Red-Switch White-Van Parking* – Surveillance methods used by Jarrett, the former Chairman of the Chicago Transit Board, to manage wag the dog CSI through white vans parked near crime scenes linked to Boeing E4B and National Command Authority Defense Red Switch Networks.

Black Hand** - Collective term for captains of livery companies with a "License to Kill, Extort and Bribe" – The City of London's Honourable Artillery Company 1527, Master Mariners 1928 and Air Pilots 1929 and the Ancient and Honorable Artillery Company of Massachusetts 1638.

McConnell alleges that Jarrett scripted Obama's UN speech where he condemned the anti-Islam video "The Innocence of Muslims" and that she used Serco's Red Switch Network to task occupants of the white van in Paris with the silencing of witnesses to the Hebdo hits.

Parking Enforcement Caught Not Feeding Meter

It seems one eagle-eyed reader has caught private parking enforcement contractor SERCO not playing by the parking rules they’re paid to enforce.

SERCO has a multi-million dollar contract with the city of Chicago to staff, train and deploy $8.50 per hour enforcement employees to write parking tickets to parking scofflaws around the city [Allegedly trained by Jarrett’s Black Hand captains for Red Switch White Van Parking surveillance of crime scenes and the silencing of witnesses]. SERCO employees supplement the Department of Revenue Parking Enforcement Aides and other city ticket writers and are normally handling enforcement later in the day and late night.

According to Wicker Park resident Kevin P., he saw a SERCO van parked illegally along Milwaukee Avenue in early February.
“I was curious when I saw this white van with ‘Parking Enforcement’ on the side pull up and park,” explains Kevin. “So I checked to see if the meter maids that got out of this van actually fed the meter. They didn’t! As you can see from the photo of the dashboard, there’s no parking meter receipt. That’s not right!””

One witness to Wednesday's shooting, Gilles Boulanger, who works in the same building as the Charlie Hebdo offices, likened the scene to a war zone.

He told the BBC: "A neighbour called to warn me that there were armed men in the building and that we had to shut all the doors.
"And several minutes later there were several shots heard in the building from automatic weapons firing in all directions.

"So then we looked out of the window and saw the shooting was on Boulevard Richard-Lenoir, with the police. It was really upsetting. You'd think it was a war zone."

Another witness, Benoit Bringer, told TV station France Info: "We heard shouting in the street. We saw hooded men carrying Kalashnikovs enter the building. We called the police. After a few minutes we heard heavy firing, a lot of firing. We went upstairs onto the roof.

"After about 10 minutes we saw two armed men come out into the street. Three policemen arrived on bikes but had to leave because the men were armed. There was a lot more shouting in the street, a lot more gunshots. The attackers took off in a car."
David Cameron led the British response to the unfolding incident, condemning the attack on Twitter.



"The murders in Paris are sickening," he posted. "We stand with the French people in the fight against terror and defending the freedom of the press."

Philip Hammond, the British Foreign Secretary, wrote: "Appalled to hear news of apparent terrorist attack in Paris. My thoughts are with the family and friends of those killed."”

The two brothers wanted in the terror attack on a French weekly that killed 12 people Wednesday had long been viewed by U.S. officials as potential terror suspects, prompting them to be placed on a “no fly” list that banned them from boarding commercial aircraft into and out of the United States, U.S. counterterrorism sources told Yahoo News.

Cherif Kouachi, 32, and his brother, Said, 34, had both been entered into the U.S. government’s Terrorist Identities Datamart Environment (TIDE) system — a classified master database with more than 1 million names of individuals suspected of possible terror ties.

But the sources said information about the Kouachis was viewed as serious enough for their names to be forwarded to the FBI’s Terrorist Screening Center for entry onto a number of government watch lists. The Kouachis were then placed on the “no fly” list — the most restrictive of the lists, with about 47,000 names.


A person placed on that list is viewed as a “threat to civil aviation or national security,” a U.S. official said. The official declined to say precisely when the Kouachis were placed on the list other than that they had been on it “for years.”


U.S. officials also declined Thursday to say what information prompted the watch-listing. But, according to press reports, Cherif Kouachi came to the attention of French authorities as early as 2005 when he was arrested in connection with a case involving Farid Benyettou, a radical preacher who gave sermons calling for jihad in Iraq.


Kouachi was brought to trial in 2008; according to trial testimony, he had become radicalized by the U.S. invasion of Iraq and the later images of detainee mistreatment in Abu Ghraib prison. He was convicted and given a three-year sentence for being involved in a network that recruited young French Muslims to fight in Iraq, but was then released because of the time he spent in pretrial detention.”


Building a State-of-the-Practice Data Communications Network  To create a state-of-the-practice data communications network required Serco to engineer different solutions for each of the AFSCN’s unique locations. Each ground station around the world had to be surveyed in order to develop detailed installation plans, project support agreements and testing plans. Furthermore, to assure communications reliability between the ground station and the operational control nodes, Serco also had to conduct a complete circuit testing exercise.
