'We have virtually no debt and more than 600 contracts.'

The shares, 672p four years ago, rose 8 1/4p to 207 1/4p, valuing Serco at £880m or nearly 17 times earnings.

Michael Morris, at broker Arbuthnot, says they are 'a play on UK government spend' which is rising fast."

Types of Exercise Workshop Exercises These are structured discussion events where participants can explore issues in a less pressurized environment.

They are an ideal way of developing solutions, procedures and plans rather than the focus being on decision making. Table Top Exercises These involve a realistic scenario and will follow a time line, either in real-time or with time jumps to concentrate on the more important areas. The participants would be expected to be familiar with the plans and procedures that are being used although the exercise tempo and complexity can be adjusted to suit the current state of training and readiness. Simulation and media play can be used to support the exercise. Table-top exercises help develop teamwork and allow participants to gain a better understanding of their roles and that of other agencies and organisations.

Command/Control Post Exercises These are designed primarily to exercise the senior leadership and support staff in collective planning and decision making within a strategic grouping. Ideally such exercises would be run from the real command and control locations and using their communications and information systems. This could include a mix of locations and varying levels of technical simulation support. The Gold Standard system is flexible to allow the tempo and intensity to be adjusted to ensure maximum training benefit, or to fully test and evaluate the most important aspects of a plan. Such exercises also test information flow, communications, equipment, procedures, decision making and coordination.
