It's not an organisation, it's an intelligence-gathering alliance named for its real world counterpart the Five Eyes*

The Five Eyes comprise the main English-speaking countries who have been interoperating in intelligence-gathering since World War Two.

It is clearly established in Spectre that South Africa is one of the countries in the Nine Eyes group (as it vetoes its creation) [China is also in the presentation by "C"]. Which perhaps implies that it's an alliance of English-speaking countries. But the meeting is in Japan, which perhaps implies it's an alliance of the G8+South Africa (for some reason).

In the end I think it's unclear exactly who is in - but the implication of the conversations the characters have is that the Nine Eyes will have total surveillance of the entire world, which the Five Eyes already has in theory - the countries of the alliance have responsibility for surveillance throughout the world, it's not like they're listening to everything."
   
"Interception. The Japanese Foreign Office used both wireless transmission and cables to communicate with its off shore units. Wireless transmission was intercepted (if possible) at any of several listening stations (Hawaii, Guam, Bainbridge Island in Washington state, Dutch Harbor on an Alaska island etc.) and the raw cypher groups were forwarded to Washington, DC. Shortly after Pearl Harbor, Roosevelt had asked Nelson Rockefeller to prepare a study of the communications systems of South America. On May 4, 1942, the President had sent a memorandum to Henry Wallace in his role as chairman of the Board of Economic Warfare, ordering him to insure disconnection of all enemy nationals in the radio, telephone, and telegraph fields. He had urged Wallace to eliminate all Axis control and influence in telecommunications in Latin America, acquire hemisphere interests of all Axis companies, insure loyalty in employees, and disrupt direct lines to the enemy. He had asked for a corporation to be set up to handle the financial aspects of the program with the assistance and advice of an advisory committee.

Wallace approached Secretary of Commerce Jesse H. Jones to make the necessary arrangements. Jones set up the U.S. Commercial Company to take charge of the matter. It was a characteristic choice. The company's second-in-command was none other than Robert A. Gantt, vice-president of ITT itself. Gantt continued to receive salary from ITT while holding his position with the U.S. Commercial Company. The rest of the board was largely composed of directors of ITT or RCA (also a wartime partner in Nazi-American communications companies)

The Hemisphere Communications Committee sat with a mixed Treasury, State, Army, Navy, and U.S. Commercial Company board throughout World War II, doing little more than discussing possible actions against Axis-connected companies. A pressing issue from Pearl Harbor on was the matter of ITT amalgamating the telephone companies of Mexico. One of these, Mexican Telephone and Telegraph, was owned by Behn outright. The other was owned by the Ericsson Company, of which Behn had a 35 percent share in Sweden. The Ericsson Company was partly owned by Nazi collaborator Axel Wenner-Gren and by Jacob Wallenberg, Swedish millionaire head of the ball bearings firm, which played both sides of the war.

In South America, Sosthenes Behn was in partnership (as well as rivalry) with an even more powerful organism: the giant Radio Corporation of America, which owned the NBC radio network. RCA was in partnership before and after Pearl Harbor with British Cable and Wireless; with Telefunken, the Nazi company; with Italcable, wholly owned by the Mussolini government; and with Vichy's Compagnie Generale, in an organization known as the Transradio Consortium, with General Robert C. Davis, head of the New York Chapter of the American Red Cross, as its chairman. In turn, RCA, British Cable and Wireless, and the German and Italian companies had a share with ITT in TTP (Telegrafica y Telefonica del Plata), an Axis-controlled company providing telegraph and telephone service between Buenos Aires and Montevideo. Nazis in Montevideo could telephone Buenos Aires through TTP without coming under the control of either the state-owned system in Uruguay or the ITT system in Argentina.

The head of RCA during World War II was Colonel David Sarnoff, a stocky, square-set, determined man with a slow, subdued voice, who came from Russia as an immigrant at the turn of the century and began as a newspaper seller, messenger boy, and Marconi Wireless operator. He became world famous in 1912, at the age of twenty-one, as the young telegraph operator who first picked up word of the sinking of the Titanic: for seventy-two hours he conducted ships to the stricken vessel. He rose rapidly in the Marconi company, from inspector to commercial manager in 1917. He became general manager of RCA in 1922 at the age of thirty-one and president just before he was 40. Under his inspired organization NBC inaugurated network broadcasting and RCA and NBC became one of the most colossal of the American multinational corporations, pioneers in television and telecommunications.

After Pearl Harbor, Sarnoff cabled Roosevelt, "All of our facilities and personnel are ready and at your instant service. We await your command." Sarnoff played a crucial role, as crucial as Behn's, in the U.S. war effort, and, like Behn, he was given a colonelcy in the U.S. Signal Corps. He solved complex problems, dealt with a maze of difficult requirements by the twelve million members of the U.S. armed forces, and coordinated details related to the Normandy landings. He prepared the whole printed and electronic press-coverage of V-J day; in London in 1944, with headquarters at Claridge's Hotel, he was Eisenhower's inspired consultant and earned the Medal of Merit for his help in the occupation of Europe.

Opening in 1943 with a chorus of praise from various generals, the new RCA laboratories had proved to be indispensable in time of war.

But the public, which thought of Sarnoff as a pillar of patriotism, would have been astonished to learn of his partnership with the enemy through Transradio and TTP. The British public, beleaguered and bombed, would have been equally shocked to learn that British Cable and Wireless, 10 percent owned by the British government, and under virtual government control in wartime, was in fact also in partnership with the Germans and Italians through the same companies and proxies.

Simultaneously, the Transradio stations, according to State Department reports with the full knowledge of David Sarnoff, kept up a direct line to Berlin. The amount of intelligence passed along the lines can scarcely be calculated. The London office was in constant touch with New York throughout the war, sifting through reports from Argentina, Brazil, and Chile and sending company reports to the Italian and German interests.

In a remarkable example of the pot calling the kettle black, Nando Behn, the nephew of Sosthenes Behn, cabled his uncle from Buenos Aires to New York on June 29, 1942: "It is about time something is done down here to cut out the sole communication center in the Americas with Berlin. Our competitors, Transradio, have a direct radio circuit with Berlin and you can be pretty sure that every sailing from Buenos Aires is in Berlin before the ship is out of sight." …

In June 1943, when he was in the Navy, James D. Mooney's activities were still under surveillance by the FBI. He became a prime reason for a contretemps between the Duke and Duchess of Windsor and the State Department that month. Lord Halifax, the British ambassador in Washington, had written to Cordell Hull requesting that the Duchess of Windsor, who was now in Nassau with her husband, the governor of the Bahamas, should be freed from the censorship of her correspondence. This request immediately heightened grave suspicions in Adolf A. Berle. He sent a memorandum to Cordell Hull urging him to deny the request. Dated June 18, 1943, it read: "I believe that the Duchess of Windsor should emphatically be denied exemption from censorship."

Quite aside from the more shadowy reports about the activities of this family, it is to be recalled that both the Duke and Duchess of Windsor were in contact with Mr. James Mooney, of General Motors, who attempted to act as mediator of a negotiated peace in the early winter of 1940; that they have maintained correspondence with Charles Bedaux, now in prison in North Africa and under charges of trading with the enemy, and possibly of treasonable correspondence with the enemy; that they have been in constant contact with Axel Wenner-Gren, presently on our Blacklist for suspicious activity; etc. The Duke of Windsor has been finding many excuses to attend to "private business" in the United States, which he is doing at present.

There are positive reasons, therefore, why this imrnunity should not be granted-as well as the negative reason that we are not according this privilege to the wife of an American official.

Hull called Halifax and told him the Duchess's request was denied. General Motors went unpunished after the war. According to Charles Levinson, in 1967, after a prolonged series of detailed requests, the United States awarded the corporation a total of $33 million tax exemption on profits for the "troubles and destruction occasioned to its airplane and motorized vehicle factories in Germany and Austria in World War II. … Conveniently for The Fraternity, Goring and Himmler committed suicide, carrying with them the secrets that Charles Bedaux, William Rhodes Davis, William Weiss of Sterling, and William S. Farish had carried to their graves. James V. Forrestal also ended his life by suicide. In 1949 he hanged himself from the window of the Bethesda Naval Hospital in Washington, D.C., where he was suffering from advanced paranoid schizophrenia. Newspapers reported him screaming that the Jews and the communists were crawling on the floor of his room seeking to destroy him.

The rest of the conspirators lived out full life-spans.

Those who had opposed The Fraternity were not so fortunate. In 1948 the House Un-American Activities Committee, in one of its unbridled smear campaigns, named Morgenthau's trusted associates Harry Dexter White and Lauchlin Currie as communist agents. Based on the uncorroborated testimony of one Elizabeth Bentley, a self-confessed Soviet spy who was turning state's evidence, the Morgenthau Treasury administration was smeared in the eyes of the public. White and Currie, those deeply loyal enemies of fascism, those investigators of the Bank for International Settlements, of Standard, the Chase, the National City Bank, the Morgans, William Rhodes Davis, the Texas Company, ITT, RCA, SKF, GAF, Ford, and General Motors, were effectively destroyed by the hearings. Currie disappeared into Colombia, his U.S. citizenship canceled in 1956, and White died of a heart attack on August 16, 1948, aged fifty-six, after returning home from an investigative session. While the surviving Fraternity figures flourished again, helping to form the texture of postwar technology, those who had dared to expose them were finished. The Fraternity leaders who had died could sleep comfortably in their graves - their dark purpose accomplished."

"France reinstating border controls for UN climate conference

Authorities are on alert for violent protesters as well as potential terror attacks around the Nov. 30-Dec. 11 conference. Some 80 heads of state including President Barack Obama, and tens of thousands of other people, are expected in Paris for the conference opening.

Bernard Cazeneuve said on BFM television Friday that the controls will be in place for a month "in the context of terrorist threats that could come and stain this large international gathering that is carrying a grand message for humanity."

Europe's so-called Schengen zone of countries with open borders allows for occasional reintroduction of internal border checks, which some countries have done amid this year's migrant crisis.

France submitted a note to European Union authorities last month announcing border checks at all airports with international flights and at 131 land crossings with Belgium, Germany, Spain, Italy, Switzerland and Luxembourg, according to an EU document. The French note cites Schengen rules allowing controls "when there is a serious threat to public policy."

France is still reeling from deadly attacks by Islamic extremists in January on satirical newspaper Charlie Hebdo and a kosher grocery. Since then, the country has seen several other smaller attacks or attempts, including when a heavily armed Islamic radical was prevented by young American passengers from attacking a high-speed train in August. France is also bombing Islamic State targets in Syria and Iraq as part of a U.S.-led coalition, and has troops fighting extremists in Africa.

The climate conference is aimed at reaching the most ambitious accord to date for world governments to reduce emissions that cause global warming.

Organizers expect at least 40,000 people in addition to tens of thousands of activists from environmental, human rights and other groups from around the world. A big march is planned through Paris Nov. 29, and protest groups plan to try to blockade the conference site Dec. 11 and 12, as well as several other smaller-scale actions.

France faces routine protests that are largely peaceful but sometimes degenerate into violence by an extremist fringe. The country saw particularly violent protests during a NATO summit in Strasbourg in 2009, when members of the violence-prone "black bloc" attacked police and set a hotel and customs station ablaze, leaving many injured and disrupting official meetings.

The U.S. Embassy in Paris has warned American citizens to be particularly vigilant around the climate conference.

Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"

Obama and the Triumph of the Fabians 
By Michael Filozof In 1945, the United Kingdom implemented a program of change at the hands of a new left wing government. The structure of support built up in previous decades, the way change was sold to the public, outcomes themselves have much to teach us about America's future.

To most Americans, the iconic image of British strength, resolve, and power is that of the cigar-chomping, bulldog-faced Winston Churchill defiantly growling "we shall never surrender" and "this is our finest hour" as Nazi bombs rained down on London every night during the summer of 1940.

Churchill almost single-handedly saved Britain from defeat at the hands of the Nazis, stepping up to become Prime Minister after Neville Chamberlain resigned in disgrace after diplomatic attempts to achieve "peace in our time" with Hitler proved folly.

But relatively few Americans may be aware that, despite his historic victory over one of the most evil regimes in history, Churchill was unceremoniously booted by British voters when his Conservative Party was defeated within weeks of Germany's surrender.

What followed marked the beginning of the end for the greatest empire since Rome.

The election of 1945 was a decisive victory for Britain's Labour Party. Labour gained 394 seats in the 640-seat House of Commons, named Clement Attlee as Prime Minister, and implemented historic changes in Britain, turning a once-great empire into a second-rate socialist welfare state in a span of 20 years.

The Labour government nationalized key industries in Britain, including rail, mining, air transport, utilities, and communications. Labour also created a "cradle-to-grave" welfare state and nationalized medicine with the creation of the National Health Service. Oppressive taxation was enacted to pay for the massive increase in government spending; by the 1970s income and estate taxes on the wealthy had skyrocketed to 80%.

In foreign policy, the Labour government engaged in wholesale decolonization, and the world is much worse off as a result. In 1947 British India was decolonized and partitioned into Hindu India and Muslim Pakistan. The resulting chaos displaced 12 million refugees and caused a million deaths. Sixty years and several wars later the former colonies are nuclear-armed powers, still locked in chronic tension over control of the mountain region of Kashmir.

Burma, Ceylon, and the Palestinian Mandate were also decolonized in the immediate postwar period. Burma -- now Myanmar -- is home to one of the most repressive military dictatorships in the world. Ceylon, now Sri Lanka, is experiencing a decades-long guerrilla war, and the 60-year Arab-Israeli conflict in the former Palestinian Mandate knows no end. In subsequent decades, Britain also withdrew from East Africa, leaving in its wake the oppressive 30-year dictatorship of Robert Mugabe in Zimbabwe and a tribally-divided Kenya, recently wracked by election violence. Sudan, another former East African possession of the British Empire, is home to the ongoing genocide in Darfur.

By the 1960s, the Labour Party had overturned nearly all of the traditional aspects of a British culture that had been historically staid, stoic, and reserved. Prime Minister Harold Wilson's government decriminalized abortion and homosexuality, abolished capital punishment, and revised immigration laws to allow large numbers of Third World emigrants to Britain for the first time. Consequently, today's Britain is a land of social dysfunction, including high rates of drunkenness, property crime, welfare dependency, racial strife, promiscuity and irreligiosity. The illegitimate birth rate in the U.K. hit 50% in 2008, while a mere 10% of the population regularly attends church. Such behavior would have been unimaginable in prim Victorian society a century ago.

Although Britain's Conservatives managed to form governments in the postwar period, they were unable to fully reverse the changes implemented by Labour. Prime Minister Margaret Thatcher did manage to lower tax rates and privatize some industries in the 1980s, but Conservatives never abolished the welfare state, the NHS, or reversed the social decline that had taken place in the postwar period.

The Britain that strode across the world as an economic and military colossus during the nineteenth and early twentieth centuries - bringing technology, learning, literature, order, and an unprecedented creation of wealth -- was gone forever by the 1960s, its culture replaced by a trite and ephemeral trendiness epitomized by Beatlemania, punk rock, and "Cool Britannia."

The Ideological Clique Behind the Change

These changes did not take place by accident. They were planned by British cultural elites, particularly by members of the Fabian Society, who had worked for over a half-century to promote the policies finally implemented by Labour governments after 1945.

The Fabians advocated a gradual, democratic socialist takeover rather than violent revolution. Fabians sought control over more banal aspects of life -- transport, utilities, medicine -- that were far less threatening to the general public than the prospect of armed revolution.

The society was named after the Roman general Fabius Maximus, whose tactic was to wait for the ideal opportunity. The society's motto -- "For the right moment you must wait... but when the right moment comes you must strike hard" -- is eerily similar to White House Chief of Staff Rahm Emanuel's sentiment that "You never want a serious crisis to go to waste," because "crisis provides the opportunity for us to do things that [we] could not do before."

Fabian Society membership was a Who's Who of prewar British intellectuals, writers and artists who had rejected classical free-market economics, traditional religion, nationalism and imperialism. They included nerdy academic socialists like Harold Laski and G.D.H. Cole, as well as a motley collection of misfits, pacifists, deviants and utopian radicals.

The writer H.G. Wells, advocate of eugenics and a utopian global state, was a Fabian. Noted for his infidelity, he had an affair with the American eugenicist and founder of Planned Parenthood, Margaret Sanger. Playwright and critic George Bernard Shaw, an advocate of feminism, socialism, and vegetarianism, was a Fabian; he opposed British involvement in World War I but became an admirer of the USSR in the 1930s. "Sexologist" Havelock Ellis, who married a lesbian and was said to only become aroused when watching women urinate, was a member, as was Edward Carpenter, a vegan gay-rights activist and nudist. Economist John Maynard Keynes, whose theories influenced the policies of nearly all Western governments since the 1930s and are in vogue in the Obama administration today, was briefly a member.

The Fabian Society was disproportionately influential in the Labour government of 1945; though the Society numbered only several thousand, more than half of the Labour Party MPs were members. Nearly all leaders of the postwar Labour Party have been members, including Attlee, Harold Wilson, James Callaghan, Neil Kinnock and Tony Blair.

Just as the Fabians influenced the Labour Party agenda, today's Democratic Party reflects the disproportionate influence of a clique of elite cultural and academic leftists now seeking to implement a socialist agenda they have been promoting since the 1960s. This agenda includes nationalized health care, taxpayer-funded abortion, federal control of education, gay marriage, openly-practicing homosexuals in the military, and much, much higher taxes.

Like the Fabian-influenced Labour government, the Obama administration has embarked on a course to "remake" America. The administration will effectively nationalize transportation and utilities through its "green energy" initiatives (indeed, Congresswoman Maxine Waters recently advocated nationalizing the oil industry) openly seeks to nationalize health care (the $787 billion "stimulus" bill includes billions of dollars to begin centralizing health care records) and is using the mortgage and banking crisis to effectively nationalize the financial services and banking sector.

In foreign policy, the Obama administration has announced a deadline to withdraw all combat troops from Iraq, and indicated a willingness to cease implementation of a missile-defense shield in Europe. Obama, who campaigned as a "citizen of the world" and effectively apologized to Middle Eastern audiences for the U.S. invasion of Iraq in his first televised interview as president, seeks to curtail American military hegemony and replace it with reliance upon global institutions such as the U.N.

On immigration, Obama and the Democratic Party support citizenship for 12 million mostly Spanish-speaking illegal aliens currently residing in the U.S.; such a plan would invariably allow those new citizens to sponsor even more non-English speaking family members to emigrate to the U.S.

The agenda of the American Left bears an uncomfortable similarity to that of the Fabian Society intellectuals that reshaped British society. If this agenda is successfully implemented by Barack Obama, the election of 2008 in the United States will be a watershed event, much like the British election of 1945.

But this analogy is not an optimistic one. If one wants to know what the United States will look like fifty years after Obama, one need only look at the fall of Britain from its imperial height in 1945 to the Britain of today -- a second-rate, secularized "nanny state" whose disarmed citizens are monitored by thousands of police cameras and whose police actively prosecute "hate crimes" and offenses against "multiculturalism."

Like Britain, the United States will almost certainly remain an important financial center and regional power several decades from now, but the center of global gravity will long since have shifted to the Chinese as the United States abandons it global dominance and becomes preoccupied with a liberal, postmodern, domestic agenda. It does not have to be this way -- the United States can still assert itself as global hegemon if it has the will to do so - but the successful implementation of the Obama agenda will assure that it does not.

If Obama achieves the goals articulated in his campaign, his presidency will surely mark the end of "the American Century" just as the election of 1945 signaled the end of Victorian and Edwardian British global dominance."

Ellis resigned from his position of Fellow of the Eugenics Society over their stance on sterilization in January 1931.[10]"

In the Middle East, the theories of Fabian Society intellectual movement of early-20th-century Britain [and Pierre Trudeau] inspired the Ba'athist vision. The Middle East adaptation of Fabian socialism led the state to control big industry, transport, banks, internal and external trade. The state would direct the course of economic development, with the ultimate aim to provide a guaranteed minimum standard of living for all.[25] Michel Aflaq, widely considered as the founder of the Ba'athist movement, was a Fabian socialist [Note: Justin Trudeau is abandoning Syrian Christians to Fabian Socialists!]. Aflaq's ideas, with those of Salah al-Din al-Bitar and Zaki al-Arsuzi, came to fruition in the Arab world in the form of dictatorial regimes in Iraq and Syria.[26] Salāmah Mūsā of Egypt, another prominent champion of Arab Socialism, was a keen adherent of Fabian Society, and a member since 1909.[27]"
