#2292: Marine Links Serco's Black-Hand Visas For Jetway Tracks To HSBC/MI6 Spy In A Clinton Snuff-Film Bag

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked Serco's Black Hand* visa services for asset tracking through airport jetways to the late Gareth Williams, the HSBC/MI6 spy suspected of hacking Hillary Clinton’s server, whose body was found in a bag typically used by British Virgin Islands (BVI) drug dealers and snuff-film crews.

"Reporting on the investigation, the news website Great Game India observed last week that for years, "when banks have been caught laundering drug money, they have claimed that they did not know, that they were but victims of sneaky drug dealers and a few corrupt employees." … "Nothing could be further from the truth. Black Hand* – HSBC's drug-hub navigators with a "License to Track, Film and Kill" for the City of London's Honourable Artillery Company 1537; The Master Mariners and Air Pilots (formerly GAPAN) 1929, and The Ancient and Honorable Artillery Company of Massachusetts 1638 – whose alumni include the United States' Presidents James Monroe, Chester Alan Arthur, Calvin Coolidge and John F. Kennedy and – perhaps – Barack 'Cake Boy' Obama.

McConnell claims that while Williams was hacking the "ClintonEmail.com" domain through a landing page hosted by Confluence Networks in the British Virgin Islands, he was being tracked and monitored through his flat in Pimlico, barely a mile from the headquarters of MI6 across the River Thames, where the property was used by MI6 as a safe house but owned by a BVI-registered company and alleged HSBC client named New Rodina meaning 'new motherland' in Russian.

McConnell believes that Williams bought about £20,000 worth of women's clothing in his flat and visited websites about claustrophilia (the love of enclosure), bondage and sadomasochism to see if he could infiltrate one of the LGBT pay-to-play snuff-film encounters in hotels allegedly used by HSBC with Clinton and her bodywoman Huma Abedin to entrap pedophile leaders in sovereign states.

McConnell believes Serco issued visas to Black Hand navigators during Clinton's four-year term as Secretary of State thereby allowing members of her entourage to set up LGBT pay-to-play snuff-film encounters in over 100 countries and, in the particular case of the late Gareth Williams, generate a torture snuff film to intimidate his MI6 colleagues prior to shipping his rapidly decomposing body back though a chain of HSBC jetways to his Pimlico home in August 2010.

McConnell notes that the Wikipedia entry for "Hillary Rodham Clinton's tenure as Secretary of State" fails to mention her travels in August 2010 when Mr. Williams went missing for a period ignored by his employer MI6/HSBC and he believes Clinton's missing e-mails will shed light on her LGBT activities and the discovery of an MI6/HSBC transvestite (?) spy in a snuff-film bag.

McConnell is pre-empting Clinton 'spin' at the United Nations in New York (see above), by exposing Serco's use of Black Hand visas for criminal asset tracking through HSBC Jetways in cities in 81 countries including Montreal Canada where the late spy Gareth Williams must have known that 2000+ general managers at an Airports Council International conference had been decoyed out of position for the "first live broadcast mass snuff film in [LGBT?] history" on 9/11.

The woman officer, who can only be identified as SIS F, said vetting processes focused on “trustworthiness, integrity and reliability" in handling "sensitive information".

She said people can have "lifestyle choices" that are "perfectly legitimate" but that the service would want to know about them in case their background puts them at risk.

The insight in to secret service vetting came during the inquest in to Mr Williams, whose naked, decomposing body was discovered in a locked holdall in his bath in a flat in Pimlico in August 2010.

The inquest has already heard Mr Williams had £20,000 worth of womens' clothing in his flat and had visited websites about claustrophilia - the love of enclosure - and bondage and sadomasochism.

It emerged yesterday that he was also once discovered tied to his own bed wearing only boxer shorts.

Speaking from behind a large screen, the MI6 agent said she could not comment specifically on Mr Williams but added: “There is no template for what that individual should be or what their lifestyle should be.

"Individuals have lifestyle and sexual choices or preferences that are perfectly legitimate.

"Our concern in the vetting process is to identify whether anything in an individual's background lifestyle creates a risk to him." Asked if Mr Williams would have been required to reveal he had bought the womens' clothes, she said: "No."

The inquest also heard that Mr Williams had conducted unauthorised searches on the MI6 database that could have put him at risk to "hostile and malign" parties.

The officer did not say what the searches were but accepted such activities could "theoretically" put him at risk if a third party had known but MI6 did not.

However, she said there was no evidence of that and insisted reviews had shown no link between Mr Williams’ work and his death.

The agent added that MI6 was "profoundly sorry" for the delays in realising that Mr Williams was missing.

The spy was missing for a week before the agency raised the alarm and police found his decomposing body.

A member of Mr Williams' family became distressed after hearing that his line manager, who should have noticed earlier, has not been disciplined.

On Wednesday, the inquest heard how Mr Williams was once found having tied himself to his bed.

The codebreaker had to call for help in the middle of the night after managing to tie himself so tight his bindings were cutting in to his wrists while living in Cheltenham in 2007.

The embarrassed spy had to be released by his landlady and landlord, who were left shocked after discovering him bound and wearing just his boxer shorts.

He insisted he was just "messing around" and trying to see if he could release himself but Jennifer and Brian Elliot believed it had a sexual motive.

A member of staff who worked at the upmarket west London fashion store Dover Street Market recalled him coming in regularly and buying women's items he said were for his girlfriend.

But Elizabeth Guthrie, a friend of Mr Williams, insisted he was not gay and may have bought the clothes as "support" for his female friends. Ms Guthrie also revealed he had sometimes gone by another name and used different phones.

Earlier in the inquest, Superintendent Michael Broster, from the Met's SO15 – the counter-terrorism unit – could not guarantee that Mr Williams' work computers had not been tampered with after his death.

He told how he acted as a "conduit" between the Met's murder squad, who were investigating the death, and GCHQ and MI6.

He revealed his GCHQ computer was not handed over until six days after his body was discovered and the MI6 one four days later.

Supt Broster insisted there was nothing to suggest a link between his work and his death but under cross-examination by Anthony O'Toole, representing the family, he admitted he could not "say absolutely definitely"."

Secretary Clinton met with Celso AmorimForeign Minister of Brazil, in March 2010 at the Palácio do Itamaraty in Brasília.

In January 2010, Secretary Clinton cut short a trip to the Asia-Pacific region in order to see firsthand the destructive effects of the 2010 Haiti earthquake and to meet with President of Haiti René Préval.[104] Clinton said she would also evaluate the relief effort and help evacuate some Americans. She stressed that her visit was designed not to interfere with ongoing efforts: "It's a race against time. Everybody is pushing as hard as they can."[104] The Clintons had a special interest in Haiti going back decades, to their delayed honeymoon there[105] up to Bill Clinton being the United Nations Special Envoy to Haiti at the time of the earthquake.

In a major speech on January 21, 2010, Clinton, speaking on behalf of the U.S., declared that "We stand for a single Internet where all of humanity has equal access to knowledge and ideas", while highlighting how "even in authoritarian countries, information networks are helping people discover new facts and making governments more accountable."[106] She also drew analogies between the Iron Curtain and the free and unfree Internet.[107] Her speech, which followed a controversy surrounding Google's changed policy toward China and censorship, appears to mark a split between authoritarian capitalism and the Western model of free capitalism and Internet access.[107][108] Chinese officials responded strongly, saying Clinton's remarks were "harmful to Sino-American relations" and demanded that U.S. officials "respect the truth", and some foreign policy observers thought that Clinton had been too provocative.[107] But the White House stood behind Clinton, and demanded that China provide better answers regarding the recent Chinese cyberattack against Google.[109] Clinton's speech garnered marked attention among diplomats, as it was the first time a senior American official had clearly put forth a vision in which the Internet was a key element of American foreign policy.[109]

In February 2010, Clinton made her first visit to Latin America as secretary. The tour would take her to Uruguay, Chile, Brazil, Costa Rica and Guatemala and Argentina. She first visited Buenos Aires and talked to Argentine President Cristina Fernández de Kirchner. They discussed Falkland Islands sovereignty and the issue of oil in the Falklands.[110] Clinton said that "We would like to see Argentina and the United Kingdom sit down and resolve the issues between them across the table in a peaceful, productive way."[110] Clinton offered to help facilitate such discussions, but did not agree to an Argentinian request that she mediate such talks.[110][111] 

Within 12 hours of Clinton's remarks,Downing Street categorically rejected a U.S. role: "We welcome the support of the secretary of state in terms of ensuring that we continue to keep diplomatic channels open but there is no need for [direct involvement]."[111] Clinton then went on to Santiago, Chile to witness the aftereffects of the 2010 Chile earthquake and to bring some telecommunications equipment to aid in the rescue and recovery efforts.[112]


In April 2010, there was a flurry of speculation that Clinton would be nominated to the U.S. Supreme Court to fill the vacancy created by Justice John Paul Stevens' retirement, including a plug from ranking Senate Judiciary Committee member Orrin Hatch.[113][114] The notion was quickly quashed by the White House, which said, "The president thinks Secretary Clinton is doing an excellent job as secretary of state and wants her to remain in that position."[113] A State Department spokesperson said that Clinton "loves her present job and is not looking for another one."[114]

By mid-2010, Clinton and Obama had clearly forged a good working relationship without power struggles; she was a team player within the administration and a defender of it to the outside, and was careful to make sure that neither she nor her husband would upstage him.[70][115] He in turn was accommodating to her viewpoints and in some cases adopted some of her more hawkish approaches.[115] She met with him weekly, but did not have the close, daily relationship that some of her predecessors had had with their presidents, such as Condoleezza Rice with George W. Bush,James Baker with George H. W. Bush, or Henry Kissinger with Richard Nixon.[115] Nevertheless, he had trust in her actions.[4]

During an early June 2010 visit to ColombiaEcuador, and Peru, Clinton dealt with questions at every stop about the recently passed and widely controversial Arizona SB 1070 anti-illegal immigration law, which had damaged the image of the U.S. in Latin America.[116] When answering a question from local television reporters in Quito about it, she said that President Obama was opposed to it and that "The Justice Department, under his direction, will be bringing a lawsuit against the act."[116] This was the first public confirmation that the Justice Department would act against the law;[116] a month later, it became official as the lawsuit United States of America v. Arizona. While at a hotel bar in Lima, she completed an agreement with a representative of China over which companies could be specified in a UN resolution sanctioning the nuclear program of Iran.[93] Returning to SB 1070, in August 2010 she included the dispute over it in a report to the Office of the United Nations High Commissioner for Human Rights, as an example to other countries of how fractious issues can be resolved under the rule of law.[117]

In July 2010, Clinton visited Pakistan for the second time as secretary, announcing a large new U.S. economic assistance package to that country as well as a U.S.-led bilateral trade agreement between Pakistan and Afghanistan.[118] She then travelled to Afghanistan for the Kabul Conference on the situation there, during which President Hamid Karzai vowed to implement much-promised legal, political, and economic reforms in exchanged for a continued Western commitment there.[119] Clinton said that despite the scheduled U.S. drawdown there in 2011, the U.S. has "no intention of abandoning our long-term mission of achieving a stable, secure, peaceful Afghanistan. Too many nations – especially Afghanistan – have suffered too many losses to see this country slide backward."[119] She then went on to Seoul and the Korean Demilitarized Zone where she and Defense Secretary Robert Gates met with South Korean Foreign Minister Yu Myung-hwan and Minister of National Defense Kim Tae-young in a '2+2 meeting' to commemorate the 60th anniversary of the Korean War. There she said that the U.S. experience in staying in Korea for decades had led to a successful result, which might also be applicable to Afghanistan.[120] Finally, she went to HanoiVietnam for the ASEAN Regional Forum, wrapping up what The New York Times termed "a grueling trip that amounted to a tour of American wars, past and present".[120] There she injected the U.S. into the long-running disputes over the sovereignty of the Paracel Islands and Spratly Islands, much to the displeasure of the Chinese who view the South China Sea as part of their core interests, by saying "The United States has a national interest in freedom of navigation, open access to Asia's maritime commons and respect for international law in the South China Sea."[120]

By this time, Secretary Clinton was quite busy with another role of a kind, "M.O.T.B." as she wrote in State Department memos, making reference to her being the mother of the bride in daughter Chelsea Clinton's July 31, 2010, wedding to Marc Mezvinsky.[121] She confessed in an interview in Islamabad less than two weeks before the wedding that she and her husband were both nervous wrecks, and that "You should assume that if he makes it down the aisle in one piece it's going to be a major accomplishment. He is going to be so emotional, as am I."[122] The event itself gained a large amount of media attention.[121]

In a prominent September 2010 speech before the Council on Foreign Relations, Clinton emphasized the continuing primacy of American power and involvement in the world, declaring a "new American moment".[123] Making reference to actions from reviving the Middle East talks to U.S. aid following the2010 Pakistan floods, Clinton said that "The world is counting on us" and that "After years of war and uncertainty, people are wondering what the future holds, at home and abroad. So let me say it clearly: The United States can, must, and will lead in this new century."[123]"

"LGBT History Month originated in the United States and was first celebrated in 1994. It was founded by Missouri high-school history teacher Rodney Wilson.[1] Wilson originated the idea, served as founder on the first coordinating committee, and chose October as the month of celebration. Among early supporters and members of the first coordinating committee were Kevin Jennings of the Gay, Lesbian and Straight Education Network (GLSEN); Kevin Boyer of Gerber/Hart Gay and Lesbian Library and Archives in Chicago; Paul Varnell, writer for the Windy City Times; Torey Wilson, Chicago area teacher; Johnda Boyce, women's studies major at Columbus State University and Jessea Greenman of UC-Berkeley. Many gay and lesbian organizations supported the concept early on. In 1995, the National Education Association indicated support of LGBT History Month as well as other history months by resolution at its General Assembly.

October was chosen by Wilson as the month for the celebration because National Coming Out Day already was established as a widely known event, on October 11, and October commemorated the first March on Washington for Lesbian, Gay and Bi Equal Rights and Liberation by LGBT people in 1979. LGBT History Month is intended to encourage honesty and openness about being LGBT.

While it was first known as Lesbian and Gay History Month, the coordinating committee soon added "bisexual" to the title. It has subsequently become known as LGBT History Month. The event has received criticism from, for example, the Concerned Women for America and others who believe it to be a form of indoctrination.[2]

On June 2, 2000, President Bill Clinton declared June 2000 "Gay & Lesbian Pride Month".[3] President Barack Obama declared June 2009 Lesbian, Gay, Bisexual and Transgender Pride Month 2009 on June 1, 2009.[4]

Equality Forum, a national and international LGBT civil rights organization with an educational focus, undertook responsibility for LGBT Month in 2006. In 2012, for the first time, two American school districts celebrated LGBT History Month; the Broward County school district in Florida signed a resolution in September in support of LGBT Americans, and later that year the Los Angeles school district, America's second-largest, also signed on.[5]"

"Hillary Clinton's 'Condom' Christmas Tree

Most people have heard the story of the Clintons' "x-rated" tree decorations during the Christmas of 1994.

The story originated primarily from Gary Aldrich's book, Unlimited Access. In some ways it is better and some ways worse than it is commonly remembered.

If you have not had a chance to read Mr. Aldrich’s book, or if you have forgotten the details, here are some of the more relevant excerpts from pp 101-6:

"Good Morning, Mrs. President"

… Just before Decorating Saturday, I ran into some of my old team members from the previous Christmas…

"You aren’t missing anything. You wouldn't believe what they’re calling 'Christmas decorations' this year. It's unbelievable. In fact, it’s downright disgraceful. There’s this one ornament, a clear lucite block, and inside are some old computer parts, and that's a Christmas ornament, see?”

My other former team member chimed in, "Yeah, it's true, and there's all of this carved dark wood, not resembling much of anything—just sticks and twigs tied together. They look like fertility gods or something. We can't tell."

"Yeah, and there are pots, and carvings, some that look kind of obscene, and boxes, but nowhere can we find anything that resembles Christmas. Nowhere."

"And have you seen Bertha?"

Yes, I had seen Bertha—big, ebony Bertha. Bertha was a statue that Hillary had selected to be placed along the public tour line. About eleven other examples of modern art were in the Jackie Kennedy Garden (the companion garden to the Rose Garden). Bertha was twice life-size and was very naked. In addition, Bertha had enormous buttocks, far out of proportion to the rest of her body.

That is why the permanent White House staff named her Bertha, which was short for "Bertha's Big Butt.” This is what the first lady considered appropriate for the eyes of the thousands and thousands of visitors who daily toured the White House—Bertha’s Big Butt…

Fast forward to one year later. Again I was asked to help decorate White House. I didn't get it. There wasn’t much to do. The Clintons didn't like tinsel—not one tree had any tinsel—nor was there any snow, nor did there seem to be much for decorators to do…

Perhaps Hillary didn't trust us. She had, in fact, "hired" some volunteers of her own. While in New York, Hillary had seen an office she thought was well-decorated. She ordered the staff to find the decorators and bring them down.

The permanent White House staff wasn't wild about this idea, but, after all, it was the first lady's show, and everyone understood that it would be done the way Hillary Clinton wanted it done…

The GSA, the Park Service, and the Residence maintenance staff had erected all the trees. Some staff were on high ladders, hanging evergreen garlands. We gathered around folding tables to unpack the ornament boxes.

It took about ten seconds to get the first reaction. "What in the world?"

Then another. "What the hell?"

Then another. "Look at this thing! What is it?"

"Hillary's ornaments is what!"

From one end of the hall to the other, about forty people were picking up these "things", staring at them, turning them around, trying to figure them out or stifle their embarrassed laughter. I turned to one of my team members. “What are these things?”

"I heard the theme is The Twelve Days of Christmas, as interpreted by art students from around the country. Hillary sent a letter out just two months ago, really late actually, asking budding artists to send in an interpretation of The Twelve Days of Christmas, and this is what they came up with."

I couldn't believe what I was looking at. "This stuff is just childish garbage! We can't hang this stuff on any White House Christmas tree!

This is a bad joke."

"Gary, the orders from the First Lady's Office are to hang these. It's what she wants, so we have to hang them. Anyway, many of them are from ‘blue ribbon' art schools, as designated by the Secretary of Education. The whole administration has a stake in this."

"Well, if this is blue ribbon, then we're in serious trouble, educationally." I pulled out one ornament that was five real onion rings (five golden rings) glued to a white styrofoam tray, with a hook attached to the back so it could be hung. But where? Maybe in Clinton’s bedroom so he could rip off a midnight snack?

I was disgusted, but some of it was actually pretty funny.

"Gary, come here, look at this!" It was a mobile of twelve lords a-leaping. They were leaping all right. The ornament consisted of tiny clay male figurines. Each was naked and had a large erection. My friend said, "Whoops!" and he dropped it on the floor. Then, "Oh, no," as he stomped on it. He joked, "Man, I hope I don't get in trouble with Hillary for that!"

Some of the ornaments were silly and some were dangerous, like the crack pipes hung on a string. We couldn't figure out what crack pipes had to do with Christmas no matter how hard we tried, so threw them back in the box. Some ornaments were constructed of various drug paraphernalia, like syringes, heroin spoons, or roach clips, which are colorful devices sometimes adorned with bird feather and used to hold marijuana joints.

Two turtle doves became two figurines that had the shells of turtles but the heads of birds; there were many of these. Four calling birds were—you guessed it—birds with a telephone, and there were at two miniature phone booths with four birds inside using the telephone. There was a partridge in a pear, without the tree—a clay pear with a partridge head sticking out of it. Three French hens were French kissing in a menage a trois. So many of the ornaments didn’t celebrate Christmas as much at they celebrated sex, drugs, and rock and roll. Several of the birds had dark glasses and were blowing saxophones…

I went over to one of the tables I hadn’t looked at yet. What’s this? Of course. Two turtle doves, but they didn’t have shells this time—they were joined together in an act of bird fornication.

I picked up another ornament that was supposed to illustrate five golden rings. One of the male florist volunteers grabbed my arm and laughed and laughed…

I was holding were sex toys known as "cock rings"—and they had nothing to do with chickens.

Another mystery ornament was the gingerbread man. How did he fit into The Twelve Days of Christmas? Then I got it. There were five small, gold rings I hadn't seen at first: one in his ear, one in his nose, one through his nipple, one through his belly button, and, of course, the ever-popular cock ring.

I couldn’t believe the disrespect that these ornaments represented. Many of the artists invited to make and send something to hang on the tree must have had nothing but disgust, hatred, and disrespect for the White House and the citizens of this country, a disgust obviously encouraged by the first lady in the name of artistic freedom…

Here was another five golden rings ornament—five gold-wrapped condoms. I threw it in the trash. There were other condom ornaments, some still in the wrapper, some not. Two sets had been “blown” into balloons and tied to small trees. I wasn’t sure what the connection was to The Twelve Days of Christmas. Condoms in a pear tree? …

Hillary's social secretary, Ann Stock, came down, carefully looked at the tree and its decorations and pronounced it “perfect” and “"delightful." …

Lovely, no?"

"Drugs Drug-running was carried out by some HSBC clients, both in the Caribbean and in Mexico. 
Arturo del Tiempo Marques was a Spanish property developer operating in the Dominican Republic and a valued HSBC customer controlling up to 19 separate accounts, which in 2006-07 contained assets equivalent to £2.5m. However, one of his shipping containers of construction materials, sent from the Dominican Republic to Spain, was found in 2010 to contain more than a tonne of cocaine, hidden behind a false panel. He is currently serving a seven-year prison sentence in Spain. Marques was one of a number of HSBC customers regularly making large cash withdrawals from the Swiss bank. In May 2005, he withdrew €55,000 (£40,000) in cash. Just two weeks later in June he took out $50,000 (£32,000). A few months later in December that year, he took out still more bricks of cash, totaling €60,000.

Scandal: The email plot thickens with news that Hillary Clinton's deputy chief of staff also used a private email account on the Clintons' server to conduct government business.

Watchdog group Judicial Watch, which doesn't like being lied to or jerked around any more than the House Benghazi Select Committee does, has filed a Freedom of Information Act lawsuit against the Department of State seeking all communications, including emails, between Secretary of State Clinton and Huma Abedin with Nagla Mahmoud, wife of ousted Egyptian president Mohammed Morsi between Jan. 21, 2009, and Jan. 21, 2013. The lawsuit — which also seeks a thorough search of Clinton's newly discovered private email accounts connected to a home-based server to exclusively conduct government business — comes alongside the issue of subpoenas by the Benghazi Select Committee. Both have long been curious about the scarcity of produced emails with Clinton's name on them.

Abedin, perhaps best remembered as the wife of disgraced former congressman Anthony Wiener, is a longtime Hillary friend and confidante. She served as Clinton's deputy chief of staff at the same time she worked as a consultant to the Clinton Foundation and a New York advisory firm tied to the Clintons, one that did business before the government.

Foreign contributions to the Clinton Foundation — including from governments and sources which might not have our best interests at heart, during and after Clinton's tenure as secretary of state — are raising questions about conflicts of interest and possible quid pro quos. Abedin made $135,000 a year as Clinton's deputy, a period in which she is reported to have raked in as much as $355,000 from consulting contracts. Having a pipeline into the Clinton inner circle is invaluable to some. This reminds us of Johnny Chung's famous comparison of the Clinton White House to a subway turn style — you had to put money in to gain entry.

Abedin also has some interesting family connections. Her father is said to be close with the Saudi government's Muslim World League, and her mother is said to be a member of the Muslim Sisterhood. World Trade Center bombing prosecutor Andrew McCarthy wrote in National Review: "The ties of Ms. Abedin's father, mother and brother to the Muslim Brotherhood are both specific and substantiated."

The Muslim Brotherhood took power in Egypt with the Obama administration's approval after it had all but abandoned the government of Hosni Mubarak, a long-time ally and friend. It was while Abedin was advising Hillary that State dropped its long-standing policy of having no dealings with the Muslim Brotherhood.


"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.

The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.

The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.

The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms’ high-density shelves are stacked floor-to-ceiling with files, each a collection of someone's hopes and dreams and each requiring proper handling. ….

The NVC also preprocesses the chief of mission (COM) application required for the fi ling of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"

"Building a State-of-the-Practice Data Communications Network To create a state-of-the-practice data communications network required Serco to engineer different solutions for each of the AFSCN's unique locations. Each ground station around the world had to be surveyed in order to develop detailed installation plans, project support agreements and testing plans. Furthermore, to assure communications reliability between the ground station and the operational control nodes, Serco also had to conduct a complete circuit testing exercise. 

In developing this enhanced voice and data communications network, Serco's team engineered and implemented an ATM backbone and secure voice system for each of the AFSCN ground stations. The installed network was based on a Wide Area Network (WAN) architecture utilizing IP based network capabilities and proprietary secure communication technologies such as KG-75s, KG-84S and KIV-7s. In addition, Serco ensured Defense Red Switch Network connectivity and operations throughout the AFSCN"
