#2191: Marine Links Serco Visa For Hit Team Tags To Norad Santa Foreign Faction Pilot, Homolka JonBenét

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked Serco's use of the National Visa Center to deploy hit teams for the Offender's Tag Association to a "small foreign faction" apparently flown to Boulder Colorado for the Norad Santa program of 1996 by E/W pilot Russell Williams and a ransom note, allegedly authored by Karla Homolka, found at the home of the late, tortured and murdered JonBenét Ramsey.

McConnell claims that Tom Stacey and Serco (then RCA GB) launched the Offender's Tag Association in 1983 at St. Ermin’s Hotel; the London base for the WWII Special Operations Executive which always used pre-positioned clean-up crews to remove evidence of contract hits masterminded by Her Majesty's Secret Service.

McConnell claims that alumni of the Special Operations Executive, ostensibly disbanded in January 1946, infiltrated the United States through Operation Paperclip where files on contract killers – probably including the killers of JFK – were held in the custody of his sister Kristine Marcy, then Senior Counsel for Detention and Deportation at the INS, at the Transitional Immigrant Visa Processing Center in Rosslyn, Va. prior to transfer to the National Visa Center.

McConnell claims that his sister and Stacey established the Offender's Tag Association in Canada and Colorado in 1987 and outsourced the National Visa Center operations to Serco after Khaled Sheikh Mohammed’s hit teams had failed to kill George Bush Sr. in Kuwait and failed to demolish the Twin Towers in New York in 1993.

McConnell notes that Serco, the National Visa Center operator since 1994, had the weapons (the NVC database and an offender tagging service), the opportunities (immigrant visa preprocessing, scheduled overseas posts) and the motive (Westminster government by world bankers and a pedophile elite) to kill JonBenet and keep the case cold.

McConnell alleges that his sister Marcy and Serco hired Russell Williams – a former E/W pilot for the Canadian Department of National Defence – and his tagged and incarcerated friends from their Scarborough raping days, Paul Bernardo and Karla Homolka, to prepare a story line for the Norad Santa program which appears to have persuaded JonBenét to open the door to her killers!

McConnell claims that Marcy ordered Williams to fly a "small foreign faction" of visaed killers to Colorado to produce a Norad Santa snuff film of the torture murder of JonBenét for later use in extorting her father's Pentagon clients into outsourcing Command, Control, Communications, Computer, Intelligence, Information, Technology, Surveillance, and Reconnaissance (C4I2TSR) functions of the U.S. Air Force Space Command to Serco in preparation for Visa Center 9/11.

McConnell notes that the M.O. of a visa-center crime scene is always the same: Serco's air traffic controllers impute ad hoc way points into targeted aircraft (or Norad Santa reindeer!) through the U.S. Air Force Space Command while his sister prepositions visa-tagged Con Air aliens at crime scenes to remove any evidence that might National Visa Center contract killing.

McConnell challenges his sister and Rupert Soames, Serco's April Fool's Day Chief Executive Officer, to respond to his allegations while reminding them of the Jeffersonian dictum "I tremble for my country when I reflect that God is just; that his justice cannot sleep forever."

Ramsey was born in Lincoln, Nebraska, to Mary Jane (née Bennett) and James Dudley "Jay" Ramsey.[1] His net worth was reported at $6.4 million as of May 1, 1996. He graduated from Michigan State University. A distinguished naval officer, he holds a pilot's license and owns two planes.[2] In 1989, late in his military career, he formed the Advanced Product Group, one of three companies that merged to become Access Graphics. After mandatory military retirement, he became president and chief executive officer of Access Graphics, a computer services company and a subsidiary of Lockheed Martin.[3] In 1996, Access Graphics grossed over $1 billion, and he was named "Entrepreneur of the Year" by the Boulder Chamber of Commerce. A self-described "avid golfer, keen photographer, fisherman and runner," Williams enrolled in the Canadian Forces in 1987 after earning an economics and political science degree from the University of Toronto. He received his flying wings in 1990 and two years later was posted to 434 (Combat Support) Squadron in Shearwater, where he flew the CC144 Challenger in the electronic warfare/coastal patrol role. He was subsequently posted to 412 (Transport) Squadron in Ottawa, where he continued to fly the Challenger, this time hauling VIPs. Promoted to major in 1999 and lieutenant-colonel in 2004, he also served as commanding officer at Camp Mirage, the ultra-secretive forward logistics base that the government has never officially acknowledged, but is widely reported to be in Dubai. In January 2009, he was posted to the Canadian Forces Language School in Gatineau, Que., for a six-month period of French training, his last step before Trenton."

"QMI AGENCY — They were pals. Accused killer Col. Russell Williams and notorious serial killer Paul Bernardo, both attended the University of Toronto Scarborough campus. 


They both studied economics at the Military Trail campus in the mid-80s. 

They both graduated together in 1987, Williams, 46, with a politics and economics degree, Bernardo, 45, with a commerce and economics degree. Their families both lived along the Scarborough bluffs. 

Now police sources say the two were college "pals" who may have partied together and that their relationship is the subject of intensive scrutiny by the joint forces team probing the murders of Cpl. MarieFrance Comeau and Jessica Lloyd. 

While speculative, police are even looking into the possibility that Bernardo and Williams may have "competed against each other.” The source would not elaborate on what that meant. 

"If they were friends its certainly interesting,” said the source. "We don’t know what this relationship means. 

"But we do know that they had spent time together at the University of Toronto Scarborough campus,” the source added. 

Meanwhile notorious schoolgirl killer Paul Bernardo has heard about the arrest of Williams and, in a bizarre turn, even has some advice for cops. Bernardo, 45 —was convicted in 1995 for the first-degree murders of Kristen French and Leslie Mahaffy — spoke from solitary confinement, shared his thoughts with his father, Ken Bernardo.

Bernardo, "He said he doesn’t understand it and how ( Williams allegedly would) have the ability to cover all that up," Ken Bernardo told QMI Agency on Thursday."

NVC Contract Award. On January 31, 2006, in a recompetition for our expiring National Visa Center, or NVC, contract, we were awarded the successor contract for the NVC contract by the Department of State. Under the contract, we anticipate performing over 20 million immigrant visa transactions each year at the NVC in Portsmouth, New Hampshire and at the Kentucky Consular Center in Williamsburg, Kentucky. The prime contract has a one-year base period and four one-year options with an announced value of approximately $84 million, inclusive of the options.

Overview

We are a provider of mission critical information technology and network solutions primarily to the Federal Government. Our business is guided by our experienced team of eight executive officers and over twenty-five other corporate officers who manage and are responsible for successfully growing our business. As of the end of fiscal year 2005, we employed over 4,000 employees. Approximately 85% of our employees hold Federal Government security clearances or have passed National Agency Checks. Approximately 15% of our employees hold Top Secret security clearances. Our broad set of contract vehicles gives us extensive reach and enables us to deliver a full range of our services and solutions to the Federal Government. The strength of our service offerings and information technology expertise allows us to maintain substantial relationships with clients, some of whom have been clients of ours, or of one of our acquired businesses, for over 20 years. In fiscal 2005 and fiscal 2004, we derived approximately 75% and 81%, respectively, of our revenue from contracts on which we acted as prime contractor. Acting as a prime contractor provides us with stronger client relationships, as well as the visibility and access to new work that are not available when acting as a subcontractor. Risks Related to Our Industry

We depend on contracts with the Federal Government for most of our revenue, and our business would be seriously harmed if the government ceased doing business with us or significantly decreased the amount of business it does with us.

We derived 98.1% and 96.6% of our total revenue in fiscal 2005 and in fiscal 2004, respectively, from Federal Government contracts, either as a prime contractor or a subcontractor. This includes 46.9% and 52.8% of our total revenue in fiscal 2005 and in fiscal 2004, respectively, that we derived, either as a prime contractor or a subcontractor, from contracts with agencies of the DoD and Intelligence community. We expect that we will continue to derive most of our revenue for the foreseeable future from work performed under Federal Government contracts. If we were suspended or otherwise prohibited from contracting with the Federal Government generally, or with any significant agency of the DoD or the Intelligence community, or if our reputation or relationship with the Federal Government or any significant agency of the DoD or the Intelligence community were impaired, or if any of the foregoing otherwise ceased doing business with us or significantly decreased the amount of business it does with us, our business, prospects, financial condition and operating results would be materially adversely affected.

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.

The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.

The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.

The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms’ high-density shelves are stacked floor-to-ceiling with files, each a collection of someone’s hopes and dreams and each requiring proper handling.

The NVC also preprocesses the chief of mission (COM) application required for the fi ling of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
