Plum City – (AbelDanger.net): United States Marine Field McConnell has linked White’s Club spread betting on body counts associated with allegedly-tagged contract killers moving through the Gaza tunnel system to Serco procurement frauds at the U.S. Defense Ammunition Center and Serco’s apparent operation of the U.S. Defense Red Switch Network for the Hamas leader Khaled Meshaal out of the Starwood Group’s Sheraton Hotel in Doha, Qatar.

McConnell alleges that Serco supplied U.S. ammunition and explosives through the Gaza tunnels for the recent attack on a Gaza UN school and set up a White’s Club [Riot Club!] spread-bet platform on the Red Switch Network apparently used by Hamas leaders at the Sheraton Doha.

McConnell claims that White’s Club bookmakers use Tom Stacey’s Offender’s Tag Association to move ammunition along the Gaza tunnels and agents of Serco CEO Rupert Soames to move spot-fixing spread-betting tips along the virtual tunnels of the Hamas Hotel Red Switch Network (cf. Clinton Sheraton Port Douglas 9/11!).

Wednesday’s shelling of the Jabaliya refugee camp was the second time in a week that a UN school sheltering hundreds of homeless Palestinians had been hit.

Christopher Gunness, the UNRWA's spokesman, said the attack was a "source of universal shame" and blamed Israeli forces.

"We have visited the site and gathered evidence. We have analysed fragments, examined craters and other damage. Our initial assessment is that it was Israeli artillery that hit our school, in which 3,300 people had sought refuge.

"I condemn in the strongest possible terms this serious violation of international law by Israeli forces. I call on the international community to take deliberate international political action to put an immediate end to the continuing carnage."

Gunness said that UN representatives have informed Israeli forces about the exact location of the school 17 times.

Many of those in the school had fled their homes in northern Gaza after Israel dropped leaflets warning them of an "upcoming phase" of action. The Israeli military said fighters near the UN school had fired mortar bombs and Israeli forces had shot back.

"Earlier this morning, militants fired mortar shells at [Israeli] soldiers from the vicinity of the UNRWA school in Jabaliya. In response, soldiers fired towards the origins of fire, and we're still reviewing the incident," a spokeswoman said.

Israel announced a four-hour "humanitarian window" on Wednesday, starting at midday GMT, but said it did not include areas where its soldiers were operating - about half of Gaza.

Hamas said it would not abide by the pause, unless its conditions were met - namely, the end of the blockade of Gaza.

At least 1,363 Palestinians have died in Israel's invasion, according to Gaza health ministry figures.

An official for UNRWA, the UN's Palestinian refugee agency, told the AFP news agency that the shelling hit a bathroom and two classrooms inside the girls' school.

Al Jazeera's Imtiaz Tyab, reporting from Gaza's Kamal Adwan hospital, where many of the injured were brought, put the number of wounded at more than 90.

"Looking around me I can see some with what appears to be shrapnel wounds and some with far more serious wounds," he said. He said people there did not know why Israel had hit the shelter, adding that the attack caused panic among people living in different UN-run shelters.

"As we were driving to the hospital, we saw families with many children leaving other UN schools. They feel insecure. There seem to be no safe shelter for them, not even in UN schools," our correspondent said. Nearly 220,000 displaced Palestinians have sought shelter in about 86 UNRWA schools, according to the agency. The Israeli army had begun heavy tank shelling in the area a couple of hours prior to the incident.”

JNS.org – Dubai police commander Dhahi Khalfan, who gained fame for alleging Israeli Mossad involvement in the assassination of Hamas official Mohammed al-Mabhouh at a Dubai hotel in 2010, has strongly criticized Hamas’s close ties with Turkey and Qatar, in addition to its abandonment of the Egypt-Saudi Arabia alliance.

“Hamas must cease firing rockets at Israel and accept the Egyptian cease-fire proposal, accept the Saudi leadership and abandon Qatar,” Khalfan wrote on Twitter.

Khalfan also criticized Hamas leader Khaled Mashaal for his lavish lifestyle in Qatar during a conflict in Gaza.

“He who lives in luxurious five-star hotels in Qatar cannot meet achievements for the Palestinians. The Palestinians must unite around Abu Mazen (Palestinian Authority President Mahmoud Abbas),” he tweeted.”

“26 June 2014 Last Updated on 26 June 2014 A minor scuffle broke out between a group of workers and security guards at the Sheraton Hotel [Doha] renovation site yesterday in which at least one worker was injured. The Ministry of Interior said the worker suffered minor injuries and was given treatment at the site.

The Ministry said a scuffle broke out between two groups of workers and when guards tried to intervene, a fight ensued. The security guards were Nigerians while the workers were from Nepal and Pakistan. They were employees of UrbaCon Contracting and Trading, the main consultant on the project, and a UAE-based subcontracting company.

The scuffle took place around noon. Workers were seen shouting and hitting. The police reached the spot and brought the situation under control. Investigators from public security agencies launched a probe to find out what exactly had happened.

Videos of the scuffle posted on a website meanwhile showed some workers going on a rampage and attacking portacabin offices at the project site.QNA”

Project Overview:

Since 2008, Serco has assisted DAC with the analysis, design, development, implementation, management/ administration, and evaluation of integrated, enterprise-wide and component-specific training, learning, knowledge management, and strategic human resource management interventions that are critical to achieving their mission. Serco holds an OPM TMA TO with DAC and also a contract through GSA Millenia Lite. When the GSA contract could not support all of DACs needs, Serco recommended the use of the OPM TMA vehicle. Through these contracts, Serco provides training program management support to deliver multi-faceted best practice solutions in training development and delivery, knowledge management, portal technologies, course conversions (ILT and CBT to WBT), mobile performance applications, and Learning Management Systems support. Serco applies the ADDIE model to all course development activities including ILT, WBT, and leading-edge technologies including mobile performance applications. Serco provided LMS support and also developed and continues to manage DAC’s Ammunition Community of Excellence. ….

Types of Solutions Developed:

Serco converted DAC curriculum from predominantly ILT to a blended training environment that provided DL, ILT support, continuous performance support through a CoP, and mobile application tools for approximately 110,000 students annually. To date, Serco has worked with DAC to grow their online curriculum to more than 60 courses representing approximately 240 hours of training. Serco assisted DAC in migrating to the mandated Army Learning Management System (ALMS) in less than six months. Serco also provides ongoing support for the identification of new DL courses while maintaining and updating the spectrum of existing courses. On the ILT front, Serco provides design support and, when required, additional facilitator/instructor support for several courses.

The CoP provides a repository of relevant materials, a forum for collaborative sharing of information, and an “Ask an Expert” capability for soldiers to receive answers to their questions from qualified DAC resources. The CoP enjoys more than 10,000 active members and has received numerous accolades from appreciative members.

Most recently, Serco proposed the inclusion of mobile application tools and games to reinforce training and provide continuous and “in the field” performance support. To date, Serco has developed six mobile apps which have been distributed for both the iOS (Apple App Store) and Android (Google Play) environments. Together, these apps have reached over 15,000 soldiers and have allowed DAC to become a center of excellence in this burgeoning training environment.

Intended or Achieved Result:

Through the design and delivery of customized instructor-led, web-based training and distribution of mobile performance supports, Serco has increased the number of DAC learners by 10–15% year over year. Serco has increased the number of DAC learners reached annually by 10%–15% via varied modalities.

Serco has signed a three-year, £26m contract with Qatar's Ministry of Defence to deliver Staff College training for the Qatar Armed Forces (QAF) in its capital Doha.

The Joaan Bin Jassim Joint Command and Staff College (JBJJCSC), which opened in May 2013 is modeled on the UK's Joint Services Command and Staff College (JSCSC) at the UK Defence Academy, which Serco has managed and operated since 2000.

Serco will deliver the professional military education course at the postgraduate level for the QAF's mid career officers (Majors and Lieutenant Colonels) from the Qatari Emiri Navy, Army and Air Force over an initial three-year period. The courses will be delivered in partnership with the UK Ministry of Defence and Kings College London. The first 40 students have already started their year-long course in Doha.

The full scope of the JBJJCSC contract will include the development and delivery of adapted course material from the UK Defence Academy, investment in Information Technology, and the provision of a Learning Resource Centre and Integrated Facilities Management.

The development of the JBJJCSC and the establishment of this flagship course represents the first step towards a structured education and training pathway for Qatar's military leaders of tomorrow. This contract highlights Serco's growing influence in the Defence and Security Sector in the Gulf.
