#1854: Marine Links Serco to MI-3 Mycroft’s Dick, Obama USM-007 Sandy Hook Bullets

United States Marine Field McConnell has linked Serco to the MI-3* Innholders Livery Company’s alleged use of Mycroft Warrants for Travelling Criminals deployed by Cressida Dick to Barack Obama’s U.S. Marshals Warrant Information Network (USM-007) and the 154 bullet casings with which added realism to the lone-gunman exercise at the Sandy Hook Elementary School, Newtown, Connecticut, on December 14, 2012.

Mycroft Warrant = A writ issued by a competent but blackmailed or extorted officer, usually a judge or magistrate, which permits an otherwise illegal act that would violate individual rights and affords the person executing the writ protection from damages if the act is performed.

MI-3 = Kristine Marcy + Norman Inkster + Interpol + Intrepid (William Stephenson)

McConnell claims Serco root companies extorted Mycroft warrants from the Prince of Wales (later Edward VII) to operate a hue and cry telegraph service at London’s Langham Hotel and blackmail pedophile Innholder guests in Australia, Canada, New Zealand and the United States.

McConnell claims that Ms. Dick and Serco director Maureen Baginski used Mycroft Warrants, U.K. Defence Academy war rooms and Skynet tags to guide USM-007 criminals through Sandy Hook crime scenes and place the 154 bullets to support Obama’s assault-rifle hue and cry and divert attention from the MI-3 Mycroft Innholders network of Travelling and Expert Criminals.

MERIDEN/NEWTOWN, Conn. - The gunman who killed 20 children and six adults at a Connecticut elementary school fired 154 rounds in less than 5 minutes, selecting high capacity magazines from a home arsenal stocked with swords, knives and a cache of guns, officials said.

Investigators also found a newspaper clipping about a mass shooting in the home that Adam Lanza shared with his mother, along with a gun safe in his bedroom, receipts from shooting ranges and National Rifle Association certificates for both of them, according to court papers released on Thursday.

To carry out the second deadliest school shooting in U.S. history, Lanza used 30-round magazines at Sandy Hook Elementary School in Newtown, said Connecticut Governor Dannel Malloy after the previously sealed searches of Lanza’s car and home were made public.

“We now know that he left the lower capacity magazines at home,” Malloy said in a statement. “This is exactly why we need to ban high capacity magazines and why we need to tighten our assault weapons ban.”

As more details about the shooting came to light, President Barack Obama urged with U.S. lawmakers not to forget those shot to death in Newtown three months ago.

“The entire country pledged we would do something about it and that this time would be different. Shame on us if we’ve forgotten,” said Obama, appearing at the White House with mothers of children who had been shot to death.

The Dec. 14 rampage started at the Lanza family home, where authorities say the 20-year-old shot dead his mother, Nancy Lanza, and then drove to the school he once attended. Armed with an AR-15-type assault rifle and two handguns he killed the 20 children, six staff members and himself.

The pale yellow two-story suburban colonial house where Lanza lived is directly across the street from the home of Dylan Hockley, 6, who died in his teacher’s arms in the massacre. The Hockley family has since moved to another part of town.

Searches of the house by police turned up a cache of guns, three samurai-style swords and boxes of bullets, along with items that could offer some clues on Adam Lanza’s thinking.

Among them were a 2008 New York Times clipping on an Illinois school shooting and books on Asperger’s syndrome and autism. Friends of the Lanza family had described Adam Lanza as having Asperger’s syndrome, which is a form of autism.

For some in the tight-knit southern New England town, the release of the new details only inflamed emotional wounds.

“We struggle every day to stay on the path of recovery and every bit of information that becomes part of the public discourse holds a potential hurt for a family who has already suffered immeasurable harm,” said Newtown First Selectman E. Patricia Llodra.

The attack, which Obama called the worst day of his presidency, reignited a fierce debate on gun violence and gun regulation in the United States. The Second Amendment of the U.S. Constitution protects the right to gun ownership.

The National Rifle Association called after the shooting for armed guards to patrol public schools, while gun-control advocates called for tighter restrictions on both the process to buy guns and the types of guns and ammunition clips that may be sold.

THE CACHE OF WEAPONS

The court papers said police searching the Lanza home found an Enfield bolt-action rifle, a Savage Mark II rifle, a revolver, three samurai-style swords with blades measuring up to 28 inches (71 cm) and a 6-foot, 10-inch (208 cm) wood-handled pole with a blade on one side and a spear on the other.

They also found a smashed computer hard drive and a gun safe in the room they believed to be Adam Lanza’s bedroom; NRA certificates in the names of both Adam Lanza and his mother; and Nancy Lanza’s body in her bed with a gunshot wound to her forehead and a rifle on the floor nearby.

FBI agents interviewed one or more people who described Lanza as “a shut-in and avid (video) gamer who plays Call of Duty amongst other games.” It was noted that the Sandy Hook Elementary School was his “life.”

Mayors Against Illegal Guns on Thursday released a TV ad featuring family members of the victims calling for tighter control of guns. Broadcast in Hartford, Connecticut, it was aimed to encourage a proposed Connecticut gun-control law.

“We cannot afford to wait for another tragedy,” said New York City Mayor Michael Bloomberg, the group’s co-chairman.

The investigation documents were released on the same day as hundreds of protesters demonstrated at the National Shooting Sports Foundation, less than 3 miles (5 km) from the school, over the NRA’s opposition to new gun control laws. Newtown residents were enraged after receiving a slew of robo-calls on behalf of the NRA that were critical of gun control laws.

Caithlin De Marrais, a 40-year-old musician from Easton, Connecticut, who brought along her 7-month-old baby, carried a handmade sign proclaiming “Enough.”

“I’m here to support Newtown and all the communities that have lost loved ones due to gun violence,” she said.

The crowd also included those who oppose more gun control, among them Tahra Erickson, 33, who stood with her three-year-old son Zachary.

“I don’t think it’s the government’s job to tell me how I can protect my son,” she said.”

Serco to pay back £69m over fraudulent tagging contracts .. Serco on Thursday agreed to repay the Government £68.5m. The scandal concerned the Ministry of Justice being charged for tagging people who were found to be dead, back in prison or overseas [allegedly deployed by Mycroft Dick on the Barack Obama’s U.S. Marshals Warrant Information Network (USM-007)]. Both Serco and G4S are currently being investigated by the Serious Fraud Office.”

In 1983, Dick joined the Metropolitan Police as a constable. In 1993, she joined the accelerated promotion course at Bramshill Police College, and in 1995, transferred to Thames Valley Police as a superintendent. She was operations superintendent at Oxford, and later, served as area commander in Oxford for three years. In 2000, she completed the strategic command course and, in 2001, she was awarded an M.Phil in criminology from the University of Cambridge (Fitzwilliam College), graduating with the highest grade in her class.[5]

In June 2001, she returned to the Metropolitan Police as a commander, where she was head of the diversity directorate until 2003. She then became the head of Operation Trident, which investigates gun crimes within London's black community.

In the immediate aftermath of 21 July 2005 London bombings, she was the gold commander in the control room during the operation, which led to the death of the Brazilian Jean Charles de Menezes, wrongly identified as an attempted suicide bomber, on 22 July 2005.

In September 2006, the Metropolitan Police Authority announced her promotion to the rank of deputy assistant commissioner, specialist operations. On 30 June 2009 the Metropolitan Police Authority further announced her promotion to assistant commissioner, in charge of the Specialist Crime Directorate.[6] According to a BBC radio documentary, she is a supporter of the charity, Common Purpose UK, having attended a course in 1995/96 while serving in Thames Valley Police[7][8]

In July 2011, Dick was appointed assistant commissioner, specialist operations following the resignation of John Yates, who stepped down in the wake of the phone hacking scandal.[9]

Dick was appointed acting deputy commissioner, and held the post between the retirement of Tim Godwin and the commencement of the new deputy commissioner Craig Mackey's term at the beginning of 2012. She held the rank until 23 January 2012.[10]

Barbara Wilding, CBEQPM, CCMI, FRSA is the former Chief Constable of South Wales Police, the first woman to hold the post.

Wilding began her career as a cadet in 1967 and was named as constable in 1970. The following year she transferred to the Metropolitan Police where she served as an operational detective at New Scotland Yard. Wilding was involved in the identification of victims from the sinking of the pleasure cruiser Marchioness on the River Thames in 1989.

She became an Assistant Chief Constable in Kent Constabulary in 1994. In 1998, she returned to the Metropolitan Police as Deputy Assistant Commissioner, and served as Director of Strategic Resources and also Specialist Operations, where she commanded the Security and Protection Directorate which included protection of Ministers, Royal Family, Special Branch,Heathrow Airport, covert intelligence and the specialist firearms unit.

Wilding was appointed Chief Constable of South Wales Police on 1 January 2004. Wilding was created a Commander of the British Empire (CBE) on 17 June 2006.

She retired at the end of December 2009, replaced by Peter Vaughan, retiring as Britain's longest-serving female chief constable.[1] In 2011 she was appointed High Sheriff of Mid Glamorgan.”

Wilding is married and has two daughters.”

A gold–silver–bronze command structure is used by emergency services of the United Kingdom to establish a hierarchical framework for the command and control of major incidents and disastersThe so-called "platinum control" is government level (COBR).[1]

Some practitioners use the term strategic–tactical–operational command structure instead, but the different categories are equivalent.[2]

Whilst this system does not explicitly signify hierarchy of rank, with the roles not being rank-specific, invariably the chain of command will be the same as the order of rank. Whilst the gold–silver–bronze command structure was designed for emergencies, it has been utilised for all manner of planned operations, such as football matches, or firearms operations, such as Operation Kratos. The cabinet office briefing rooms (COBR) are sometimes described as platinum in the command structure.

 The structure was created by the UK Metropolitan Police Service in 1985 directly after a serious riot in North London on the evening of 6 October where Police Constable Keith Blakelock was murdered.

Scotland Yard soon realised that their usual rank-based command system was inappropriate for sudden events. For example, it was never clear who was actually in operational charge of the police that night. A small team, including Inspector Peter Power quickly decided that three essential roles were more important than numerous ranks in these situations and set about creating and promulgating a new structure that was soon rolled out across all UK Police Forces and became the ubiquitous command standard it is today.

The title 'Gold Silver Bronze' command structure was invented by David Stevens, who was then a Chief Superintendent in the Public Order Branch at Scotland Yard. Power [7/7] was the member of a small team of specialists (with Stevens) at Scotland Yard, who detailed the system and became its chief architect/promulgator.

The concept of Operational, tactical and strategic command levels has been in existence for many years, only the titles have changed. The concept and explanations of it have been reinforced since the introduction of the Civil Contingencies Act (CCA) of 2004 . The so-called "platinum" title is not widely acknowledged. It was debated during the early years of the CCA but discounted. The level above Gold used to include Regional Govt offices as a conduit to Westminster until they were disbanded as part of the coalition reviews.
