#2101: Marine Links Serco's time-tagged Underground Bombers to Inland Revenue TRUMP and Lloyd's Register Sabotage Test

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked Serco's apparent deployment of time-tagged London Underground bombers on 7/7/2005 to Inland Revenue tax credits laundered through the TRUMP project and sabotage vulnerability testing on 7/7 by Lloyd's Register for the as-yet unidentified law firm (Sidley Austin?) which retained Peter Power as a consultant.

McConnell claims Serco launched a time-tagged bombing service after winning the contract to operate the NPL GPS clock in 1994 from the then-UK Defence Minister Nicholas Soames whose brother Serco CEO Rupert Soames appears to have used the clock to hack the IT systems of Serco's TRUMP partners – Inland Revenue, Lloyd's Register and Israel Aircraft Industries (IAI) – and reward the 7/7 saboteurs with electronic transfers of tax credits, insurance claim proceeds and/or stock tips.

McConnell claims that Serco directors authorized the transmission of time-tagged bomber-synchronizing signals on 7/7 while Peter Power was confused by a rehearsal going rogue and Lloyd's Register used its TRUMP partners in a phony ISO/IEC 27001 sabotage test on the London Underground's signalling system.

Peter Power, the former Scotland Yard official Anti-Terrorist Branch official, who oversaw drills of the very events of the London bombings on the morning of 7/7 as they were happening, has revealed more details behind the events for the first time in three and a half years.

'Of just eight nearby tube stations that fell within possible exercise scope, three were chosen that, by coincidence, were involved in the awful drama that actually took place on 7 July 2005. A level of scenario validation that on this occasion, we could have done without.

An exercise that turns into the real thing is not that unusual. For example, in January 2003, thirty people were injured when a tube train derailed and hit a wall at speed. At the same time, the City of London Police were running an exercise for their central casualty bureau where the team quickly abandoned their plans and swung into action to cope with the real thing.

For a surprising number of people such coincidences cannot be accepted as such. There just has to be a conspiracy behind them, despite the obvious point that painstaking research will always identify probable above possible scenarios. By the way, the only reason I was asked to speak on TV news that day, when there was still much confusion about the real tragedies, was to encourage more organisations to thoroughly plan their own exercises knowing the threat of terrorism is and remains, very real. One tragic consequence being Islam, a great Abrahamic, monotheistic faith (along with Judaism and Christianity), has undeservedly become vilified by some people.

"More than two-thirds of Government contracts held by the controversial outsourcing giants Serco and G4S are open to fraud and error, ministers have admitted.

An official investigation into £5.9bn of outsourcing contracts held by the firms found evidence on Thursday of "inconsistent management" in 22 out of the 28 deals across eight Government departments and agencies. In the majority of the contracts, the review found that there were "key deficiencies" in invoice and payment processes that could lead to overcharging.

The review was ordered in the wake of the scandal involving Serco and G4S's tagging contracts.
Serco on Thursday agreed to repay the Government £68.5m. The scandal concerned the Ministry of Justice being charged for tagging people who were found to be dead, back in prison or overseas. Both Serco and G4S are currently being investigated by the Serious Fraud Office."

Criminals given electronic tags are being allowed to breach their curfews and roam the streets yet escape further punishment, inspectors warn today.

Her Majesty's Inspectorate of Probation found that an offender under orders to stay at home for 12 hours a day could go out for 11 hours and 59 minutes but still only receive a mild warning.

The watchdog also uncovered "deeply worrying" problems with the way the system is run, such as a man who had beaten his wife being sent back to live with her under curfew, which led to another assault.

Only yesterday it emerged that a teenager who stabbed an architecture student to death had been subject to a curfew, but had removed his tag. The 15 year–old, who cannot be named, murdered Steven Grisales, 21, in north London after the student told him off for throwing conkers. The boy was jailed for a minimum of 10–and–a–half years at the Old Bailey.

In many cases where offenders had breached the terms of their curfews, investigators could not even find out who was in charge of their cases, while court staff made "basic errors" on important forms. HMore than hlf of offenders had breached thei curfew in some way, they found.

A separate report on the £100million a year tagging regime published today by the probation union Napo claimed there were often problems with the electronic tags themselves, as they reportedly stopped working if offenders went in metal baths or simply lived in remote areas.

"The TRUMP project has successfully raised the usability maturity of two large organisations and is providing information to help other organisations achieve similar results.

TRial
TRUMP has trialled a number of techniques to improve the human-centredness of two large organisations' IT development processes. The trial was part funded by the European Commission as ESPRIT project 28015 TRUMP.
Usability
Usability is the quality of a system in use, and is the ultimate objective of IT development. Truly usable IT systems are the result of a human-centred development process.
Maturity
Developing usable systems requires a human-centred approach by all those involved in design and development, as well as the integration of human-centred design and evaluation activities throughout the development methodology. TRUMP has raised the usability maturity of the trial organisations.
Process
TRUMP showed how user centred methods could be integrated into the development process of the two participating organisations. TRUMP will enable the organisations to adopt the techniques more widely.
Who was involved?


The TRUMP project involved three partners and one subcontractor. Serco Usability Services co-ordinated the project and provided the usability expertise to the user partners, IR and IAI. Lloyd's Register provided independent assessment of the usability maturity before and after the application at IR.

Serco Usability Services
Serco Usability Services, previously at the National Physical Laboratory, has been developing and applying practical human-centred evaluation and design techniques for many years. It was the co-ordinating partner for TRUMP and was the project's source of expertise in human-centred techniques.
Inland Revenue
The Inland Revenue is the tax collection department of the UK Government. With over 60,000 staff, IR relies on IT for administrative support. Because they must implement Government tax policy, IR must be able to implement new business systems rapidly and correctly.
Israel Aircraft Industries (IAI)
Israel Aircraft Industries design and build aircraft and avionics equipment. IAI has a reputation for efficiency and quality, and the techniques introduced by TRUMP improved their development efficiency and the quality of the products.
Lloyd's Register
Lloyd's Register performed independent assessment of the usability maturity of the Inland Revenue, both before and after the introduction of the human-centred techniques.
